S1NET Message Summary - 13 Oct 23

S1NET Members:  We just realized that, in Aug 23, S1NET reached its 20th birthday. Starting with a membership of 345 deployed S1’s in 2003, S1NET has matured over the years to a community of practice which serves over 108,000 active members in all branches, all ranks, and all components. Thanks to all of you as you supported each other over the years and made this community a success. A brief history of S1NET is posted at the following link for those who are interested. 1. SENIORITY DATE (SERVICE DATES) BUSINESS PROCESS. In accordance with AR 637-1 (Army Compensation and Entitlements Policy), Career Counselors and HRC analysts' have the responsibility for validating Officers, Warrant Officers, and Enlisted period of services for all Soldiers. Regular Army Career Counselors are solely responsible for active component Soldiers. In the legacy, the system was unable to update seniority dates directly in the Soldier’s record without top-of-the-system transactions. With the implementation of IPPS-A, adjustment to seniority dates is able to be completed by the appropriate authorities once all requirements are completed. The attached (at following link) business process provides the foundation and current policy for how DA Form 1506s will be completed for regular Army Soldiers. USAR Soldiers will continue to rely on PAB, HRC (HRC Analysts) to process seniority date actions for Soldiers. ARNG Soldiers will continue to have their dates processed by the Soldier’s state RPAM manager. HQDA, DMPM, Army Retention Operations is the lead for the PEBD/BASD business process. 2. HR MANAGEMENT QUALIFICATION COURSE (HRMQC) FY24 CLASS DATES. From the AG School: The HRMQC is an Adjutant General Corps (AGC) Branch qualification course IAW DA Pam 600-3, para 28. The course prepares Army National Guard (ARNG) and United States Army Reserve (USAR) commissioned officers to develop, interpret, plan, integrate, coordinate, and implement the Army's HR programs and policies at Brigade and higher levels. The course was created for Reserve Component (RC) personnel, focusing on RC policies and procedures, instructed and directed by RC officers. COMBAT ZONE TAX RELIEF FOR MEMBERS OF THE ARMED FORCES IN DIRECT SUPPORT OF THE ARABIAN PENINSULA COMBAT ZONE ESTABLISHED BY EXECUTIVE ORDER 12744 - LAND AND AREA AND ADJACENT LITTORAL WATERS OF THE COOPERATIVE SECURITY LOCATION IN MANDA BAY, KENYA. The Under Secretary of Defense for P&R has certified that unless otherwise specified, all military personnel serving on the land area or adjacent littoral waters of Cooperative Security Location (CSL) in Manda Bay, Kenya and who are eligible to receive imminent danger pay or hostile fire pay, are eligible for all combat zone related tax benefits due to their service in direct support of military operations in the Arabian Peninsula Combat Zone, specifically, the Gulf of Aden, as designated by Executive Order 12744, effective 26 Sep 23. 4. E-8 / MSG PROMOTION ASSIGNMENT MATCHING (PAM) - OCTOBER 2023 - DOR 01 DECEMBER 2023. 5. ARMY RESERVE PAY MESSAGE 23-15, SPECIAL DUTY ASSIGNMENT PAY (SDAP) MANUAL PAYMENT GUIDANCE (UPDATED). The purpose of this message is to provide guidance on SDAP payments that cannot be processed in RLAS. 6. IPPS-A QUESTIONS. (Please assist if you can.)      a. ISSUE WITH ADHOC REPORTING AND ASSIGNMENT DASHBOARD. I have built an Analysis report to give me a list of all Soldiers assigned to JBER UICs who have a PCS assignment in draft status, plus all pertinent information my office and the unit command teams/S1s need. However, when validating this report against a pull from the Assignments Dashboard, I am finding a few Soldiers here and there that have a draft assignment that are consistently not making it onto the report built by the Adhoc system. Has anyone else run into this issue?      b. NEW 2LTS IN IPPS-A/USAR (CAN BE PAID) BUT NOT IN DEERS. I have two 2LTs commissioned in the last year. They are both full members of my unit, appear in all Army systems, and were paid for their last BA. However, they reported similar stories of rejection at local RAPIDS sites in their attempts to get CAC cards. Evidently, they both appear in the "separated personnel" category, with dates that appear to be close to their commissioning dates. Can anyone provide insight how someone would be a fully-joined USAR member but not in DEERS so I can pass it along to my admin staff? 7. BRANCH/COMMAND ITEMS.      a. SPECIAL OPERATIONS COMMAND - KOREA (SOCKOR)- ATAP 24-02 MULTIPLE VACANCIES FOR OFFICERS AND WARRANT OFFICER. LOCATED AT CAMP HUMPHREYS, SOUTH KOREA. The purpose of this message is to remind Soldiers and commanders about the COVID special leave accrual (SLA) protected leave expiration. Soldiers were authorized to accumulate leave in excess of 60 days through 30 September 2023; however, this was extended to 30 September 2024. Soldiers that have SLA protected leave as a result of performing active service must use that leave before it expires on 30 September 2024. Soldiers must be proactive and plan their leave accordingly to ensure they do not lose the SLA protected leave.      d.
