This directive establishes policy
for the Command Assessment Program (CAP) as an enduring Army program;
prescribes oversight and proponent responsibilities for the CAP and the
command/key billet selection board processes; and directs the creation
of associated organizational structure, programmatic resource
requirements, and update of governing authorities to sustain CAP as an
Army program.
