1. ARMY DIRECTIVE 2023-09, ARMY COACHING PROGRAM, 2 JUN 23. This directive establishes the Army Coaching Program, a non-attributional, leader-focused, career-long program that emphasizes self-development, performance, and potential to cultivate war-winning talents in support of the Army mission. The Army Coaching Program provides a valuable coaching capability to support Soldiers and Civilians in identifying the foundation for a successful, long-term career. 2. ARMY DIRECTIVE 2023-10, ADMINISTRATIVE ROLES, RESPONSIBILITIES, AND PROCEDURES FOR PATIENT MOVEMENT, 2 JUN 23. This directive provides specific direction to ensure safe, efficient Aero evacuation (AE) movement, Mission Command (MC), Medical Management (M2), and administrative actions required for Soldiers who need medical care and treatment that is not available at their assigned duty location. It synchronizes with DHA policy, procedures as well as USTRANSCOM requirements. All Wounded, Ill, or Injured (WII) Soldiers will have an approved and funded travel order prior to leaving on a commercial or military AE flight. In general, the Soldier’s assigned unit is responsible for publishing the travel order and assumes MC and M2 from MTF providers once a Soldier is discharged or transferred to outpatient care. Exceptions are Soldiers OCONUS and assigns the Deployed Warrior Medical Management Center (DWMMC) roles and responsibilities. 3. PERSONNEL ACTION REQUEST (PAR) ROUTING: From the Functional Integration Support Division, HRC: Recently, User-Defined List (UDL) owners have received an influx of incorrect PARs submitted to the wrong UDLs creating longer than normal processing times. To assist HRC, and prevent delays, please submit all PAR requests to the correct UDL listed at the link below.  Link to the UDL/Workflow list on S1NET is HRC Master Workflow Template - User-Defined List as follows. 4. NEW ARMY CREDENTIALING ASSISTANCE (CA) PROGRAM VIRTUAL COUNSELING CELL! From Army Credentialing Assistance:  The CA virtual counseling cell is for: Soldiers who need counseling assistance for the use of Army CA funding can now request assistance from the Army CA Virtual Counseling cell! This cell is available to CONUS and OCONUS Soldiers and will assist Soldiers in their pursuit of Credentialing Assistance funding. Counseling sessions are available on Microsoft Teams. Also, Soldiers who are unsure of what to pursue, or what they may be eligible for can benefit from this counseling, and Soldiers needing assistance with submitting their CA Requests can also use this counseling. 5. IPPS-A ITEMS.      a. COMPANY COMMANDER BOARD APPEARANCE RECOMMENDATION HOW TO. Have Commanders identified Promotion Board attendees? Prior to the 10th of each month, Troop/Company/Battery Commanders must use the PCR (Promotion Consideration Report) to recommend Soldiers for "Withhold from Consideration" or "Recommend for Consideration" and save the recommendation. The recommended Soldiers will appear before the Promotion Board between the 10th and 26th of the month. (Commanders are unable to make recommendations after the 10th of every month.) By unit commanders completing this task on time, it allows the HR Professional to create the Board MOI. (See how-to instructions provided at following link.)      b. This message announces Army policy and provides implementation guidance for payment of BNA. BNA is an allowance for Soldiers with at least one dependent whose income falls below federal poverty guidelines. Effective immediately, Soldiers will be screened for BNA eligibility, and applications for BNA will be processed through the soldier’s chain-of-command. ALARACT 040/2023, ARMY OPERATIONS SECURITY 2022 AWARD WINNERS (CUI), DTG: R 061500Z JUN 23. This ALARACT announces the OPSEC award winners for calendar year 2022. Army OPSEC achievement awards recognize significant OPSEC accomplishments of Army personnel and organizations for their creative and innovative application of techniques or methods to solve problems related to OPSEC. 8. This message provides application guidelines and requirements for appointment as a 270A. The WOSB for 270A convenes annually between October and November.      f. MILPER MESSAGE 23-217, TEMPORARY CHANGE TO TIMELINE FOR REQUESTING VOLUNTARY RETIREMENT FROM ACTIVE FEDERAL SERVICE, ISSUED: [6/7/2023 12:34:19 PM]. This message applies to all Regular Army (RA), the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS) and United States Army Reserve (USAR) serving on Active Guard Reserve (AGR) tours, or on active service orders. To improve Soldier management and optimize retirement planning, the DCS, G1 approved an exception to policy (ETP) that addresses when Soldier may submit requests for voluntary retirement. Effective 01 April 2023, RA, ARNG/ARNGUS, and USAR Soldiers serving on AGR tours, or on active service orders may submit voluntary retirement requests at least 9 months, but no more than 24 months, before their requested retirement date. Soldiers requesting voluntary retirement must have 18 or more years of active federal service (AFS) at the time the request is submitted and meet all other retirement eligibility requirements or have an approved waiver prior to the requested retirement date.
