2024 AMERICAN LEGION SPIRIT OF SERVICE AWARD. This message announces
the 2024 American Legion Spirit of Service Award. The award will
recognize an enlisted member, E-5 and below, from each branch of the
Armed Forces (Army, Navy, Air Force, Marine Corps, Coast Guard, Space
Force, and the National Guard Bureau) for outstanding military
performance and volunteer service that he/she performs off-duty in a
local community. Members of the Reserve Components are eligible for the
award if recommended by his or her branch of service. Request that each
Army Command, Army Service Component Command, Direct Reporting Unit,
and HQDA Principal Agency submit one nomination no later than 24 April

TRANSITION FROM VOLUNTEER LOGICAL ACCESS CREDENTIAL (VOLAC) TO NIPRNET)
ENTERPRISE ALTERNATE TOKEN SYSTEM (NEATS) FOR VOLUNTEERS. FROM HRC
SOLDIER PROGRAMS AND SERVICES: Effective 21 March 2024, authorized
volunteers will no longer be issued a Volunteer Logical Access
Credential (VoLAC) ID card for computer access. They will now be issued a
Non-classified Internet Protocol Router Network (NIPRNet) Enterprise
Alternate Token System (NEATS) token. Volunteers that have a current
VoLAC do not need to turn their card in for a NEATS token. It is still

MARCH 2024]. The Secretary of the Army recently approved a significant
change to the Army structure which will impact multiple MOSs over the
next two fiscal years. Prior to reclassification, Commanders are
authorized to utilize personnel in accordance with AR 614-200. Although
this will result in an MOS mismatch in reporting, it is understood
during this transformation there will be an impact to USR reporting.
