S1NET Message Summary - 10 Oct 23

1. REGULAR ARMY NONCOMMISSIONED OFFICER SLC/MLC SCHEDULING AS OF SEPTEMBER 2023. To provide transparency and manage expectations, Military Schools Branch releases monthly statistics of Soldiers scheduled for SLC/MLC by Military Occupational Specialty (MOS) and the Evaluation Board Order of Merit List (OML). These numbers (at the following link) reflect the last OML number that has been used to schedule a Soldier in September 2023 by MOS. 2. 2024 U.S. ARMY RETIREMENT PLANNING GUIDE. The 2024 U.S. Army Retirement Planning Guide, posted at the following link, provides a retirement planning timeline, as well as information regarding retired pay and benefits, medical care after retirement, VA benefits, the Survivor Benefit Pan (SBP), the Uniformed Services Former Spouses' Protection Act (USFSPA), and the reserve component retirement system, etc. In addition to the Retirement Planning Guide, retiring Soldiers are encouraged to utilize the Retirement Planning Toolkit, which includes checklists for each phase of the retirement planning process beginning 36 months prior to retirement, all the way through to post retirement. 3. FY24 81ST RD USAR TPU/IRR SFC NCO EVALUATION BOARD FINAL ELIGIBILITY REPORT. From the USARC G-1:  Please review the final eligibility report attached at the following link. Review for the Soldiers within your command and disseminate to the lowest level. 4. IPPS-A ITEMS.      a. IPPS-A UPDATING RECORDS FOR BOARDS. Make sure to review the Updating Records for Boards resource for guidance on: Admin Record Corrections, TAM Soldier Workcenter, Updating Duty Tile, Updating ATRRS Courses, and more!      b. IPPS-A JOB AID: MASS ABSENCE UPDATE. Mass Absence Update is used to generate mass transactions for absence scenarios, such as absence block, Initial Entry Training Permanent Change of Station (IET PCS), etc. HR Professionals can submit the update for one unit identification code (UIC), UIC and Hierarchy, or for a Set of UICs.      c. IPPS-A JOB AID: MILITARY COMPONENT CATEGORY. This Job Aid assists in updating a Military Component Category (MILCOMCAT or MCC) on behalf of a Member. In IPPS-A, MILCOMCAT designation allows Soldiers to change between Current Organizations (CURORGs) (i.e., Army Reserve to Active Duty, Trainee Transient Holding Student (TTHS) to Avail, etc.) without separating a Soldier from one component to another. 5. BRANCH/COMMAND ITEMS.      a. THE CENTER FOR ARMY LEADERSHIP (CAL), FLKS, 24-02 MOVEMENT CYCLE. CAL is looking for CPT’s, MAJ’s, and LTC’s to drive change by conducting studies, developing products, and providing services to strengthen the Army Profession, improve leadership, and support leader development and selection in support of thriving command climates and mission ready units. All this from Fort Leavenworth, KS, the Intellectual Center of the Army.      b. 63D READINESS DIVISION'S RETIREMENT PLANNING SEMINAR FY24 SCHEDULE. 6. Selection boards will convene 3-9 Nov 23 to consider eligible Active Component Lieutenant Colonels (LTC) and promotable Majors (MAJ) for assignment to Centralized Selection List (CSL) designated positions for Fiscal Year 2025 (FY 25) (1 October 2024 – 30 September 25).      b. MILPER MESSAGE 23-417, FISCAL YEAR 2025 (FY25) COLONEL (COL) ARMY COMPETITIVE CATEGORY (ACC) CENTRALIZED SELECTION LIST (CSL) JOB PERFORMANCE PANEL (JPP) ANNOUNCEMENT, ISSUED: [10/6/2023 11:12:54 AM]. Selection boards will convene on 28-22 Nov 23 to consider eligible Active Component Colonels (COL) and promotable Lieutenant Colonels (LTC) for assignment to Centralized Selection List (CSL) designated positions for Fiscal Year 2025 (FY 25) (1 October 2024 – 30 September 25).      c. MILPER MESSAGE 23-418, REINFORCEMENT OF SELECT, TRAIN, EDUCATE, PROMOTE (STEP) POLICY FOR NONCOMMISSIONED OFFICER (NCO) PROMOTIONS AND LIMITED APPLICATION OF TEMPORARY PROMOTIONS, ISSUED: [10/6/2023 12:36:33 PM]. This message provides processes in support of HQDA, DAPE-ZA memorandum (Reinforcement of Select, Train, Educate, Promote (STEP) Policy for Noncommissioned Officer (NCO) Promotions and Limited Application of Temporary Promotions) 12 September 2023. This memo reinforces Army policy requiring Soldier be graduates of a requisite professional military course of instruction to qualify for promotion. It also establishes select groups of Soldiers who remain eligible for a temporary promotion without first having completed PME.      d. MILPER MESSAGE 23-419, AUGUST 2023 HQDA U.S. ARMY RESERVE TROOP PROGRAM UNIT (USAR TPU) OFFICER CANDIDATE SCHOOL (OCS) SELECTION PANEL RESULTS, ISSUED: [10/10/2023 10:45:22 AM]. This message applies to all USAR TPU Soldiers selected for OCS by the HQDA OCS Selection Panel held at the U.S. Army Human Resources Command (HRC). 8. S1NET MEMBER/UNIT CONTRIBUTIONS. The following unit/individually developed products or information have been contributed to S1NET for the use and benefit of all members/units. These products have not been reviewed nor sanctioned by TRADOC or the AG School, and may be specific to the unit/component/location.      a. ARNG SERVICE AWARD CALCULATOR (V5 UPDATE). “Apologies for the late update, but the v5 now uses a DPRO report to substitute for the handful of data elements coming from the Unit PQR that went away with RCAS(UPS).  There is an updated signed and unsigned version depending on your local security settings.  We are using a DPRO report because the name format matches that for the NGB 23, which allows for that data to pull in correctly.” Contributed by LTC Sonny Louie.      b. The Memo Builder website was developed by the US Army Intelligence Center of Excellence and, based on a recommendation from an S1NET Member, we asked the USAICoE if they would mind sharing.  They agreed to do so. ADDRESS CHANGE ON MOB ORDERS. Need guidance for two soldiers who are currently on their MOB orders and receiving BAH for an address on their orders that is not their primary address. One is a homeowner, the other is not and lives with parents. 10.
