1. ARMY CAREER SKILLS PROGRAM LAUNCHES NEW WEBSITE. From IMCOM ACES: HQs Installation Management Command, Army Career Skills Program launched a new and enhanced Career Skills Program website with a complete cuide to the Army Career Skills Program.  The website has program information tailored to Installation & Unit Commanders, Soldiers, and Industry Partner and also includes participation & program eligibility requirements, approved Career Skills Program and locations, details on application processes and required documentation.  It also contains a listing of Frequently Asked Questions.  Visit the following link for more information. 2. FY23 TPU/IRR CSM/SGM EVALUATION BOARD RESULTS. Attached at the following link are the results of subject Evaluation Board that convened 1 August 2023. Soldiers identified on the results have been found Fully Qualified (FQ). Those that were found Most Qualified (MQ) will have "MQ" identified next to their CPMOS. 3. UNITED STATES ARMY RESERVE (USAR) FISCAL YEAR 2024 (FY24) BROADENING OPPORTUNITY PROGRAM (BOP). Application submission deadline is no later than 31 December 2023. 4. IPPS-A ITEMS.      a. HOT!!! ELEVATED USER RECERTIFICATION REVIEW. IPPS-A instructors will review the IPPS-A Elevated User Recertification tasks within the IPPS-A Go Live Cutover Support Team- 1 (CONUS) IPPS-A Go Live Ops Center Cutover Support on 17, 18 and 19 Oct 2023- at 0900, 1500 and 1900 EDT.      b. IPPS-A AUDIT AND INTERNAL CONTROLS SERIES: PART II – 23 OCTOBER 2023 (REPORT REVIEW). Attached is the CONOP for the IPPS-A R3 Audit and Internal Controls live training Part II – Report Review. During Part II of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with a deep dive of Internal controls. It includes defining Internal Controls, criteria for Internal Controls, and examples of key Internal Controls. Additionally, there is a review of the Internal Controls, World Access Monitoring, Segregation of Duties, and Monitor Approvals reports.      c. IPPS-A R3 ROLES AND PERMISSIONS TRAINING SERIES: PART I – 24 OCTOBER 2023 (ACCESS REQUEST OVERVIEW). Attached is the CONOP for the IPPS-A R3 Roles and Permissions Training Series Part I – Access Request Overview. During Part I of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with IPPS-A roles and permissions, access to IPPS-A, navigation through IPPS-A, access request submissions from self-service, and access request submissions on-behalf of another user. Part I is geared towards improving the knowledge base of users to facilitate the access request process.      d. IPPS-A KNOWN ISSUES, 11 OCTOBER 2023. 5. MILPER MESSAGE 23-434, ELIGIBILITY CRITERIA FOR OFFICERS REQUESTING EARLY CONSIDERATION (OPT-IN) BY THE FISCAL YEAR 2024 (FY24) MAJ ACC PSB, ISSUED: [10/17/2023 2:00:24 PM]. This represents a change to recent practice. Officers with date of rank earlier than the Primary Zone will be managed in two different ways. Officers 1 year junior to the In Zone (Below Zone (BZ)) will be considered for promotion to Major by default and do not need to take action (opt-in) to be considered. They do not have the ability to opt out of consideration. Officers 2 years junior to the In Zone (Early Consideration Zone (EC)) who wish to be considered must opt-in.  If they do not opt-in, the board will not consider them. Officers may make their request from 16 October 2023 through 15 November 2023.      b. MILPER MESSAGE 23-435, ELIGIBILITY CRITERIA FOR OFFICERS REQUESTING TO DEFER PROMOTION CONSIDERATION (OPT OUT) FROM THE FY24 MAJ ACC PSB, ISSUED: [10/17/2023 2:21:20 PM]. This message describes the specific eligibility criteria to allow officers to request to defer promotion consideration (Opt Out) for the FY24 Army Competitive Category (ACC) Major (MAJ) Promotion Selection Board (PSB). This only applies to officers in the In Zone of consideration. MILPER Message 19-312 also describes the administrative requirements and effects of this action. The due date for requests is 15 November 2023.      c. MILPER MESSAGE 23-436, SOLDIER REFERRAL PROGRAM BY-NAME LIST FOR EARLY PROMOTION ADVANCEMENT AND THE AWARD OF THE ARMY RECRUITING RIBBON FOR OCTOBER 2023, ISSUED: [10/18/2023 7:31:13 AM]. This message is to announce the Soldier Referral Program By-Name List for Early Promotion Advancement and the awarding of the Army Recruiting Ribbon for October 2023.      d. MILPER MESSAGE 23-437, FY24 TALENT BASED CAREER ALIGNMENT (TBCA) FOR YG21 ARMY COMPETITIVE CATEGORY (ACC) OFFICERS, ISSUED: [10/18/2023 1:52:13 PM]. This message provides procedural guidance for the Fiscal Year (FY) 2024 Talent Based Career Alignment (TBCA) program. TBCA is a highly competitive program that offers the opportunity to apply for a post KD company grade assignment prior to attendance at the Captain’s Career Course. These assignments are known as Assured Mid-Career Pathways (AMCP). Army Competitive Category (ACC) Officers in year group (YG) 2021 may submit an application for one or more Assured Mid-Career Pathways (AMCP) available.  AMCPs include assignments that require completion of successful service as a captain in a key developmental position, graduate degree-producing broadening programs, and transfer to functional areas.
