2. Background. This message informs officers about the Recruiting Scholars Program, which is a priority of the Army. The 4-year Recruiting Scholars Program is intended to attract and invest in creative and highly adaptive top-tier captains to manage and improve the Army’s recruiting outreach. It is a component of a broader long-term strategy to put outstanding leaders in the geographically dispersed, youth market-focused recruiting companies around the country, where they can tell the Army’s story and enable recruiting success for the force.
