1. REINFORCEMENT OF SELECT, TRAIN, EDUCATE, PROMOTE (STEP) POLICY FOR NONCOMMISSIONED OFFICER (NCO) PROMOTIONS AND LIMITED APPLICATION OF TEMPORARY PROMOTIONS, 12 SEP 23. The purpose of this memo from the Army G-1 is to reinforce existing Army policy concerning the selection, training, education, and promotion (STEP) of our enlisted force and to limit application of the temporary promotion policy. For RA and USAR Active Guard Reserve (AGR), the reinforcement of STEP and limited application of temporary promotions is effective with the 1 January 2024 promotion month and references 1 c and 1 d, this memo, are no longer applicable for this population. For USAR (other than AGR) and ARNG, the reinforcement of STEP and limited application of temporary promotions is effective with the 1 October 2024 (FY25) promotion month and the provisions set forth in references 1 c and 1 d, this memo, are extended through FY24. This memo also provides the following guidance: Across all Army components, effective with the January 2024 promotion month, all previous suspensions to meet expiration dates for award of promotion points for weapons qualifications, civilian certifications and/or re- certifications, and the Defense Language Aptitude Test are rescinded. To qualify for promotion points, Soldiers must meet regulatory timeframe requirements. A MILPER Message will be published in a few weeks with additional instructions for implementation. 2. EDIT CAPABILITY FOR MILITARY TRAINING COURSES IN IPPS-A. From HRC Military Schools Branch:      a. REINSTATE EDIT CAPABILITY FOR RESIDENT AND CORRESPONDENCE COURSES IN IPPS-A, 29 AUG 23.  This memo from TAG clarifies the edit capability within the IPPS-A profile management. HRC will maintain the responsibility to update, as needed, the Military Education Level (MEL) and the Military Education Status (MES). Resident and Distance Learning (DL) courses will continue to be updated, as needed, by HR Professionals at S1s/G1s/J1s/MPDs level.      b. TRAINING UPDATE OF SOLDIER STP. This slide show (attached at the following link) includes a Step by Step process on updating a Soldiers military training on their STP. 3. AIM 2 TALENT MARKETPLACE TRAINING FOR 24-02 DISTRIBUTION CYCLE. Officer Personnel Management Directorate, US Army Human Resources Command, will conduct training for Active Component (AC) Units/Officers on operating in the 24-02 AIM2 Talent Marketplace using Microsoft Teams on 26 and 27 Sep 23.
