Letter to the Force - National Guard Birthday 2021

To the Soldiers, Airmen, and Families of the National Guard

The proclamation came on December 13, 1636:  Every man between 16 and 60 who was capable of bearing arms was called to defend the Massachusetts Bay Colony.  Every week they drilled, remaining ever-vigilant.  It was the birth of our National Guard: Always Ready, Always There.   

Those men are long-gone, and the Massachusetts Bay Colony is now one of 50 states.  The uniforms, the weaponry, the threats, and the tactics have all changed.  Our ranks are more prepared, more professional, more diverse, and more powerful than the earliest Guardsmen could ever have dreamed.  There has been one constant in those 385 years—we have remained Always Ready, Always There. 

Our longevity, our capabilities, and our success were not preordained by our founding; they were determined and reinforced by every subsequent generation of Soldiers and Airmen who proudly served in our National Guard.  It is our people who have made every mission possible—every rescue from a flood, every mile of cleared debris, every wildfire evacuation, every conflict we have fought on behalf of our Nation.  Each of you—our Soldiers, Airmen, and the families who support us—are the reason we are Always Ready, Always There. 

The celebration of the National Guard’s 385th year is a celebration of our people, our readiness, and our enduring promise to our Nation and our communities:  When you need the National Guard, we are Always Ready, Always There.

The US Army Reserve will be 100% complete with vaccinations by 30 JUN 2022.

     b. (CHANGE) Commanders will account for 100% of assigned Soldiers regardless of participation status. 

     c. (ADD) All USAR Soldiers without 1st dose of COVID-19 vaccine and have not submitted a medical, administrative, or religious exemption will complete all actions associated with Annex M to the USARC order NLT the last day of the Soldier’s January 2022 Battle Assembly, with exemption packets, if applicable, submitted by 01 Feb 2022.

     d. (ADD) All USAR Soldiers that have not received their first dose of COVID-19 and have not submitted a medical, administrative, or religious exemption will be flagged and GOMOR initiated within thirty days following the Jan 2022 Battle Assembly. Additionally, any Soldier with an exemption that was disapproved by the appropriate authority and not received their first dose within 30 days of notification of disapproval, will be flagged and GOMOR initiated by their Commander.

     e. (ADD) The Personnel Action Guide (PAG) reflects a new action for COVID Vaccine Religious Accommodations, T-27-A-8. This action reflects the latest guidance for religious accommodation exemption submissions.

2. CHANGE TO RESIDENT MILITARY EDUCATION YES-NO LIST - HUMAN RESOURCES MGMT - MILITARY EDUCATION COURSE CODE (MCRDCC) – UJS. From HRC Enlisted Promotions Branch: During a recent inquiry from the field, it was discovered Soldiers are erroneously receiving promotion points for the Military Education Course Code (MCRDCC) – UJS, which represents the course name "HUMAN RESOURCES MGMT" which is NOT a course within ATRRS. SPAM EMAIL IMPERSONATING DFAS SMARTDOCS.  The Adjutant General has asked that we help in notifying the field of a spam email which is impersonating DFAS SMARTDOCS.  From DFAS:  We have received notification that a SPAM email has been sent to some myPay users. First thing to note about the email being reported: It is not a SmartDocs. The key indicators are that the sending address is "dfas-smartdoc."  It is missing the "s" in SmartDocs. Also, SmartDocs are sent in plain text.  We would never "hide" a link behind text. DO NOT click on the link which goes to "dfas.biz." Subject of the SPAM email is, "Important year-end information about your tax withholding." DOD Financial Readiness Common Military Training Requirements

1. HQDA EXORD 048-22, COMMANDERS GUIDE TO SUICIDE PREVENTION CHAIN TEACH. Per this HQDA EXORD, Commanders of Army Commands (ACOM), Army Service Component Commands (ASCC), Direct Report Units (DRU), Office of the Chief, Army Reserve
(OCAR), and Director, Army National Guard (ARNG) will implement a suicide prevention chain teach event to all leaders (squad leaders and above) in the
timelines outlined. The overall intent is for leaders at each echelon to
explain their intent, expectations, and the roles of their subordinate leaders
in preventing deaths by suicide. At the end of the chain teach, each leader
should know their roles and responsibilities and the resources available to
them for the suicide prevention program.  Above all, leaders must convey at
all echelons the criticality of taking care of Soldiers and Families and their
commitment to helping their subordinates in accomplishing that mission.  In

all senior leaders with detailed research and analysis on a variety of
people-centric topics that will assist the Senior Leaders in making informed
data-driven decisions. Ask cPeople is a short-turn descriptive statistics
analysis capability for simple “rates and counts” type of questions. Ask
cPeople utilizes the Person-event Data Environment (PDE) to access and compile
vast amounts of data to produce targeted reports. The typical turn-around time
for each question submitted, when data is readily available, is approximately
72 hours after the question is finalized.  If data needs to be acquired,

2. JOINT TRAVEL REGULATION (JTR) UPDATE, MISCELLANEOUS REIMBURSABLE EXPENSES. This JTR change updates Table 2-24, Rule 6 to specify that charges for immunizations, inoculations, and testing may be reimbursed if not available through a federal dispensary, medical treatment facility, or if the traveler’s insurance does not cover the costs. For civilian employees, GSA has determined that during permanent change of station travel, the Miscellaneous Expense Allowance (MEA) covers these expenses. 4. RESIDENT MILITARY TRAINING PROMOTION POINT YES/NO STATUS, UPDATED 24 NOVEMBER 2021. 5. CHANGE TO RESIDENT MILITARY EDUCATION YES-NO LIST - LIGHT WHEELED VEHICLE = MILITARY EDUCATION COURSE CODE (MCRDCC) – ESM. From HRC Enlisted Promotions Branch: During a recent inquiry from the field, it was discovered Soldiers are erroneously receiving promotion points for the Military Education Course Code (MCRDCC) – ESM, which represents the course name "Light Wheeled Vehicle" which used to be a two (02) week course offered from 2008 through 2013 in Vilseck, Germany.  That two week course is not authorized points because it is considered a Troop School. The only authorized Troop Schools that receive promotion points, are courses outlined in MILPER Message 13-212, dated 09 August 2013, and MILPER Message 15-264, dated 27 August 2015. Subsequent to this discovery, the course was changed from a “YES” to receiving promotion points to a “NO” not authorized promotion points.  This change will result in a reduction of promotion points on Soldiers whom have this MCRDCC – ESM on their eMILPO (SRB) record. https://www.milsuite.mil/book/docs/DOC-1083567
