2.  Background.  This message informs officers about the USARD recruiting scholars program, which is a priority of the Army.  The recruiting scholars program aims to attract and invest in creative and highly adaptive top-tier captains to lead and strengthen the Army’s recruiting outreach.  It is a part of a larger, long-term strategy to place exceptional leaders as recruiting commanders in youth, market-focused areas that are geographically dispersed around the country, where they can convey the Army’s story and enable recruiting success for the force.

4.A. (U) ACCOMPANIED TOURS. THE 36-MONTH ACCOMPANIED (WITH
DEPENDENTS) TOUR IS EFFECTIVE WITH COMMAND SPONSORSHIP
APPROVALS DATED 1 OCTOBER 2025 OR LATER (SEE REFERENCE 1.L.).
UNITED STATES FORCES KOREA/EIGHTH ARMY WILL DETERMINE IF COMMAND
SPONSORSHIP IS SUPPORTABLE. IF COMMAND SPONSORSHIP IS APPROVED,
SOLDIERS WILL SERVE A 36-MONTH ACCOMPANIED (WITH DEPENDENTS)
TOUR. IF COMMAND SPONSORSHIP IS DENIED, SOLDIERS WILL SERVE A 12-
MONTH DEPENDENT-RESTRICTED TOUR (SEE PARA 4.C).
4.B. (U) UNACCOMPANIED TOURS. THE 24-MONTH UNACCOMPANIED TOUR

FOR SOLDIERS WHOSE ASSIGNMENTS TRANSMIT 1 OCTOBER 2025 OR LATER.
THE ASSIGNMENT TRANSMISSION DATE IS THE DATE THE ASSIGNMENT
TRANSMITTED TO THE ASSIGNMENT COORDINATION AND TRACKING FEATURE
IN THE INTEGRATED PERSONNEL AND PAY SYSTEM–ARMY (IPPS–A).
4.C. (U) DEPENDENT-RESTRICTED TOURS. THE 12-MONTH DEPENDENT-
RESTRICTED TOUR LENGTH FOR KUNSAN AIR BASE AND COMMAND
SPONSORSHIP DISAPPROVALS IS EFFECTIVE IMMEDIATELY.
4.D. (U) SOLDIERS CURRENTLY ASSIGNED TO THE ROK WILL CONTINUE TO

SUBJECT TO ANY APPLICABLE APPROVED CURTAILMENTS OR EXTENSIONS.

DETERMINATION OF KOREA TOUR LENGTHS.
5. (U) PROCEDURES:
5.A. (U) IPPS–A WILL ADJUST TOUR LENGTHS FOR THE ROK IN IPPS–A DATA
TABLES.
5.B. (U) MILITARY PERSONNEL DIVISIONS (MPDS) WILL ENSURE THAT TOUR
LENGTHS ARE BRIEFED DURING OVERSEAS REASSIGNMENT BRIEFINGS OR
THROUGH SIMILAR INFORMATIONAL PRODUCTS.
5.C. (U) UNIT COMMANDERS, COMMAND RETENTION PERSONNEL, S–1S, AND
MPDS AT THE LOSING INSTALLATION WILL ENSURE THAT SOLDIERS MEET THE
APPLICABLE SERVICE REMAINING REQUIREMENT (SRR) FOR THESE TOURS
PRIOR TO DEPARTURE TO THE ROK.
5.D. (U) GAINING MPDS AND UNIT S–1S WILL ENSURE THAT DATE ELIGIBLE TO
RETURN FROM OVERSEAS DATES ARE ACCURATE IN IPPS–A.
5.E. (U) COMMAND SPONSORSHIP REQUESTS ARE INITIATED BY THE SOLDIER
USING MEMBER ELECTIONS IN IPPS–A. COMMAND SPONSORSHIP REQUESTS
REQUIRE EXCEPTIONAL FAMILY MEMBER PROGRAM SCREENING, FAMILY
MEMBER TRAVEL SCREENING, AND ASSESSMENT OF SUPPORT SERVICES
AVAILABILITY BY UNITED STATES FORCES KOREA/EIGHTH ARMY. REFER TO

SUBJECT: Exception to Policy (ETP) to Army Regulation 614-30, Paragraph 3-5, for
Officers and Career Enlisted Soldiers Serving in the Republic of Korea
1. Reference. Army Regulation (AR) 614-30, Overseas Service, 26 March 2025.
2. As an ETP, the provisions of AR 614-30, paragraph 3-5a(2) do not apply to officers
and career enlisted Soldiers serving in Korea.
3. As a result, all single Soldiers who have no dependent Family members in their
household and are assigned to long-tour areas in Korea will serve the unaccompanied
tour.
4. This exception to policy will remain in effect for 12 months, unless superseding
guidance is published , or this ETP is otherwise rescinded. This exception may be
renewed upon approval of the undersigned.

ARMY FORCE. THE TTBM4 PROGRAM TAILORS COURSE VENUES AND TALENT-BASED
OFFICER SELECTION TO BETTER ALIGN BRANCH AND FUNCTIONAL AREA
SPECIALTIES WITH PROFESSIONAL EDUCATION AND WARFIGHTING NEEDS OF THE
ARMY. RESTRUCTURING PROVIDES ENRICHED CREDENTIALING COURSE LEARNING
EXPERIENCES FOR BASIC BRANCH OFFICERS OF ALL THREE ARMY COMPONENTS.
THIS MODEL ADDITIONALLY FACILITATES CREDENTIALING OF FUNCTIONAL AND

LEARNING PROGRAM. AS A RESULT, ONLY HALF OF THE OFFICER CORPS HAS
ANY RESIDENT EXPERIENCE AT FORT LEAVENWORTH. THIS LACK OF DIVERSE,
SMALL-GROUP INTERACTION CREATES A GAP IN PROFESSIONAL GROWTH FOR MANY
OFFICERS; SINCE THIS IS THE LAST PME COURSE MOST OFFICERS ATTEND, IT
IS IMPORTANT THAT THEY HAVE AN OPPORTUNITY FOR SOME LEVEL OF RESIDENT
EXPERIENCE. MANY TALENTED OFFICERS ARE CURRENTLY FORCED TO CHOOSE
BETWEEN RESIDENT CGSOC ATTENDANCE AND FELLOWSHIPS OR INTERNSHIPS.
ADDITIONALLY, IN CASES WHERE OFFICERS ARE IMPACTED WITH UNFORESEEN

2. This memorandum establishes quotas for Intermediate Level Education (ILE) courses
and the two Command and General Staff Officers Course (CGSOC) Satellite Campuses
for FY2025-29.
3. Intermediate Level Education Selection Boards will confirm the quotas in this
memorandum prior to conduct of the board.
4. The Army Human Resources Command, Army National Guard, and Special Branches
will determine the Year Group (YG) and Commission Year officers who will be considered
by the Selection Boards for ILE attendance each FY.
5. It is imperative that the Command and General Staff College is prepared to educate this
load and that all quotas are filled by designated quota sources. Deviations from this quota
memorandum must be approved by the DCS, G-3/5/7, DAMO-TRI. Projected shortfalls in
filling established quotas must be immediately identified to the DCS, G-3/5/7, DAMO-TRI to
support reallocating seats.
6. The resident ILE course (1-250-ILE) is a 10-month course at Fort Leavenworth, KS. The
start date is August of each year. This is a permanent change of station for Active
Component (AC) and Reserve Component (RC) Soldiers.

1.  This message applies to enlisted Soldiers serving in the Regular Army (RA). This message will expire on 31 Dec 25 and rescinds reference D. 

2.  MOS 25H was established on 1 Oct 22. MOS 25N, 25Q, and 25W were deleted from the Army structure on 1 Oct 22. All Soldiers who served in MOS 25N, 25Q, and 25W were reclassified to MOS 25H with no additional training required. All SQI and ASI were retained upon reclassification to MOS 25H.

1. IPPS-A UPDATE (CSM/SGM SENDS): ABSENCE IMBALANCE, GROOMING ACCOMMODATIONS, PAID PARACHUTE (JUMP) PAY, AND IPPS-A JOBS. From SGM Paul J.      a. ABSENCE IMBALANCE.  On 30 July, Team IPPS-A sent out an email to ~13K affected users regarding an issue related to absences, wherein leave days charged for their Permanent Change of Station (PCS) Absence did not match in IPPS-A or Defense Joint Military Pay System (DJMS), giving them an "out of balance" absence discrepancy.  If you did not receive this message, you were not affected.  If you or Soldiers did receive this email, please note that this was completely intentional.  Those that did receive this notification must take action to correct the imbalance.  

     b. GROOMING ACCOMMODATIONS. Army Directive (AD) 2025-13, "Facial Hair Grooming Standards," and HQDA EXORD 263-25, "Implementation of Army Directive 2025-13," establish a new policy for facial hair grooming standards, and include instructions for processing and tracking approvals in IPPS-A.  

     c. PAID PARACHUTE (JUMP) PAY. I have noticed conversations in the field regarding the notification that their jump pay was started even though they were already receiving it prior to the launch of IPPS-A.  Please note that this was done intentionally.  In instances where a Soldier's pay was started prior to the launch of IPPS-A, we had no way to stop that pay when the time comes within the system thereby requiring the legacy process.  The "start" of this pay in IPPS-A allows HR Pros to stop the pay in the system preventing the need for the legacy process. However, an AD and EXORD pertaining to jump pay changes are forthcoming, so please stand by for more information.  

     d. IPPS-A JOBS. Do you have a Soldier or know a Soldier that should be a part of a development team that is changing the way the Army manages personnel and pay?  Are they a data-driven Soldier who thrives in a technical environment?  Team IPPS-A is seeking passionate individuals with the right skills to deliver more capabilities and enrich the Army's HR weapon system for our Warfighters.
