S1NET Message Summary - 26 Oct 21

1. REDIRECT OF S1NET MESSAGES TO A365 EMAIL. We continue to receive numerous requests from S1NET Members to change their milSuite profile email to their new A365 email (@army.mil).  We do not have the ability to change member profiles. The email in a member’s profile is a direct pull from DMDC, and the DMDC self-service function for individuals to change their own email is not currently functional - we are advised they are working on a solution. S1NET members transitioning to A365 email need to ensure that they set up a rule to automatically redirect their enterprise email messages from their enterprise account to their A365 address. 3. ARMY RESERVE PAY MESSAGE 21-01, UPDATED GUIDANCE ON CHANGE TO BAH AND OHA POLICY FOR AMENDED OR CONSECUTIVE ORDERS (CORRECTED 20 OCT 21). Army Reserve Pay Message 20-37 announced changes to the rules for determining Basic Allowance for Housing (BAH) or Overseas Housing Allowance (OHA) entitlement. The change specifies that BAH/OHA, rather than BAH-RC, is payable when orders of 30 days or less are amended to create a total duty period exceeding 30 days. Follow on guidance provided by OASD noted that the clarification of BAH/OHA rules does not have an effective date as it simply reinforces the original intent of BAH legislation. Therefore, AD orders published prior to 29 Oct 20 that meet the conditions of reference 1 a, qualify for BAH/OHA. BAH claims for past periods of active duty are subject to the Statue of Limitations and must be initiated within 6 years of the last day of any qualifying active duty period. https://www.milsuite.mil/book/docs/DOC-927490

4. FRAGMENTARY ORDER 001 (UPDATED GUIDANCE) TO OPERATION ORDER 21-051 (UNITED STATES ARMY RESERVE COMMAND (USARC), OPERATION WELL-BEING) (CUI), 121442Z OCT 2021.      b. ALARACT 084/2021, CORRECTED FISCAL YEAR 2022 SPECIAL DUTY ASSIGNMENT PAY (SDAP) BIENNIAL REVIEW RESULTS (CUI), DTG: R 221319Z OCT 21. This ALARACT replaces 071/2021, which is now inactive. SDAP is a discretionary monetary incentive paid to enlisted Soldiers who qualify for and serve in designated special duty assignments, that have extremely demanding duties requiring extraordinary effort for satisfactory performance or an unusual degree of responsibility. Effective with the November 2021 promotion month, temporary promotions will be expanded to the rank of Master Sergeant (MSG) and Sergeant First Class (SFC) for RA and USAR (Active Guard Reserve (AGR)). The Army will select NCOs for promotion to MSG and SFC based on their order of merit list (OML) standing without regard to completion of the Master Leaders Course (MLC) or Senior Leaders Course (SLC). All other eligibility requirements, to include completion of the requisite Distributed Leaders Course, must otherwise be met. QMP boards will be held in conjunction with the FY22 Headquarters Department of the Army (HQDA) noncommissioned officer (NCO) evaluation boards and consider Regular Army (RA) and U.S. Army Reserve Active Guard Reserve (USAR AGR) Soldiers in the rank of Staff Sergeant (SSG) thru Command Sergeant Major (CSM) for possible involuntary separation.
