     a. SOLDIER COMPLETELY LOST!! So I recently received a captain to my unit as a TPU from active duty. When he left active duty and joined the USAR it was during the "brown out period". He cannot be found at all in any system to include DEERS. I tried looking him up on IPERMS and the last loaded documents were from 2012. Cannot find him in IPPSA or CSMM. 1. IPPS-A UPDATE, PARs, 9 FEB 23. From COL Rebecca Eggers, IPPS-A FMD: Some key points in this update follow.  See the entire update at the following link on S1NET. https://www.milsuite.mil/book/docs/DOC-1228445

     a. RESTRICTION PARs.  Based on Customer Relationship Management (CRM) cases, we became aware late last week that restriction PARs were not updating Soldier records after the approval occurred. Upon further analysis, IPPS-A’s System Integrator (SI) discovered 2,700 restriction PARs have not successfully updated Soldier records. We have addressed the root cause of this issue and deployed a fix on 7 February 2023, that ensures all approved restriction PARs update Soldier records. We ask that HR Professionals confirm their restriction PAR actions and report any discrepancies found through the CRM platform.

     b. PROMOTION PARs. We’ve also uncovered an issue with promotion PARs not producing orders and promotion job row updates on Soldier records after the approval occurred, affecting approximately 11 percent (883) of all promotion PARs approved since Go-Live. Moving forward, IPPS-A will send a distinct list of PARs that did not produce an order to the State that approved them and HRC Promotions Branch. We are asking that users first re-attempt to process the PAR; if the PAR continues to fail to produce an order or update job after approval, please submit a CRM case.

     c. AWARD ROSTER BY DEPARTMENT SORTING. Is there a way to effectively sort the Award Roster By Department (Award Eligibility Roster)? The only filters it has are date and status. S1NET Message Summary - 9 Feb 23

1. TAG SENDS: UPDATED HRC PROCESSES WITH IPPS-A, 8 FEB 23. From GB Gregory S. Johnson, The Adjutant General of the Army: Appreciate all those HR Warriors who are helping others through IPPSA GO Live and through all of our business. Lots of changes in our space and I thank you for getting after it! This is another Large and Lengthy TAG Sends here, but great info to use to keep the info flowing and create as much transparency on ops as possible. Please see below updates from the Human Resources Command to answer questions from the field in reference to IPPS-A processes.      a. TRANSPROC UPDATE. Transition Centers are now able to create and sign DD Form 214s and Separation Orders. The fixes scheduled this weekend were successful and MPDs started working through the backlog of DD Form 214s.

     b. ORDERS PROCESS. NEW ASSIGNMENTS: (Post BOCO and beyond) – Assignments are conducted in IPPS-A. Once HRC sends an assignment (Soldier linked to a job opening) into the IPPS-A Talent Management Workcenter, the service member will receive an email notification directing them to log into IPPS-A to make their member elections (e.g., which dependents will be moving with the Soldier/Officer).  Once a Soldier makes their elections, the local MPD will validate and publish the orders in IPPS-A.

     c. ORDERS PROCESS. HISTORICAL AND BOCO ASSIGNMENTS: (Pre-BOCO and assignments during BOCO) – HRC is loading all pre-BOCO and BOCO assignments into IPPS-A to allow for proper arrival and departure transactions within IPPS-A. As a general rule, this accounts for all officer RFOs published before 21 DEC 22, or enlisted AI sent to MPDs prior to 18 JAN 23, which should result in the MPDs publishing a hard copy set of orders upon receipt of the RFO or AI.

     d. ASSIGNMENT INSTRUCTIONS ACROSS ACOM AND OTHER INTERNAL-POST MOVES. Unlike legacy systems, IPPS-A does not allow installations (SMC G1/MPDs) to reassign personnel across ACOM/ASCC/DRU lines.  This requires HRC involvement in these type of reassignment actions. To facilitate cross Army Command (ACOM) and other internal-post reassignments, HRC provided a combined process as detailed on the attached (at above link) slide, AI Across ACOMs.

     e. RETAIN. Approximately 17,000 requisitions (REQs) were added to RETAIN on 24 January and Option 4 & Option 5 (OCONUS & CONUS Station of Choice) are available for the field to use.  These requisitions are only in RETAIN and available to Career Counselors for retention actions.  Once a Soldier is placed against a REQ that REQ is no longer available for others. 

     f. IPPS-A MOBILE APP. There are only 168,000 Soldiers that downloaded the IPPS-A Mobile App. The IPPS-A mobile app is here and allows Soldiers to access their personnel records using a mobile phone or tablet. The app is available for download on the Apple Store and Google Play Store.  For additional information on mobile functions/capabilities and instructions on how to download the app, please visit the following link: https://ipps-a.army.mil/mobile/

     g. ABSENCE PAR PROCESS. Absences, formerly known as Leave and Passes, are for several different types of events. Absences can be chargeable, non-chargeable, or administrative. Members will continue to manage, maintain, or track accrued leave balances in My Pay.  See the Absence PAR FAQs for helpful references to processing Absence PARs. References on creating absence PARs are provided at the link above.

     h. AWARDS PAR PROCESS. The Award Recommendation PAR and My Buddy PARs replace the DA Form 638 to process awards for Legion of Merit and below for Members within the recommender's chain of command. IPPS-A generates an order for all awards and directly uploads the orders to Soldiers’ records. The Awards and Decorations Branch (ADB) and IPERMS Teams are continuing to see award orders that are generated inside of IPPSA with the incorrect awards approval authority.  We are aware that there is no function in place that will prevent the HR Professional from assigning the incorrect approval authority. However, we recommend prior to an S1/HR Pro creating an approval workflow for an Awards PAR, refer to AR 600-8-22, Table 3-3 Delegation of awards approval authority to ensure you are assigning the correct approval authority for that award.

     a. We continue to get RFIs on provisioning. We have also seen issues with completing actions that are often a result of not having the right roles and permissions. We have taken the task to make the roles/permissions more streamlined; however, we won’t be able to do that in the near-term. Professionals and Commanders need to be correctly provisioned within IPPS-A to be able to conduct their daily tasks…. I’ve attached a provisioning overview to help you with requesting proper access for your responsibilities. By reviewing your roles/permissions first, it helps us get to the root cause of system issues as well. We are here to help and I hope you will all continue to share the solutions broadly.

     b. I’ve also attached a schedule of additional MPD Refresher Training sessions. This document highlights topics, dates/times, and how to enroll. The training will provide a refresher for executing human resources and applicable pay actions using IPPS-A. These are not only great sessions for our MPDs, but also help all units learn the end-to-end process to assist in supporting the field.

     c. We hear the challenges with CRM cases getting closed. We will continue to work closely with the Tier 1 Helpdesk to ensure cases are closed after resolution is confirmed. However, there are also a growing number of cases that are sitting with unit level provider groups. All cases, unless initially submitted as an IT case to go directly to Tier 1, are created as HR cases and go to the lowest level provider group (typically the BN S1). In some cases, these provider groups were created, but personnel not assigned. You may have Soldiers in your units that submitted cases that are waiting to be actioned. I have previously shared the Provider Group set up deck and will post that on S1Net for your use, but this backlog is growing and requires your action.

     d. Lastly, I’d like to mention absence requests. Absence requests submitted via IPPS-A are not submitted through the local finance offices. These requests send directly to DJMS, the pay system. While we understand that several finance offices across the Army have noted they are not taking absence requests submitted via IPPS-A, this demonstrates a lack of understanding on how these absence requests are completed and processed. The DA31 is a thing of the past. All units should absolutely be having Soldiers submit absence requests via IPPS-A as this also ensures the duty status is recorded appropriately.

     e. We will continue to post the listing of known issues on our website and encourage you to reference that list frequently as it also includes answers to common questions we get from the field. 2. MERITORIOUS UNIT CITATION (MUC) ORDER FOR APPROVED UNITS INVOLVED IN AFGHANISTAN RETROGRADE OPERATIONS. From HRC Awards and Decorations Branch: Attached at the following link is a copy of the final permanent order for the Afghanistan Retrograde Operation. Starting on 6 Feb 23, HRC began mailing out the citations and certificates to all main units for distribution. Individual units will receive the citations and certificates from their higher commands. 3. ACFT AND EVALUATIONS. From HRC Evaluations Branch: So, you don't want an evaluation returned right?  Well, we are experiencing an uptick in error rates for the AC both Officers and NCOs. OER error rates have increased 2% and NCOER by 1%. That’s not a big percentage but when you think of the volume of reports being around 2,500+ per day, it starts to add up. Remember to use MILPER MESSAGE 22-333, but here is a PowerPoint (at the following link) that will give you some visuals. 4. FY23 420A, HUMAN RESOURCES TECHNICIAN, CRITICAL TASK SITE SELECTION BOARD (CTSSB) SURVEY. The AG School Commandant and Chief Warrant Officer of the AG Corps request the participation of 420As and their supervisors, across all components, in the FY23 420A, Human Resources Technician, Critical Task Site Selection Board (CTSSB) Survey.  Your participation in this survey is the important first step in identifying critical individual tasks, by grade, for 420As, and will shape institutional training provided to 420As throughout PME.
