1. REGULAR ARMY NONCOMMISSIONED OFFICER SLC-MLC SCHEDULING (OML DATA) - AUGUST 2023. To provide transparency and manage expectations, Military Schools Branch releases monthly statistics of Soldiers scheduled for SLC/MLC by MOS and OML number. These numbers reflect the last OML number that has been used to schedule a Soldier in August 2023 by MOS. In those instances where no training seats are available, the number shown is zero. 2. DA SECRETARIAT/PROMOTIONS BRANCH TOWNHALL, OFFICER AND NCO SELECTION BOARD PROCESS FOR AC AND RC LEADER PROFESSIONAL DEVELOPMENT (SLIDES AND VIDEO), 8 SEP 23. Please see the slides and video (at following link) from the 8 September combined Townhall/LPD for both Officer and Enlisted Promotions! 3. UPDATES TO THE ARMY CREDENTIALING ASSISTANCE (CA) POLICY. The Army CA Program Policy has been updated to reflect updated processes and new functionality available in the ArmyIgnitED system. Custom quotes will no longer be uploaded into the CA Goal, but instead will be uploaded into the CA request.  Exams, books, and materials cannot be split payments. 4. FY24 81ST RD USAR TPU/IRR SFC NCO EVALUATION BOARD ELIGIBILITY REPORT. The 6-week eligibility report has been added to this post.  It lists Soldiers scheduled to be considered by the board, those removed from the eligibility report, and those that have been added since the initial eligibility report. 5. HRC ARMY SERVICE CENTER POLL. iPERMS exists under the Human Resources Command (HRC), Adjutant General Directorate (TAGD), Army Service Center (ASC), Army Soldier Records Branch. The Army Service Center has a Facebook (FB) page.  We are seeking feedback from the field on awareness of this Facebook page and its usefulness to the field. IPPS-A ITEMS.      a. IPPS-A USER MANUAL v8. Version 8 of the IPPS-A User Manual is now available for review and feedback.      b. IPPS-A JOB AID: JOB DATA INFORMATION. This job aid assists HR Professionals with HR System Admin Subcategory (SUBCAT) in several aspects of viewing and modifying a Member’s Job Data record. 8. ALARACT 077/2023, HARDSHIP DUTY PAY–TEMPO (HDP–T), DTG: R 071745Z SEP 23. HDP–T is used to compensate Soldiers, both active component and reserve component, for being involuntarily extended beyond their normal tour while assigned to an operational deployment listed in the Global Force Management (GFM) Allocation Plan. Only Soldiers who are involuntarily extended for at least 30 days, by the Secretary of Defense (SECDEF) or the Secretary of the Army, beyond their normal tour of at least 270 days while assigned to an operational deployment listed in the GFM allocation plan, may qualify for HDP–T.      b. ALARACT 078/2023, FY23 U.S. ARMY CONVENTIONAL FORCE AVIATION BONUS (AVB) PROGRAM TO SUPPORT CRITICAL SKILLS RETENTION (CSR), DTG: R 081150Z SEP 23. This ALARACT replaces ALARACT 032/2023, which is now inactive. This message announces personnel eligibility requirements for the FY23 AVB program. This program is essential to retain rated aviators critical to the success of the Army's mission. The rated aviator inventory will be reviewed each quarter and the AVB program will be adjusted to meet the needs of the Army.      c. This message announces pending changes to Military Equal Opportunity (MEO) policy and procedures regarding the timeframe and process for command climate assessments (CCA), to include responsibilities for commanders, commanding officers, officers-in-charge, and civilian equivalents (subsequently referred to as commanders). 10. MILPER MESSAGE 23-367, HQDA CENTRALIZED PROMOTIONS BOARD GUIDANCE REGARDING RECORD BRIEFS, ISSUED: [9/8/2023 2:45:32 PM]. This message will expire no later than (NLT) 22 May 2024 and supersedes all previous MILPERs pertaining to the subject to include 23-210 and 23-055. Updating the Soldier Record Brief (SRB) is no longer available through historical means. Though quickly improving, data on the Record Brief seen on boards may not accurately reflect the information in a Soldiers’ Army Military Human Resource Record (AMHRR) or IPPS-A. To mitigate the impact on Soldiers considered at boards, all Board members in FY23 through FY24 will receive the following verbal and written guidance: "Any inconsistencies, errors, or blank data noted on the Record Brief should not be viewed as a failure on the Soldiers’ part to update the promotion file and should not reflect negatively on the individual."
