The individual(s) must qualify for and be placed in the following compatible MOS/AOC: 00F3

MINIMUM APPOINTMENT REQUIREMENTS

  1. Nationwide: All applicants must be a current Active Army, National Guardsman or Army Reserves member in order to apply.
  2. If accessed as an E5, the selected applicant must have less than 13 years total Active Federal Service on the date the applicant is assessed into the AGR Program. (Not applicable to current AGR Members)
  3. If accessed as an E6, the selected applicant must have less than 19 years total Active Federal Service on the date the applicant is assessed into the AGR Program. (Not applicable to current AGR Members)
  4. Over-grade applicants must include a memorandum stating acceptance of an administrative reduction with their packet.
  5. IAW AR 185-13, Table 2-1, Rule E (2a) states that “Staff sergeant, or above, must possess the required grade and MOS level, authorized for the AGR duty position.” This means that if any Non-Duty MOSQ E6 or higher is selected for this position, they will have to take an administrative reduction to E5 to meet the regulatory guidance. E6 or higher Non-Duty MOSQ applicants must include a memorandum stating acceptance of an administrative reduction with their packet.
  6. Accessions into the AGR Program with assignment to Positions of Significant Trust (POST) requires screening of personnel selected for suitability and security before assignment to POST. In order to ensure the best qualified personnel serve in identified POST. The Position of Trust standards are qualifications for specified assignments and not a standard of service.
  7. (Conditions for Employment) IAW AR 135-18, NGR 600-5, and CA ARNG Pam 600-200 applicants must meet the following requirements prior to applications being forwarded for board consideration: Applications from Soldiers who do not qualify under AR 135-18, Table 2–1, or who have a non-waivable disqualification under Table 2–3, or who fail to meet any additional requirements prescribed by Chief, National Guard Bureau, will be disapproved and returned to the applicant. Soldiers who qualify under Table 2–1, but have a waivable disqualification under Table 2–2, will attach a request for the appropriate waiver to their applications.
  8. Stabilization Policy (When Applicable): IAW NGR (AR) 600-5 Chapter 3, Para 3-5(c). Soldiers entering an initial three-year tour will be stabilized for the first 18 months of their initial tour.
  9. Must be in compliance with FRAGO I, HQDA EXORD 161-13 Sexual Harassment/Assault Response and Prevention Program Army Stand-Down and SMOM 15-017, Screening of Title 32 Positions of Significant Trust and Authority (POSTA).
  10. Applicants must not have been relieved for cause from any duty position in the 36-month period preceding the date of application for the AGR Program, or the scheduled date of entry in the AGR Program.
  11. Must have no record of conviction by special or general courts-martial or civilian courts of offenses listed in AR 27-10 (Military Justice), chapter 24 or otherwise required to register as a sexual offender under AR 27-10, chapter 24.
  12. IAW AR 135-18, Table 2-1 Rule B (1). Prior to entry on active duty or full-time National Guard (FTNGD) in the AGR program, must meet medical fitness standards for retention, (with the exception of Soldiers testing positive for human immunodeficiency virus (HIV)) and be medically certified as having no trace of illegal drugs. Soldiers testing positive for HIV will be evaluated on a case-by-case basis as directed in DoDI 6130.03. HIV test must be within six months prior to initial entry into the AGR Program.
  13. IAW AR 135-18, Table 2-1 Rule C (4). If an enlisted Soldier, must have completed initial entry training and be currently qualified in an Army MOS.
  14. Must have a SECRET Security Clearance.
  15. Must meet the Army body fat standards IAW AR 600–9.
  16. Applicants must have a current passing Army Fitness Test (AFT).
  17. MIL ED Requirement: Must have the Appropriate Military Education for Grade
  18. Must meet the Army medical retention standards in accordance with AR 40-501, Chapter 3.
  19. Mandatory for CAARNG AGRs with less than 3yrs in current assignment) AGR Branch must receive BDE command concurrence with the submission of your AGR packet. Command concurrence could either be an email to AGR Branch or a signed memorandum
  20. Applicants must meet medical fitness standards. PHA must be within 12 months prior to orders publication.
  21. Applicants must not be Flagged (Adverse, AFT, or Height and Weight) or be in a Medical Non-Deployable (MND) status.
  22. All applicants will sign a NGB Form 34-2 (Certificate of Agreement and Understanding) during their accession process into the ARNG Title 32 AGR FTNGD Program.

BRIEF JOB DESCRIPTION

a. Executes daily duties in ArcGIS, ATIS, ATRRS, DTS, NGB GEARS, JKO, JLLIS, MARRS, MAVRIK, RFMSS, TAMIS.

b. Plans and inputs ATRRS and NGB White Course requests according to NGB WMD-CST Specialized Training Requirements.

c. Maintain training records IAW NGB WMD-CST Specialized Training Requirements training requirements tables.

d. Assists with preparation of WMD-CST Operations and Fragmentary Orders.

e. Maintains a system to track the certifications of personnel expected to enter WMD incident sites.

f. Assists in publishing the WMD-CST Garrison and Tactical Standard Operating Procedures (GARSOP / TACSOP).

g. Implements procedures for monitoring the WMD-CST sections for readiness status and Operational Security (OPSEC).

h. Plans for future operations coordinating the Operations Section logistics requirements.

i. Assists the Senior Operations Non-Commissioned officer in the accomplishment of: (1) Standardization and distribution of the WMD-CST pre-deployment checklists. (2) Coordinating the activities of any attached or assigned units. (3) Demonstrating operational control over WMD-CST actions throughout a CBRNE response.

j. Supervises the setup and take down of the WMD-CST main Command Post (CP).

k. Implements the WMD-CST system to track personnel entering/exiting a WMD incident site.

l. Uses WMD-CST voice and digital communications equipment to disseminate information on threat CBRNE hazards.

m. Employs WMD-CST computers and hazard modeling software to build and maintain projected plumes of CBRNE hazards.

n. Executes reach-back communications with appropriate agencies during modeling operations, as needed.

o. Initiates ATAK, WinTAK, iTAK, and MFK software used as internal and external agency COPs for WMD incident management.

p. Enables the WMD-CST to conduct concurrent CBRNE detection and identification operations.

q. Acts as the commands central point of contact for all lessons learned during CST deployment.

r. Executes other duties as assigned by the Operations NCOIC.

Additional Requirements

  • All applicants must pass a pre-placement exam and medical requirements outlined in CNGBM 3501.00 (reference ss or tt) and an OSHA screening prior to entry into this position. Applicant cannot have a P3 profile. If an applicant is selected for the position and subsequently fails the pre-placement exam and/or medical requirements listed above, the offer will be rescinded.
  • This physical examination must also satisfy the requirements in Code of Federal Regulations (CFR) 1910.10(f). The ability to don and perform physical tasks in PPE is a requirement for all team members. WMD-CST candidates will be screened IAW DA PAM 40-8 and given Pulmonary Function Tests (PFT) prior to accession. These tests will be monitored, and results evaluated by the unit’s Physician Assistant.
  • WMD-CST members will attend approximately 1200-1800 hours of initial training during the first 24 months of the tour.
  • Must possess a valid state driver’s license.
  • Position requires all team members to hold a government issued phone for immediate notification.
  • Must be able to be on call 24/7/365 days per year.
  • Applicants acknowledge that a “real world” response means working in an affected area with radiological, chemical, or biological hazards. This includes hazardous conditions and confined spaces which disqualifies those who are claustrophobic.
  • Applicants who are flagged for any reason will not be considered.
  • Applicants for this position must nationwide deployable.
  • Applicants must have normal color vision.
  • A urinalysis drug screening test upon entry on active duty, and periodic testing while assigned to WMD-CST duty are required. States will ensure that members of the WMD-CSTs are included in the testing rotation under the local Alcohol and Drug Abuse Prevention Control Program.
  • Must agree to reside within 90-minute commute from Hayward in order to meet required response times for CST operations.
  • Experience on the Civil Support team and R1 qualification is preferred but is not required.
  • Due to the risk of possible exposure, CST members may encounter while executing their mission, they will receive the immunizations recommended by the Military Vaccine Agency (MILVAX), IAW AR 40-66, para 5-19.
  • Applicants must have Government Travel Card in good standing.
  • Fully qualified applicants may be required to complete the following at the Commander’s discretion:
    1. Take a Level A Skills Evaluation (LASE) test. The test consists of a series of events/stations that need to be completed while wearing personal protective equipment (PPE), which is a HAZMAT suit and air-purifying respirator.
    2. Complete an in-person or telephonic interview before a Selection Panel.
