This message is to notify and clarify to the force that a Spectrum Supportability Risk Assessment (SSRA) is required for all Spectrum dependent systems regardless of Army acquisition method used. Army EMS-dependent systems acquisition authorities are encouraged to initiate a SSRA as early as practical in the acquisition process. This message announces zones of eligibility, methodology, and administrative instructions for use by subject Selection Board. The FY24 AC Army JAGC SSC selection board selects eligible JAGC officers to attend Academic Year (AY) 2025-2026 resident SSC and United States Army War College (USAWC) fellowships. FY24 selected officers are eligible for AY 2025-2027 Army War College Distance Education Program (AWCDEP). MILPER MESSAGE 24-105, PARTICIPANT INSTRUCTIONS FOR THE FISCAL YEAR 2024 (FY24) ACTIVE COMPONENT (AC), SENIOR SERVICE COLLEGE (SSC), OPERATIONS (OPS), OPERATIONS SUPPORT (OS), FORCE SUSTAINMENT (FS), AND INFORMATION DOMINANCE (ID) BOARD ZONE MESSAGE, ISSUED: [27 MAR 24]. This message announces two major changes to the Army’s process to identify officers for attendance at SSC, and every officer should understand their ramifications. Officers must opt into consideration for attendance at SSC. Any officer who does not opt in will not be considered. The SSC Board will no longer designate officers as Principal Selects or Alternates. Instead, the board will generate an Order of Merit List (OML), which HRC will use to slate officers to school. This ensures the best qualified and available officers will attend SSC each year. Officers unable to attend SSC in summer 2025 will recompete in the FY25 SSC Board, if otherwise eligible.
