S1NET Message Summary - 17 May 23


Spc. Alan M. Fitzpatrick of Paris, Ill. and Spc. Nathan J. Selby of Sullivan, Ill., part of Company B, 2nd Battalion, 130th Infantry Regiment, 33rd IBCT of the Illinois Army National Guard provide covering fire for their fellow soldiers in the Army National Guard’s exportable Combat Training Capability program at Camp Ripley, Minn.

1. iPERMS NEW OPTICAL CHARACTER RECOGNITION (OCR) FUNCTIONALITY. From HRC Army Soldier Records Branch: iPERMS will deploy OCR capabilities on 25 May 23 for field to verify batches that will auto recognize, and file documents processed by Scan Operators for filing in the Soldier AMHRR. This capability will significantly speed up the processing of iPERMS batches by reducing the workload associated with the manual, labor intensive, verification of batches at HRC. To capitalize on this functionality, it is imperative that the documents within a batch be organized as individual documents with indexing data associated to each document within the batch.  Batches that are submitted in this format will be processed faster than batches submitted without following the steps outlined in this guide. Visit the following link for more information. 2. ACADEMIC CERTIFICATE PROGRAM EDUCATION GOAL, HISTORICAL TUITION ASSISTANCE (TA) REQUEST(S) AND EVALUATED DEGREE PLAN. Eligible Soldiers are now able to select the Academic Certificate Program Education Goal in the ArmyIgnitED System if they want to pursue an Academic Certificate. Soldiers are authorized one Academic Certificate per lifetime with a cap of 21 Semester Hours (SH). These 21 SH do not count against the lifetime caps of 130 SH for undergraduate and 39 SH for graduate. 3. IPPS-A ITEMS.      a. IPPS-A KNOWN ISSUES UPDATE, 9 MAY 2023.      b. ENLISTED ACCESSION ASSIGNMENT JOB AID. The Enlisted Accession Assignment Job Aid is targeted for users, typically MPDs and HR Professionals, creating or modifying enlisted accession assignments.  This job aid is geared towards the backlog of assignments for enlisted personnel receiving errors involving Reception to BCT, BCT to AIT and AIT to Further AIT assignments.  It also includes users experiencing errors with hires/rehires or sister service (with a break in service) enlisting in the Army and bypassing Basic Combat Training, both beginning in the RA DEP, but "stuck" in an IRR status.      c. IPPS-A MPD SMARTBOOK. This guide will help MPDs conduct routine tasks such as In/Out Processing, Accessions, Member Elections, Assignments, and more!      d. IPPS-A AUDIT AND INTERNAL CONTROLS SERIES: PART III – 22 MAY 2023 (REPORT REVIEW). Attached is the CONOP for the IPPS-A R3 Audit and Internal Controls live training Part III – Report Review. During Part III of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with a deep dive of Army’s Financial Statement Audit. It includes topics about how the Army benefits from the Audit, the different Audit Opinions, and characteristics of a successful Audit. Additionally, there is a review of the Inactive User, Mass Update Own Data, and POI Active User reports.      e. IPPS-A R3 ROLES AND PERMISSIONS TRAINING SERIES: PART II – 23 MAY 2023 (VALIDATOR OVERVIEW). Attached is the CONOP for the IPPS-A R3 Roles and Permissions Training Series Part II – Validator Overview. During Part II of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with responsibilities of Validator/Validator Administrator, different types of Validators, Roles and Permissions Matrix, and approval of access requests. Part II is geared towards improving the knowledge base of Validators to facilitate the provisioning process.      f. IPPS-A JOB AID: CREATE PSC/PPS POOLS. This Job Aid assists in setting up set up the Personnel Service Center (PSC) Pool or Personnel Processing Activity (PPA) Pool Configurations. The Military Personnel Division (MPD) uses the PSC and PPA pools to manage assignments for installation personnel. Setup and maintenance is similar to S1 Pool Configuration. The PPA codes consist of two-digit codes and the PSC codes consist of four-digit codes. 4. IPPS-A QUESTIONS. (Please assist if you can.)      a. (USAR) CAN SOLDIERS INITIATE A TPU TO TPU TRANSFER IN IPPS-A? “I am not seeing anything available in the PAR drop-down aside from branch transfer. I have all the documents that were historically required with the PAG checklists as well. Is this a SUBCAT access issue?”      b. (USAR) "SM is showing arrived in IPPS-A under assignment management, but DEERS has SM as IRR. RLAS is showing approved in IPPS-A.  How do I assist the SM in order for his status to reflect Active Reservist. SM unable to get CAC or orders." 5. On 29 Sep 2021, the Office of the Assistant Secretary Defense for Public Affairs (OASTD (PA)), published reference 1b, section 3.1, the U.S. Flag Code and related authorities, which referenced section 1-10 of reference 1a, which advised how uniformed servicemembers will always render proper honors to the U.S. flag: standing at attention, facing the flag, and rendering a military salute. This guidance extends to support at community outreach events.      b. ALARACT 032/2023, FY23 U.S. ARMY CONVENTIONAL FORCE AVIATION BONUS (AVB) PROGRAM TO SUPPORT CRITICAL SKILLS RETENTION (CSR), DTG: R 161420Z MAY 23.
