a. ENLISTED PROMOTIONS UPDATE. An extensive Enlisted Promotions
update with information on Army Enlisted Promotion Methodology, Army
Quarterly Enlisted Promotion Projections, Unit Level Enlisted Promotion
Board Timeline (Semi-Centralized Promotions), Updates on Enlisted
Promotions Frequently Asked Questions (FAQs) concerning promotion points
(APFT scores, Weapons, Awards and Decorations, PME Achievements,

b. SOLDIER REFERRAL PROGRAM. Since the beginning of the Soldier
Referral Program, 47 Soldiers have qualified for the Army Recruiting
Ribbon and 28 were promoted to their next rank. All Soldiers were
promoted in IPPS-A by the HRC Promotions Team, but we are asking for
support from the field to process the Army Recruiting Ribbon until we
have an approved exception to policy signed.
c. RETIREMENT/SEPARATIONS UPDATE. As a result of Brown-Out and
Cut-over (BOCO) to IPPS-A, Transition Processing Systems (TRANSPROC) –
the system used to process retirements and separations, there is a long
queue of submitted retirements and separations requests in the pipeline
being processed between units to the MPD and to HRC. While HRC and MPDs
surge to process these requests, HRC is also working with IPPS-A to
make the process more transparent and efficient for all. This includes
making the retirement date and type visible on the initial PAR, enabling
the enterprise to better prioritize requests instead of processing in a
first in, first out manner. Until these changes are fully implemented,
there are a few actions that will assist the processing of retirements

d. EVALUATIONS. Evaluations Branch here at HRC has been contacted
by Selection Boards, Army data analysts, and Inspectors General
regarding a relatively new practice being used to inflate profile counts
to guarantee a Most Qualified Rating for other Officers or NCOs. It
isn’t pooling, but Rating Officials are generating (churning) multiple
short reports that are not in compliance with AR 623-3 rules. Initial
analysis by Evaluations Branch is showing multiple renditions of these
types of report during a 12–15-month span. These methods are being used
to circumvent safeguards in EES and appear to be valid on the surface.
Evaluations Branch is reviewing data files and will assess reports that
violate the policy and will contact the Rating Officials and provide
supporting evidence for comment prior to informing HRC CG and HQDA G1
and taking action to correct the rating history and associated profiles
to eliminate the advantage gained.
2. IPPS-A UPDATE: PAY INQUIRIES/SUPPORT EXTENSION, RESTRICTIONS, REDCAT
UPDATES, NEW SELF-SERVICE GUIDE, SURNAMES, TEMPLETS, MULTI-SLOTTED

a. AMPO PROCESSING OF PAY INQUIRIES AND SUPPORT. The Army Military
Pay Offices (AMPOs) are in the process of transitioning to using CRM
exclusively for pay inquiries. Beginning 17 July 2023, pay inquiries
normally taken to the AMPO must be routed via CRM. Additionally, AMPOs
will continue to accept DA Form 31s for mobilization/demobilization and
for extenuating circumstances that prevent an absence request from being
processed via IPPS-A.
b. RESTRICTIONS. We have noticed an increase of questions/posts
regarding SFPA Removal PARs, specifically that once the PAR has
processed, the SFPA flag remains on the STP. We are looking into what
may be causing the delay in the update to the STP. As a note, the STP
should not be used to validate that an SFPA flag has been removed.
c. MULTI-PART SURNAMES ISSUE. IPPS-A recently pushed an update that
appears to have impacted users with multi-part surnames. Users that
have surnames that include prefixes separated by a space (for example,
De Vries or Van Raalte) were changed so that the prefix is reflected as
the user’s first name in IPPS-A. Unfortunately, we did not catch this in
time for us to easily determine who was affected. If you find you or
your Soldiers were impacted by this error, please follow the steps at
the above link.
d. TEMPORARY BILLET (TEMPLET). We continue to see a rise in the
number of templets. While I acknowledge that some of this is due to the
assignment catch-up and templets required for temporary assignments, the
use of templets to create a vacant position is not necessary. A vacant
billet is not a requirement to request a replacement. HR professionals
should use the assignment end dates and YMAV to signal a replacement is
required. Our team is assessing the feasibility of slotting in
accordance with the Global Force Management Data Initiative (GFM-DI).
e. MULTI-SLOTTED POSITIONS AND PAST ASSIGNMENT END DATES. In the
Predefined Queries tile, a new query was added titled “Multi-Slotted
Positions”. This report shows positions that have more than one person
currently assigned. This happens because PeopleSoft logic sees the
position as vacant when the incumbent’s assignment end date is in the
past. Through the assignments process, HRC, or a unit, is then able to
assign another person to that position. These multi-slotted positions
will have a direct impact on your authorized strength in some queries
and reports. Please review your UICs in the Multi-Slotted Positions
query and update assignments as required to have only one person in a
position.
f. IPPS-A IS UPDATING. Over the July 4th weekend, we will upgrade
IPPS-A to PeopleTools 8.60. Most noticeably, this upgrade will give the
system a revamped navigation bar and menu. As the upgrade approaches, we
will provide targeted job aids and training as required to support
users in the field.
g. AUTO-DEPROVISIONING. To help mitigate latency issues this past
February, we turned off Auto-Deprovisioning upon PCA/PCS. The latency
has been resolved. Effective 5 May 2023, elevated users that move units
will have their access migrated to self-service access. Upon arrival to
their new unit, a new access request will need to be submitted to update
their access and ROWSECCLASS accordingly.
3. AC 1LT PROMOTION ITEMS.
a. 1LT ACC BY NAME PROMOTION ORDERS LIST UPDATED, APRIL - MAY 2023.
Updated Promotion Lists for 1LT ACC for April and May 2023 are attached
at the following link. Orders for April should run over the weekend.
HRC, Officer Promotions is by name validating all backdated orders for
April as posted on the attached roster were successfully generated.
Orders are backdated and pay and allowances will process. Promotion
orders for May will generate midnight EDT the night of effective date of

MAY 2023. Attached at the following link is the updated Promotion List
for April - May 2023 for 1LT MS, SP, AN. Orders for any backdated
promotions will be generated as soon as the officer is successfully
scrolled in IPPS-A. HRC, Officer Promotions mass uploads scrolling
information into IPPS-A. All officers on this list are on a confirmed
promotion scroll; pending the final acceptance of the scroll in IPPS-A.
Once the scrolling information is accepted the promotion will run at
1200 EDT for backdated promotions. We hope that this issue is resolved
in the next 72 hours. For future promotions, once scroll is completed
promotions will run 1200 EDT on the effective date of promotion. S-1's
have visibility of the decentralized rosters for their assigned officers
and can view the promotion effective date and validation if an officer
