1. SENIORITY DATE (SERVICE DATES) BUSINESS PROCESS. In accordance with AR 637-1 (Army Compensation and Entitlements Policy), Career Counselors and HRC analysts' have the responsibility for validating Officers, Warrant Officers, and Enlisted period of services for all Soldiers. Regular Army Career Counselors are solely responsible for active component Soldiers. In the legacy, the system was unable to update seniority dates directly in the Soldier’s record without top-of-the-system transactions. With the implementation of IPPS-A, adjustment to seniority dates is able to be completed by the appropriate authorities once all requirements are completed. The attached (at following link) business process provides the foundation and current policy for how DA Form 1506s will be completed for regular Army Soldiers. USAR Soldiers will continue to rely on PAB, HRC (HRC Analysts) to process seniority date actions for Soldiers. ARNG Soldiers will continue to have their dates processed by the Soldier’s state RPAM manager. 2. HR MANAGEMENT QUALIFICATION COURSE (HRMQC) FY24 CLASS DATES. From the AG School: The HRMQC is an Adjutant General Corps (AGC) Branch qualification course IAW DA Pam 600-3, para 28.      a. ISSUE WITH ADHOC REPORTING AND ASSIGNMENT DASHBOARD. I have built an Analysis report to give me a list of all Soldiers assigned to JBER UICs who have a PCS assignment in draft status, plus all pertinent information my office and the unit command teams/S1s need. However, when validating this report against a pull from the Assignments Dashboard, I am finding a few Soldiers here and there that have a draft assignment that are consistently not making it onto the report built by the Adhoc system.      b. NEW 2LTS IN IPPS-A/USAR (CAN BE PAID) BUT NOT IN DEERS. I have two 2LTs commissioned in the last year. They are both full members of my unit, appear in all Army systems, and were paid for their last BA. However, they reported similar stories of rejection at local RAPIDS sites in their attempts to get CAC cards. Evidently, they both appear in the "separated personnel" category, with dates that appear to be close to their commissioning dates.
