In the event that a Congressional agreement on a Budget or Continuing Resolution is not reached, (a lapse in appropriations), Soldiers on an Active Duty for Operational Support-Reserve Component (ADOS-RC) order will adhere to the following:      - ADOS-RC Soldiers who will perform the same duty/job with renewed/continuing orders from Fiscal Year (FY) 2023 into FY 2024 will continue to report for duty. ADOS-RC Soldiers who would be performing a new duty/job starting in FY 2024 will NOT report until otherwise ordered.      - ADOS Soldiers on new mission orders if that mission is in support of an excepted activity; pending chain of command notification. 3. USAR E5-IN-5 CHALLENGE. With the release of the USARC CG's 3-year letter last month, the E5-in-5 Challenge was introduced to the field. “The Army Reserve is behind the rest of the Army in promoting our Soldiers to SGT. Leaders - I challenge you to get after this through timely enrolling and managing Soldiers to complete DLC, flexible promotion boards, and temporary promotions for pin-on-eligible Soldiers. Schedule BLC rapidly for Soldiers recommended for promotion. Soldiers - Verify your Promotion Points Worksheet in IPPS-A, and then get with your unit HR team to update. The HSM has been approved by the award authority for U.S. Servicemembers and Reserve Components (to include the National Guard), who were physically present and provided direct humanitarian assistance to the humanitarian relief efforts during the flooding in Pakistan. The area of eligibility for this award is the country of Pakistan and extending 12 nautical miles to sea per the international maritime sea boundary.
