From Army G-1 Compensation and Entitlements: Effective 12 May 2025, the Department of Defense published DoDI 1341.15 (Basic Needs Allowance) increasing the FPG from 150% to 200%. Commands are reminded to recertify Soldiers currently receiving BNA and to screen eligible Soldiers. Commands are also reminded regarding policy requirements to recertify annually, upon PCS, changes in gross household income of $150 or more, and dependency changes. 2. FRAGO 2 TO HQDA EXORD 175-25 IMPLEMENTATION GUIDANCE FOR EXECUTIVE ORDER (EO) 14183: "PRIORITIZING MILITARY EXCELLENCE AND READINESS," DTG: 202300Z MAY 25. Publication of this FRAGO supersedes and further rescinds FRAGO 1 to EXORD 175-25, DTG 071814Z Mar 25. Effective immediately, all Army organizations will reimplement guidance related to the Office of Secretary of Defense guidance, "Prioritizing Military Excellence and Readiness." Individuals who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria are disqualified from military service in the Army. Phase II: involuntary separations will begin 07 June 2025 with the start of involuntary separations for Active-Duty, Reserve or National Guard Soldiers when in a Title 10 status or on active-duty orders for 30 or more consecutive days. 3. QUALIFYING OPERATIONAL DEPLOYMENT DESIGNATION FOR OPERATIONAL DEPLOYMENT PAY (ODP), 21 MAY 25. From the Army G1: Attached at the following link is the updated ODP approved operation memo. ODP is payable to Soldiers who are deployed away from their permanent duty station in support of an approved operational deployment as outlined in the enclosure to this memo. 6. SFPA (FLAG) CODE R ERRONEOUS REMOVED PRR CORRECTIVE ACTION. From HRC Enlisted Promotions Branch: This info paper provides guidance to Soldiers and HR Professionals as to an automation error within IPPS-A that auto generated a FLAG Code R (Admin Non-Deployable Retention Policy for Non-Deployable Soldier) which in turn erroneously removed Soldiers from the PRR. On/about 28 May 2025, IPPS-A programmers deployed a fix to the error, closing the SFPA as erroneous. Further action will be taken by IPPS-A programmers to reintegrate Soldiers back onto the PRR no later than 06 June 2025. In the event not all records are corrected in a timely manner, Unit S1s are advised to reintegrate Soldiers via the Promotion Consideration Roster (PCR) on the 10th through the 26th of June 2025, resulting in them re-appearing on the PRR on 01 July 2025. The 2025 Management of Burn Trauma Course, formerly known as the Management of Burns and Multiple Trauma Course, will be conducted Monday-Friday, 15-19 SEP 2025 at Brooke Army Medical Center in San Antonio, TX. The course is open to all civilian, contractors, and military AOCs/MOSs and COMPOs; however, there is no central funding. Advanced Burn Life Support (ABLS) Certification will be offered tentatively on 14 September for those seeking certification. This portion of the course is optional, and all participants are eligible for this certification; however, past participants have been primarily MD, Nursing, PA, and Medics. This directive announces Army Reserve Component (RC) retirement planning policy for Soldiers who will become eligible to request receipt of retired pay for non-regular service, also referred to as a "non-regular retirement." RC Soldiers with 17-20 years of active status service will attend a retirement planning seminar. RC retirement planning seminars will review Soldiers' options to request a discharge or to be transferred to the Retired Reserve when Soldiers complete service in active status.
