     a. The Soldier Referral Program and Army Recruiting Ribbon: Since the implementation of the Soldier Referral Program, 216 Soldiers have been awarded the Army Recruiting Ribbon and 112 Soldiers were promoted to the next rank through Early Advancement under the SRP. To ensure timely promotions and award of the Army Recruiting Ribbon, the Army has improved its administrative process. Upon verification from U.S. Army Recruiting Command, the U.S. Army Human Resources Command (HRC) will process all promotions and awards transactions for all eligible Soldiers at the top of the system.

     b. DD93 (Record of Emergency Data) Update. MILPER 23-094 was published providing guidance for the new DD93. The DD93 is now available to update in iPERMS.  Soldiers can update their own DD93 on the Self-Service Tab in IPPS-A.

     c. iPERMS Processing Time: We are currently processing non-board batches within 23 days of our established batch processing standard of 45 calendar days.  Scan Operators can check the status of their batches using the Batch Originator Report and Batch Document Report.

     e. Enlisted YMAV Update. HRC is aware that many Year of Move Availability (YMAV)s for Enlisted Soldiers in IPPS-A are incorrect and is currently working to resolve the problem.  There is no need to alert your Career Manager unless your current YMAV in IPPS-A will either erroneously include you in, or exclude you from, EMC 24-03, which aligns with YMAVs 202404, 202405, 202406, 202407, and 202408.  If your YMAV should be one of those months and is not, or your YMAV is one of those months and should not be, please contact your career manager. 

     f. Enlisted Promotions Job Aide. The Enlisted Promotions Branch currently has more than 250 Admin Records Corrections (ARCs) and 800 Admin System Corrections (ASC) Personnel Action Requests (PAR) pending. Many of the PARs received from the field are preventable and are due to Promotion Board proceedings, integrating Soldiers to the PRR, and updates to the PPW.  The Enlisted Promotions Branch is currently working ARCs and PARs from about 45 days ago. Many Soldiers are submitting ARCs. ARCs do not result in a transaction and therefore cannot result in a promotion transaction.  Soldiers are creating ARCs to HRC to update PPWs.  These transactions can also be completed at the S1 level. Please work through your internal processes to assist Soldiers in submitting ARCs to the unit S1/HR Professional to update PPWs for Weapons Qualification, ACFT, and education (see para 5 below).

     g. “P” Status on the Soldier Talent Profile (STP). To provide clarity on the “(P)” Status in IPPS-A and what it means for each Soldier. For officers, the “(P)” next to the rank indicates officers are on an active roster and promotion select. For Semi-Centralized Promotions, the “(P)” next to rank indicates the SPC or SGT is on the Promotion Recommended Roster (PRR). As of 5 May 23, the (P) for SSG and above has been removed. Prior to 5 May, we were seeing the (P) status disappear based on bad logic. The fix that went in on 5 May updated the logic.

     h. MILPER 23-210 HQDA Centralized Promotions Board Guidance for Record Briefs during FY23 and IPPS-A Implementation. MILPER 23-210 was published to provide updated guidance on the Record Brief used during Centralized Promotion Boards. Boards will continue to use the legacy Record Brief with data fed from IPPS-A. The Soldier Talent Profile (STP) needs to be adjusted for board use, and that effort is ongoing.

     i. Upcoming Townhalls. 2. BASIC NEEDS ALLOWANCE (BNA) TRAINING. DCS, G-9 is conducting BNA training on 21 June 2023 from 0900-1030 EST on Microsoft Teams. Unit commanders, installation Human Resource Offices (HROs), and S1 personnel will learn about their roles and responsibilities in the BNA program to include screening, notifying, counseling, and certifying Soldiers for BNA. Commanders, division staff officers, and Financial Readiness Centers will ensure that personnel in positions to assist, process, or certify applications have completed initial BNA training.
