1. CLARIFYING GUIDANCE ON MATERNITY CONVALESCENT LEAVE FOLLOWING CHILDBIRTH AND MILITARY PARENTAL LEAVE, 2 JUN 23. From the Secretary of the Army:  The Army is committed to ensuring that birth parents have ample time to recover from giving birth and that birth and non-birth parents are able to care for their child or children. As such, maternity convalescent leave following childbirth and military parental leave are two separate non-chargeable periods of absence. DTM 23-001, Expansion of the Military Parental Leave Program, dated 4 Jan 23 and ALARACT 018-2023, Expansion of the Military Parental Leave Program (MPLP) Implementation Guidance, dated 6 Mar 23 do not change the intended purpose of maternity convalescent leave, which is limited to a birth parent after a qualifying birth event. Maternity convalescent leave is intended to provide the birth parent time for appropriate recovery from giving birth. Parental leave should not be considered by the medical provider when determining the appropriate time for recommending maternity convalescent leave for the birth parent. Six weeks remains the appropriate amount of time for recovery from childbirth. Additional maternity convalescent leave may be authorized when specifically recommended, in writing, by the medical provider to address a diagnosed medical condition and when approved by the commander. From the Army G-9: This is a reminder that, beginning on 7 June 2023, HQDA, DCS, G-9 will conduct BNA training on Teams. Unit commanders, installation Human Resource Offices (HROs), and S1 personnel will learn about their roles and responsibilities in the BNA program to include screening, notifying, counseling, and certifying Soldiers for BNA. Commanders, division staff officers, and Financial Readiness Centers will ensure that personnel in positions to assist, process, or certify applications have completed initial BNA training. From Army Soldier Records Branch: There is a known issue when conducting the final phase of the record's review in iPERMS.  S1s and HR representatives are reporting not being able to sign at the completion phase of the review. We are currently working to resolve the issue. Until further notice, to work around this issue, please try the following: Clear cache / change browsers; Delete cookies; Cancel the review, then reinitiate it. 5. (Please assist if you can.)      a. CREATION OF STANDARD EXCESS POSITIONS- IPPSA. Does anyone know how to create more standard excess positions in IPPS-A? Also, is there a POC for someone to remove PARs that my S1 team and I cannot "complete"? PAR shows and complete but we are unable to close out the PAR.      b. UNIT AWARD QUERY. I am trying to locate a query to identify SM that were in my unit during a period at which a Unit Award was approved. To then upload the query for Mass Upload through IPPS-A. Does anyone know of a already built query? The award was granted for a Period of service: 31 January 2020 to 30 January 2022. I am trying to capture all SM that reported to my respective UICs during that time, and their eMPLID. 8. BRANCH/COMMAND ITEMS.      a. AGCRA NEWSLETTER # 78. 9. HQDA is increasing the speed/timeliness and accuracy of the status of lost, stolen, or missing weapons and munitions by establishing a live feed dashboard to inform Army leaders.      b. To mitigate the impact on Soldiers’ going through a board, all board members in FY23 will receive the guidance indicated in this message. In all phases of this transition, Soldiers will see their Record Brief/Soldier Talent Profile, in their MyBoard File, as it will be displayed to the Board. MILPERs for all upcoming boards will discuss procedures for correcting inconsistencies with their records and how to update/correct their MyBoard File. Throughout all phases Soldiers are encouraged to update their files through IPPS-A and to submit a Letter to the Board President if there are major changes that are not properly reflected.
