1. HQDA EXORD 174-23, COVID-19 POST-MANDATE RESCISSION OPERATIONS (CUI), DTG: 071257Z MAR 23. This order rescinds HQDA EXORD 225-21 and establishes a new baseline for Army force health protection with respect to COVID-19. It includes guidance regarding rescission of the servicemember vaccine mandate, current DOD force health protection guidance, COVID litigation hold instructions, and COVID-19 Operational Planning Team transition tasks. Army leadership remains committed to ensuring the Safety of our Soldiers and will continue to promote and encourage vaccinations for all service members along with continued use of other effective mitigation measures. For Soldiers who previously sought a COVID-19 vaccine exemption, ACOM/ASCC/DRUs, through GCMCAs or equivalent authorities, will immediately rescind any GOMORs pending filing decision, and withdraw from Soldier files any locally filed GOMORs issued for failure to comply with the lawful order to receive the covid-19 vaccine.      b. For Soldiers who previously sought an exemption, commanders will rescind all pending involuntary separation actions and favorably close the Soldier's flag (Flag Code B) for failure to comply with the lawful order to receive the COVID-19 vaccine.      c. For Soldiers who previously sought an exemption, commanders will ensure that rating officials remove any annotations in pending but not yet filed evaluation reports that are based on a Soldier's failure to comply with the lawful order to receive the COVID-19 vaccine.      d. Commanders will ensure that currently serving Soldiers who sought an exemption and who received a negative evaluation report based solely on failure to comply with the lawful order to receive the COVID-19 vaccine but were not contacted by HRC Evaluation Appeals Team for assistance with resolution, will contact the Evaluations Branch Appeals Team for assistance.      e. In coordination with HRC, close flags for Soldiers who are currently flagged (Flag Code A) solely per the provisions of the rescinded 16 Nov 21 Secretary of the Army Principal Official Guidance "Flagging and Bars to Continued Service of Soldiers Who Refuse the COVID-19 Vaccination Order." flags imposed pursuant to AR 600-8-2 will be removed when appropriate under Section 2-9 of that regulation.      f. Assignment consideration (ASCO) codes. HRC will centrally remove the ASCO L4 "Pending COVID-19 Vaccination Action" and the ASCO LE "Approved COVID-19 Vaccination Exemption" for Regular Army Soldiers from the Integrated Personnel and Pay System – Army (IPPS-A).      g. The Secretary of the Army withholds the authority to impose nonjudicial and judicial actions based solely on a Soldier's refusal to receive the COVID-19 vaccine while the mandate was in effect.      h. IAW Annex C, other than to comply with DOD foreign clearance guidance, commanders will not require a service member or group of service members to be vaccinated against COVID-19, nor consider a service member's COVID-19 immunization status in making deployment, assignment, and other operational decisions, absent establishment of a new immunization requirement.      i. We completed re-seeding of DEERS dependent data over this past weekend. Soldiers who had outdated dependent data should re-check their dependent data for accuracy. We are in the process of verifying Married Army Couples Program auto-enrollment with the re-seed of the data. Keep in mind that DEERS is the authoritative source for dependent data and any updates must be made in DEERS.      b. MONITOR APPROVALS UPDATE. We expect to restore Monitor Approvals functionality with our release on Thursday.      c. DNS ERROR WHEN LOADING WEBSITE. We have gotten several concerns that when users are attempting to access the IPPS-A website or attempting to log in, they are experiencing an error message indicating “This site can’t be reached.” Please see the attached notes (at above link) for resolution of the issue.       d. DATE OF ESTIMATED RETURN FROM OVERSEAS (DEROS) DESIGN AND IMPLEMENTATION. We are bringing DEROS back! Please reference the attached (at above link) IPPS-A DEROS Design and Implementation information paper for additional details and the way forward.      e. MEMBER ELECTIONS. Some Soldiers have not completed their Member Elections because they cannot see the corresponding tab in the system. S1s who have Soldiers experiencing this issue must log in to HR Pro (https://hr.ippsa.army.mil) and reset the Member Elections. I have attached a job aid (at above link) to assist S1s in re-initiating a Member’s Assignment Elections.      f. USAR NON-PARTICIPATION LETTERS. It was identified that erroneous non-participation letters were generated by IPPS-A and automatically sent to the Interactive Personnel Records Management System (iPERMS) and Soldiers. The automated process is being disabled and these erroneous letters will be removed from the Soldiers’ iPERMS. Moving forward, HRC will manually produce these letters based on a report from IPPS-A on who appears to be in a non-participant status. Expected resolution is 16 March 2023.      g. ORACLE BUSINESS INTELLIGENCE ENTERPRISE EDITION (OBIEE) IMPROVEMENT. We request your assistance in validating OBIEE data! Please refer to the attached (at above link) OBIEE information paper which outlines suggested actions across all levels that can help the Army gain ground in this effort. I’ve also attached (at above link) a job aid to help with navigating the AdHoc Reporting - OBIEE tile.      h. CROSS-COMPO TRANSFER REMINDER. I want to remind users to be deliberate about handling transfers across components. We have seen instances already where ARNG members were erroneously separated from Active Duty rather than transferred back to their State and members transferred into the IRR when they should have gone to the ARNG or AC. As we continue to process the separations/transfers in order to gain accountability across the force, I just want to emphasize that we must also be cautious as there are pay and benefit impacts.      i. ACFT DATA. ACFT data is not currently populated in IPPS-A. Scores are scheduled to begin populating 16 March 2023 in order to support the date the ACFT begins being used to award promotion points.      j. KNOWN ISSUES. 1. At the request of the Assistant Secretary of the Army, Manpower and Reserve Affairs (ASA M&RA), this special S1NET Message is to help notify the field of Secretary of the Army memorandum, Subject:  Travel and Transportation for Non-covered Reproductive Health Care, dated 27 Feb 23 (attached at the following link), which announces changes to the Joint Travel Regulation that allow travel and transportation for non-covered reproductive health care. Pursuant to JTR paragraph 033013, Soldiers of the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve may be eligible for travel benefits as outlined to meet the following DoD policy objectives: https://www.milsuite.mil/book/docs/DOC-1232521      a. Soldiers will be able to access lawfully available non-covered reproductive health care regardless of where they are stationed.      b. Commanders and approval authorities have the responsibility to meet operational requirements and protect the health and safety of those in their care. Commanders will exercise objectivity, compassion, and discretion when addressing all healthcare matters, including reproductive healthcare matters, and have a duty to enforce existing policies against discrimination and retaliation in the context of reproductive healthcare choices.      c. Consistent with existing law and Army policy, commanders and approval authorities will protect the privacy of protected health information they receive under this policy. Such healthcare information will be restricted to personnel with a specific need to know. That is, access to the information must be necessary for the conduct of official duties. Personnel will also be accountable for safeguarding this healthcare information consistent with existing law and Army policy.      d. Soldiers will not be granted travel and transportation allowances if their intention is to sell, to offer for sale, or to receive proceeds from a sale resulting from an assisted reproductive technology (ART) procedure. 2.
