POSITION COMPATIBILITY REQUIREMENTS

The individual(s) must qualify for and be placed in the following compatible MOS/AOC: 31B3

MINIMUM APPOINTMENT REQUIREMENTS

  1. Statewide: The applicant must be a current member of the California Army National Guard in order to apply.
  2. The ‘P’ for E5 (P) means that all E5 applicants must be on a current E6 Enlisted Promotion List (EPL) in order to apply.
  3. All applicants must have the potential to become MOSQ within 12 months of hire date in order to apply. This means that the ASVAB line scores required for the MOS must be possessed by the applicant.
  4. If accessed as an E5, the selected applicant must have less than 13 years total Active Federal Service on the date the applicant is assessed into the AGR Program. (Not applicable to current AGR Members)
  5. If accessed as an E6, the selected applicant must have less than 19 years total Active Federal Service on the date the applicant is assessed into the AGR Program. (Not applicable to current AGR Members)
  6. Over-grade applicants must include a memorandum stating acceptance of an administrative reduction with their packet.
  7. AR 185-13, Table 2-1, Rule E (2a) states that “Staff sergeant, or above, must possess the required grade and MOS level, authorized for the AGR duty position.” This means that if any Non-Duty MOSQ E6 is selected for this position, they will have to take an administrative reduction to E5 to meet the regulatory guidance. E6 Non-Duty MOSQ applicants must include a memorandum stating acceptance of an administrative reduction with their packet.
  8. Accessions into the AGR Program with assignment to Positions of Significant Trust (POST) requires screening of personnel selected for suitability and security before assignment to POST. In order to ensure the best qualified personnel serve in identified POST. The Position of Trust standards are qualifications for specified assignments and not a standard of service.
  9. (Conditions for Employment) IAW AR 135-18, NGR 600-5, and CA ARNG Pam 600-200 applicants must meet the following requirements prior to applications being forwarded for board consideration: Applications from Soldiers who do not qualify under AR 135-18, Table 2–1, or who have a non-waivable disqualification under Table 2–3, or who fail to meet any additional requirements prescribed by Chief, National Guard Bureau, will be disapproved and returned to the applicant. Soldiers who qualify under Table 2–1, but have a waivable disqualification under Table 2–2, will attach a request for the appropriate waiver to their applications.
  10. Stabilization Policy (When Applicable): IAW NGR (AR) 600-5 Chapter 3, Para 3-5(c). Soldiers entering an initial three-year tour will be stabilized for the first 18 months of their initial tour.
  11. Must be in compliance with FRAGO I, HQDA EXORD 161-13 Sexual Harassment/Assault Response and Prevention Program Army Stand-Down and SMOM 15-017, Screening of Title 32 Positions of Significant Trust and Authority (POSTA).
  12. Applicants must not have been relieved for cause from any duty position within the 36 months preceding the application date or the scheduled date of entry into the AGR Program.
  13. Must have no record of conviction by special or general courts-martial or civilian courts of offenses listed in AR 27-10 (Military Justice), chapter 24 or otherwise required to register as a sexual offender under AR 27-10, chapter 24.
  14. IAW AR 135-18, Table 2-1 Rule B (1). Prior to entry on active duty or full-time National Guard (FTNGD) in the AGR program, must meet medical fitness standards for retention, (with the exception of Soldiers testing positive for human immunodeficiency virus (HIV)) and be medically certified as having no trace of illegal drugs. Soldiers testing positive for HIV will be evaluated on a case-by-case basis as directed in DoDI 6130.03. HIV test must be within six months prior to initial entry into the AGR Program.
  15. IAW AR 135-18, Table 2-1 Rule C (4). If an enlisted Soldier, must have completed initial entry training and be currently qualified in an Army MOS.
  16. Must have a SECRET Security Clearance.
  17. Must meet the Army body fat standards IAW AR 600–9.
  18. Applicants must have a current passing Army Fitness Test (AFT).
  19. MIL ED Requirement: Must have the Appropriate Military Education for Grade
  20. Must meet the Army medical retention standards in accordance with AR 40-501, Chapter 3.
  21. Applicants must meet medical fitness standards. PHA must be within 12 months prior to orders publication.
  22. Applicants must not be Flagged (Adverse, AFT, or Height and Weight) or be in a Medical Non-Deployable (MND) status.
  23. (Mandatory for AGRs with less than 3yrs in current assignment) AGR Branch must receive BDE command concurrence with the submission of your AGR packet. Command concurrence could either be an email to AGR Branch or a signed memorandum.
  24. All applicants will sign a NGB Form 34-2 (Certificate of Agreement and Understanding) during their accession process into the ARNG Title 32 AGR FTNGD Program.

BRIEF JOB DESCRIPTION

The Training NCO provides full-time support to develop and administer the Company administrative and training program in order to enhance overall company-level mobilization readiness. Advised the Commander and Readiness NCO on all matters concerning individual company-level training and administrative requirements. Advises assigned personnel on military education and training requirements. Draft comply-level training schedules in the Digital Training Management System (DTMS) in accordance with command guidance and directive of higher headquarters. Responsible for generation of school request through the Army Training Requirements and Resources System(ATRRS). Responsible for duty and travel orders production through Department of the Army Mobilization Processing System (DAMPS) and Defense Travel System (DTS). Completes Soldier management transactions via the Integrated Personnel and Pay-Army (IPPS-A) system. Completes record review and uploads required service documents to Army Military Human Resource Record (AHMRR) via interactive Personnel Electronic Records Management System (iPERMS). Manages and inputs all Resource Administrative Platform Tracking and Reimbursement (RAPTR) data during Emergency State Active Duty activation (ESAD). Manage all unit medical requirements via Medical Electronic Data Care History and Readiness Tracking (MEDCHART) and Medical Protections System (MEDPROS). Performance Maintenance Checks and Services of LIN: N96543 (NBCRV) and all virtual trainers allocated to the system.

Additional Preferred Qualifications: Microsoft Office Product Literate (Word, Excel, PowerPoint, Outlook) Access to (ATRRS, DAMPS, DPRO, ATIS, DTS, GCSS-A, IPPS-A, ARRO, MEDPROS, MEDCHART, AFAM, RFMSS.

Additional Requirements

  • Must have no documented instances in the last 5 years of conduct which reflects adversely on the character, honesty, or integrity of the Soldier.
  • Must have no record of disciplinary action under UCMJ or patterns of behavior which indicates a lack of integrity, or which is inconsistent with the MOS.
  • Must have no convictions or other adverse disciplinary convictions for criminal offenses listed as a misdemeanor or felony outlined in AR 601-210, chapter 4.

A minimum score of 91 in aptitude area ST.
