S1NET Message Summary - 12 Jun 23
1. NOTIFICATION OF NEW ARMY
BODY FAT ASSESSMENT FOR THE ARMY BODY COMPOSITION PROGRAM. Posted at
the following link are Army Directive (AD) 2023-11, Army Body Fat
Assessment for the Army Body Composition Program, 9 Jun 23, and ALARACT
046/2023, Notification of New Army Body Fat Assessment for the Army Body
Composition Program, dated 12 Jun 23. Also attached are updated DA
Forms 5500 and 5501. Per the AD, DoD authorized the U.S. Army to review
methods to implement revisions to the ABCP that embody the whole
Soldier concept and improve talent management. The AD announces changes
to the ABCP to ensure all Army Soldiers maintain a level of physical
readiness necessary to perform their duties. The ALARACT provides notice
that AR 600–9 is being revised and will incorporate a one – site
circumference – based tape method and supplemental body fat assessment
(see attachment 1 of the ALARACT). The procedural modifications to AR
600–9, Appendix B (Attachment 1) are effective immediately. Some key
points from the AD and ALARACT follow. View and download the document
from the following link on S1NET. https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fwww.milsuite.mil%2Fbook%2Fdocs%2FDOC-1260510&data=05%7C01%7Chyun.j.chang.mil%40army.mil%7C3dd8359285ce40da441b08db6b95605e%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638222061551876827%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=eJYdI13dW1s95%2BvxpZtjdg3pItxX0SECd8IubPhdihI%3D&reserved=0
a. The policy applies to all Soldiers, all cadets of the United
States Military Academy (USMA) and Senior Reserve Officers’ Training
Corps (SROTC), all retention actions, and all military schools and
institutional training courses.
b. The only U.S. Army-authorized methods of estimating body fat are
the multi-site circumference-based tape method, as prescribed in
appendix B of AR 600–9; the one-site circumference-based tape method;
and the supplemental body fat assessment.
c. The one-site circumference-based tape method will be phased in
over the next year. During the 12-month period extending from the date
of this directive, Soldiers who require a circumference-based tape test
will take the one-site tape test. Those who fail the one-site tape
method are authorized to be measured by the multi-site
circumference-based tape method, as prescribed in AR 600–9, for their
confirmation tape test. After 12 months from the date of this directive,
the one-site tape test will be the only authorized circumference-based
tape method.
d. A Soldier who fails the circumference-based tape methods will be
flagged. Those Soldiers may request a supplemental body fat assessment
if the means for such testing is reasonably available. Commanders of
Soldiers who do not request a supplemental body fat assessment or who
fail the supplemental body fat assessment will maintain the original
flagging action, and the Soldier will be enrolled in the ABCP.
e. All Army components will utilize a one–site (abdomen) body
circumference–based tape method and corresponding calculation model for
males and females, respectively.
f. All Soldiers who fail the first body fat tape test and follow–on
confirmation tape test assessments are authorized to request, subject
to the appropriate commander’s determination of reasonable availability,
a supplemental body fat assessment via the Dual–Energy X–Ray
Absorptiometry (DXA), INBODY 770 (Bioelectrical Impedance Analysis), or
BOD POD® (Air Displacement Plethysmography) and must be recorded on DA
Form 5500 or DA Form 5501.
g. Pursuant to AR 600–9, the updated DA Form 5500 and DA Form 5501
must be used to record approved supplemental body fat assessment results
(DXA, INBODY 770, or BOD POD®) from any governmental facility. This
includes military treatment facilities, armed forces wellness centers,
government fitness centers, and state–owned facilities. Additionally,
Soldiers may request to take the test at local colleges or universities,
to include private colleges and universities. Official results of the
supplemental test must be submitted by the Soldier to the commander to
be recorded on DA Form 5500 or DA Form 5501.
