S1NET Message Summary - 22 Jun 23

1. IPPS-A UPDATE, 21 JUNE 23: PCS UPDATES, ASSIGNMENT ERRORS AND SOLUTIONS, HR PRO LITE, HELP DESK AND RESOURCES. From COL Rebecca Eggers, IPPS-A FMD: “With PCS season upon us, this week’s note is focused on assignment related issues, arrivals/departures and PCS orders. I also want to make you aware of some key enhancements that have recently been released.”  Some key points from the update follow.  See the entire update at the following link on S1NET      a. First and foremost — assignment types matter! If you are having trouble arriving/departing personnel, you should first check to see what type of assignment was approved in IPPS-A. Soldiers moving on legacy orders will have a Permanent Change of Assignment/Reassignment (PCA/RAS) assignment. Others will have some variation of PCS — Operational (OPN), Rotational (ROT), Training (TNG), etc. Some arrival and departure scenarios are provided at the above link.      b. Assignment Errors and Solutions for the following scenarios:  Early Reporting, “Training Status Blank”, “Military Comp Category Mapping Validation failed”, Soldiers on Inactive UICs, Assignments Stuck in “Waivered/Pending” Status, and Assignments from Interface Partners (MOBCOP, AORS, RLAS, etc.).      c. Processing Orders in IPPS-A. “I’d like to share some of the changes we have captured for orders and provide an update on where we stand with making those changes (at the above link). The Army’s goal is to move away from the need to produce memos/addendums in order to support Soldiers’ moves.”      d. Absence Analytics: You may have noticed a new tile on your HR Pro homepage. We recently released the Absence Analytics report that will list the number of absences by type for your organization. You can drill down by UIC or Distribution Management Level/Sub-Level (DML/DMSL) and, with other Business Intelligence (BI) reports, when clicking on the number, you will be given the list of Soldiers.      e. Workflow Template and UDL Changes: Changes to Workflow templates and User-Defined Lists (UDLs) can now be made even if the originator of the template or UDL has departed. We hope this change will assist as many folks begin to transition for the summer.      f. HR Pro Lite: As of 9 June, the HR Professional Lite (HR Pro Lite) subcategory is available. The HR Pro Lite subcategory was created specifically for our AIT Adjutant General (AG) Soldiers. Note, HR Pro Lite is not a substitute for the HR Professional subcategory. Field users should NOT be using this subcategory without further guidance.      g. Help Desk Hours Update. HRC is changing the Help Desk to right size service and reduce the use of Government Civilians during off-hours. On Friday, 30 June 2023, the IPPS-A Help Desk hours will change to:  Monday through Friday: 0700–0000 (midnight) ET; Saturday and Sunday: 0700–1900 ET. 2. U.S. ARMY ADJUTANT GENERAL’S CORPS ANNOUNCES “OF THE YEAR” WINNERS. The winners were announced during the National Ball. CPT Samantha Buffy, U.S. Army Forces Command, received the Lieutenant General Timothy J. Maude medal as Officer of the Year. CW3 Matar Amit, U.S. Army Reserve Command, received the Chief Warrant Officer Five Daniel J. Logan, Jr. medal as Warrant Officer of the Year. SFC Dacquarius Payne, U.S. Army Training and Doctrine Command, was recognized as Non-Commissioned Officer of the Year, and SPC Trinity Barnes, U.S. Army Special Operations Command, was recognized as the Soldier of Year.  Both SFC Payne and SPC Barnes received the Sergeant Major Larry L. Strickland medal. In addition to these competitors, additional awards were made to Mrs. Erika Barnes, National Training Center and Mr. Don Bohn, Readiness Division Human Resources Command, as Civilian and Senior Civilian of the Year. Mrs. Kinwana McGrigg was recognized as Spouse of the Year. The Civilians of the Year received the John J. Dinnien medal while Mrs. McGrigg received the Esther De Berdt Reed medal. 3. ENLISTED PROMOTION ITEMS.      a. RESIDENT MILITARY TRAINING PROMOTION POINT YES STATUS, UPDATED 14 JUNE 2023. HRC Enlisted Promotions has provided an updated course list and information to inform Soldiers of those courses which are valid for promotion points at 4 points per week (40 hours).      b. CHANGE TO RESIDENT MIL ED YES-NO LIST - CODE UGO - EOL COURSE. This post provides guidance to Soldiers and HR Professionals as to why there was a change to Resident Military Education Yes-No List as it relates to Military Education Course Code (MCRDCC) - UGO - Title: Equal Opportunity Leader Course. On 04 May 2023, the course was changed from a “YES” to receiving promotion points to a “NO” not authorized promotion points.  This change will result in a reduction of promotion points on Soldiers whom have this MCRDCC – UGO on their Soldier Talent Profile (STP) record. This post provides guidance to Soldiers and HR Professionals as to why there was a change to Resident Military Education Yes-No List as it relates to Military Education Course Code (MCRDCC) CBH – Intelligence Analyst Course. On 14 June 2023, the course was changed from a “YES” to receiving promotion points to a “NO” not authorized promotion points.  This change will result in a reduction of promotion points on Soldiers who have this MCRDCC – CBH on their record. AGR (USAR) SGT/SSG PROMOTION CUTOFF SCORES AND BY-NAME PROMOTION LISTS, JULY 2023. 4. USARC G-1 SHAREPOINT SITE. The USAR G-1's SharePoint Site, which provides access to the Personnel Actions Guide (PAG), is CAC-enabled and ARNET is no longer required to access. 5. IPPS-A ITEMS.      a. IPPS-A R3 ROLES AND PERMISSIONS TRAINING SERIES: PART III – 27 JUNE 2023 (ROLES & PERMISSIONS INTERNAL CONTROLS). Attached is the CONOP for the IPPS-A R3 Roles and Permissions Training Series Part III – Roles and Permissions Internal Controls. During Part III of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with IPPS-A training and Segregation of Duties (SODs) requirements, various reports and tools for Validators, access re-certification process, and application security sustainment.      b. IPPS-A AUDIT AND INTERNAL CONTROLS SERIES: PART I – 26 JUNE 2023 (REPORT REVIEW). Attached is the CONOP for the IPPS-A R3 Audit and Internal Controls live training Part I – Report Review. During Part I of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with a deep dive of Army’s Financial Statement Audit. It includes topics about how the Army benefits from the Audit, the different Audit Opinions, and characteristics of a successful Audit. Additionally, there is a review of the Submitted TINs/FIDs and Pay Pers Mismatch reports. Part I is geared towards Compliance Monitors, HR Professionals, and Validators at all levels in the Army to provide knowledge in understanding Internal Control requirements. 6. IPPS-A QUESTIONS. (Please assist if you can.)      a. PERSONNEL ACTIONS TRACKING. Is there a better way to track the status of personnel actions other than by going to monitor approvals or to the individual Soldier record?  From what I can tell you can't do custom reports for it through the BI piece.  Looking for something similar to the old ePAT command report that would give you the unit it’s from, level it's at, and how long it's been there (and easily exportable, which monitor approvals is not). 7. BRANCH/COMMAND ITEMS.      a. FY23 LTG ELLIS D. PARKER AWARD. The United States Army Aviation Center of Excellence (USAACE) is soliciting nominations for the FY23 LTG Ellis D. Parker Award. The LTG Ellis D. Parker Award, a Department of the Army level award, recognizes excellence at the battalion level. The Parker Award is divided into four categories based on unit mission: Combat (C), Combat Support (CS), Combat Service Support (CSS), and Table of Distribution and Allowances (TDA). One winner will be selected as the “Top Aviation Battalion” in each category. The winners of each category will compete for the title of “LTG Ellis D. Parker Top Aviation Battalion of the Year”.      b. AGCRA NEWSLETTER # 82. 8. Recently published All Army Activity (ALARACT) messages. MILPER MESSAGE 23-234, OFFICIAL RELEASE OF THE SERGEANT MAJOR (SGM) ORDER OF MERIT LIST (OML) FOR GRADUATES OF THE UNITED STATES ARMY SERGEANTS MAJOR COURSE, ISSUED: [6/21/2023 3:57:31 PM]. The alphabetical roster of Soldiers eligible for promotion to Sergeant Major (SGM) based on the Order of Merit List (OML) created is currently (as of 22 Jun 23) posted to the HRC website for commanders, Soldiers and human resource users to download. Listed NCOs were previously graduates of Class 72 or Class 73 (or currently enrolled in an alternative training course) who have not yet (as of the date of this message) been promoted to SGM.  NCOs on this list who fail to graduate training will be officially removed from the OML for failing to meet the training requirements.      b.
