EVALUATION REPORTING SYSTEM. A new feature is coming soon to ERS: a lookup function by Board ID will soon be available to view—by UIC, DML, or DMSL.  When MILPER messages are published, EES will receive a push of candidate names for the AC and Reserve AGR boards. This will help HR Professionals and Leaders identify who is eligible for a closeout evaluation prior to an evaluation and promotion board. See the ERS How-to Guide (attached at above link) for additional information to learn how to pull reports.      b. EVALUATION CHURNING. Requesting help from all of you to eliminate evaluation churning.  As part of an HRC review of “churning,” defined as rendering multiple short reports during a rating period to increase a profile count and manipulate Senior Rater and Rater Profiles, we developed a query to identify suspected churned evaluations. We are still reviewing churning and are working on a process to identify and return evaluations flagged for churning.      c. ACFT ENTRY ON EVALUATIONS. The number one cause for evaluations getting returned is due to ACFT errors.  As of 1 April 2023, all components now complete the ACFT entry uniformly.  MILPER Message 22-333 is still in effect and will be until September of this year when it expires, and a new message will be published.      d. SOLDIER TALENT PROFILE DURING EVALUATION AND PROMOTION BOARDS. The Soldier Talent Profile (STP) in its current form contains information that policy and regulation prevent from being shown during evaluations and promotion boards. MILPER Message 23-210 was published to provide updated guidance to the field for Records Briefs used during Centralized Promotion Boards.       e. BAH/COLA/OHA WAIVERS. Since March 2023, HRC has received over 450 BAH waiver requests.  These requests usually come at a time of high stress for Soldiers as they transition from one assignment to another.  We recognize the importance of processing requests as quickly as possible, and the team has worked diligently to reduce average processing time down to fewer than 30 days.  Soldiers can help reduce processing time by ensuring they submit a complete and correct packet, as this is the largest reason for a delay in processing the request.  A checklist for packets is attached to help facilitate complete packets. 2.
