The suspense date is 30 calendar days after the date the final grade was due if no grade was posted, or 30 days after the date the unsatisfactory grade was posted. The recoupment methods are lump sum payment, a payroll deduction plan (up to 6 months), or a request for recoupment waiver (only for “W” grades). If Soldiers do not process one of the three methods prior to their suspense date, a default lump sum will be initiated. 1. References.

2. Purpose. This policy incentivizes support to recruiting efforts through the award of
the Army Recruiting Ribbon and associated promotion points.
3. Applicability. The provisions of this directive apply to the Regular Army, Army
National Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Background. This program provides increased recruiting awareness throughout the
Army and encourages Soldiers to embed themselves within their communities to share
their Army stories. It may also help to identify junior Soldiers who are best suited for
recruiting duty as they advance in rank.
5. Policy.
a. Effective immediately, the Army Recruiting Ribbon will be awarded to all Soldiers
who provide a valid referral to the U.S. Army of an individual who both enlists and ships
to Army Initial Military Training (IMT).
b. Soldiers may receive the Army Recruiting Ribbon up to four times during their
career. Additional awards are identified with a numerical device added to the ribbon.
c. At each award of the Army Recruiting Ribbon, Soldiers will be awarded 10 points
toward promotion to E-5/E-6. Soldiers may receive up to 40 total promotion points for
four valid referrals.
d. Award Authority. Referrals will be submitted through the chain of command for
approval. The U.S. Army Recruiting Command is responsible for validating referral and

departure of the trainee to IMT. The Soldier’s battalion commander is the approval
authority for award of the Army Recruiting Ribbon and will provide a memorandum to
serve as supporting documentation of the award.
6. The U.S. Army Human Resources Command will coordinate with the U.S. Army
Recruiting Command to publish implementing guidance for this policy.
7. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs)
has oversight responsibility for this policy. The Deputy Chief of Staff, G-1 will
incorporate the provisions of this directive into AR 600–8–19, AR 600–8–22, and
AR 670–1 within 2 years of the date of this directive.
8. Duration. This directive is rescinded on publication of the revised regulations.

Inhofe National Defense Authorization Act for fiscal year 2023 (NDAA), enacted on 23 Dec 2022, requires that the Department of Defense rescind the COVID-19 vaccination order (Annex FF) not later than 30 days after the date of enactment. The Department of Defense is reviewing its comprehensive approach to protect the health and readiness of the military and civilian workforce. Commands will immediately suspend processing and initiating involuntary enlisted separation and officer elimination actions that are based solely on a Soldier's refusal to comply with the DOD COVID-19 vaccination order. Commands will continue to adhere to other previously published policies regarding the Army's response to COVID-19 pending further guidance.      b. 3.D.28. (CUI) [ADD] …Commanders will not take any final actions on involuntary separations already in progress pending additional guidance. For those officer eliminations already in progress, general officer show cause authorities will suspend forwarding the actions to the Commanding General, Human Resources Command. The United States Military Academy and U.S. Army Cadet Command will suspend cadet separation and disenrollment proceedings IAW applicable regulations and policies.      c. 3.D.28.A. (CUI) [ADD] For separation or elimination actions (including for Soldiers on transition leave) where the separation authority has already directed separation and separation orders have been issued, separation authorities will immediately take action to revoke the separation orders and DD 214 (if issued prior to the separation date on the DD 214).      d. 3.D.28.B. Cutover Assignments Deferment Process Job Aid. IPPS-A requires every day to be accounted for during the Permanent Change of Station period up to the report date – no gaps between assignments. Without the associated absence request in IPPS-A, we have seen issues arriving Soldiers early to their new assignments. IPPS-A will now automate these assignments to minimize work by HR Professionals. Members will not need to re-create absence requests with their former organizations, and local military personnel directorates will not need to complete duplicate orders. The attached job aid walks through this process.      b. Junior Enlisted Promotions, PCR to PRR Job Aid. This job aid was also shared by HRC and assists in integrating Service Members to the Promotion Recommended Roster (PRR) from the Promotion Consideration Roster (PCR). The normal timeline for this task is after monthly unit promotion boards are held between 10-26th of each month. The PCR completion date was pushed to 29 Dec for this month. If units have a signed board memo by the promotion authority and someone besides the commander has assumption of command orders, that person can be provisioned to approve the PCR to integrates Soldiers in the absence of the commander. This is an exception this month and in future months the approver needs to be delegated within IPPS-A.      c. Create PSC/PPS Pools Job Aid. This job aid assists in setting up set up the Personnel Service Center (PSC) Pool or Personnel Processing Activity (PPA) Pool Configurations. The Military Personnel Division (MPD) uses the PSC and PPA pools to manage assignments for installation personnel. Setup and maintenance is similar to S1 Pool Configuration. The PPA codes consist of two-digit codes and the PSC codes consist of four-digit codes. Please refer to the PSC PPS job aid for more information.      d. Access Request Job Aid. The IPPS-A Team continues to receive access requests from the field and is actioning them accordingly, with a focus on approving validators so that units can take over approving their access requests internally. For situational awareness, unit validators are only able to action their units’ access requests that come in after their validator access has been approved. Validators should continue to work the access requests they can and we will continue to work those that came in before the validator access was granted. As another alternative, in the local validator has their access approved, personnel requesting access can cancel their pending request and re-submit to their local validator for approval. This may help expedite requests. Please see the attached job aid for additional information on access requests.      e. PPW – in addition to the weapons qualification issue, we have noted correspondence issues not awarding points. This is happening because the legacy system did not have a duration applied for IPPS-A to properly award points. S1NET Message Summary - 27 Dec 22

1. TAG SENDS: IPPS-A GO-LIVE IS HERE. From BG Gregory S. Johnson, The Adjutant General of the Army:  Some key items in this TAG Sends as follows. HR Professionals (and any user with a subcat role, to include those with the Commander’s bundle) have access as of 0900 EST on 20 December 2022. On 3 January 2023, Leaders and Managers will have access to process, route or approve actions. And on 9 January 2023, all service members will have self-service access.  Focus early on your priority of work items that need to be completed to ensure Soldiers get promoted as we begin to quickly regain accountability within the system.      b. DA Selection Boards: Please be advised that due to the Army’s transition to IPPS-A several legacy HR systems can no longer be updated.  As a precaution the Army archived Record Briefs of all Soldiers who would meet a centralized selection boards prior to April 2023.  Record Briefs are not source documents, but we know they are used as a summary of information for selection boards. Soldiers that will be considered by a centralized board should view and certify their board files as laid out by the related MILPER.  If significant discrepancies exist between one’s file and their Record Brief, they can submit a letter to the board highlighting those concerns.       c. Officer Promotions. The HRC Officer Promotions team will begin working backdated orders and future January Promotions at Go-Live! Any updates to Suspension of Favorable Personnel Actions (SFPAs) must be completed in IPPS-A no later than 29 December 2022, 1159 EST. The IPPS-A Priority of work checklist requires this task is completed as a “day 1 task” at Go-Live. An order is not generated in IPPS-A until the effective date of promotion if all eligibility is met. Therefore, Officer Promotions list will continue to be posted on the milSuite site (S1NET) to provide units visibility of projected promotions. Units can use the projected list to plan for the execution of ceremonies assuming all other eligibility is met.      d. Enlisted Promotions. The HRC Enlisted Promotions team will begin working backdated orders and future January Promotions at Go-Live! Any updates to Suspension of Favorable Personnel Actions (SFPAs) must be completed in IPPS-A no later than 29 December 2022, 1159 EST. The IPPS-A Priority of work checklist requires this task is completed as a “day 1 task” at Go-Live. Succuss is important in preventing any erroneous promotions. IPPS-A changes the way Soldiers receive their promotion order. An order is not generated in IPPS-A until the effective date of promotion if all eligibility is met. Therefore, Enlisted Promotions will continue to be posted on the HRC Enlisted Promotions site to provide units visibility of projected promotions. Units can use the projected list to plan for the execution of ceremonies assuming all other eligibility requirements are met.      e. AMHRR/iPERMS. Servicemembers must log into iPERMS with a DoD certificate/CAC using the EAMS-A login option to successfully initiate, view and or complete Record Reviews. The DS LOGON option cannot be utilized to initiate or complete Record Review tasks. Effective 16 December 2022, SRB upload is no longer required to initiate a Personnel Record Review (PRR) in iPERMS.      f. Casualty Operations. CACs will refer to the Soldier Talent Profile (STP) and Person Profile within IPPS-A for Soldier data information. The Soldier Talent Profile and Person Profile will replace the SRB/ORB/ERB.  Please see attached (at above link) IPPS-A R3 CAC Cheat sheet.      g. TRANSPROC Outage. The Transition Processing (TRANSPROC) system will be unavailable from 2100hrs EST, 23 December 2022 to 1630hrs EST, 9 January 2023 to perform deployment of the Installation Support Module (ISM) release for the new IPPS-A R3 interface. This will delay the production of DD214, DD215, and office computations until after 9 January. 2. OFFICER PROMOTION ITEMS.      a. AC OFFICER PROMOTIONS, JAN 23. The focus for each of you should be on the priority of work tasks (attached). Those are the items that ensure we gain accountability quickly and also ensure the automatic promotions process captures Soldiers accurately at the end of the month.      b. Please continue to reach out if you do not have the access you believe you should have. Do your best to submit new access requests with the entirety of access and ROWSECCLASS you require. Any added SUBCAT or access requires an additional request and only further adds to the current actions that need to be processed.      c. If access requests are not showing up in your dashboard, please use the lookup tool to find the ones for your unit. Remember – if an access request was submitted before your validator access was approved, you will not be able to approve those requests.      d. If you are processing junior enlisted boards and promotions, be sure to include the PROMO DECENTRALIZED role under HR PROFESSIONAL.      e. When clicking the tiles, or submit buttons, please let the action process. Continuing to click tiles and buttons multiple times also cues more actions to process in the back end of the system. We will be adding some enhancements that will keep users from doing this moving forward, but for now, please refrain from hitting submit multiple times.      f. Arrivals/Departures – remember that in order to arrive someone, they must be departed from their previous unit. We have noticed an issue with processing an arrival for a person that reported early during the brownout since there is no absence request in the system. Expect a follow up shortly for this issue.      g. Don’t forget that the Promotion Consideration Roster must be signed by your Commander prior to the 29th of Dec in order to be captured in the end of month promotions job.      h. Promotion Point Worksheets - Some Soldiers serve in organizations that prevent the ability of Soldiers to meet the weapons qualification timelines. These members must have their unit training manager complete an Army Training Management System (ATMS) entry with the same number of hits as the expiring points to allow crediting of promotions points for the duration of the assignment. 4.
