SUBJECT: Army Directive 2018-04 (Terminating the Requirement for Tactical Vehicle
Registration Numbers)
1. References. A complete list of references is at enclosure 1.
2. Effective immediately, the Army will no longer assign registration numbers to tactical
vehicles. Serial numbers will continue as the primary method to account for and identify
the vehicles in property records. The guidance for implementing this policy is at
enclosure 2.
3. As a result of this change, the Army will no longer require the use of Department of
the Army Form 2408-9 (Equipment Control Record) or update The Army Maintenance
Management System Equipment Database. The database and its associated tools will
continue to be available online for tracking historical information in accordance with
guidelines for the Army Record Information Management System.
4. This policy applies to the Regular Army, Army National Guard/Army National Guard
of the United States, and U.S. Army Reserve.
5. The Deputy Chief of Staff, G-4 is the proponent for this policy. The Deputy Chief of
Staff, G-4 will incorporate the provisions of this directive into the Army administrative
publications listed in enclosure 1 for which he is the proponent. The Deputy Chief of
Staff, G-4 will coordinate required revisions with the proponents of the other relevant
Department of the Army administrative publications and forms.
6. This directive is rescinded upon publication of all the revised publications and forms.

TERMINATING THE REQUIREMENT FOR TACTICAL VEHICLE
REGISTRATION NUMBERS
1. Purpose. This directive establishes the Army’s policy and assigns responsibilities for
ending the requirement for new tactical vehicle registration numbers, the use of
Department of the Army (DA) Form 2408-9 (Equipment Control Record), and all
updates of The Army Maintenance Management System Equipment Database (TEDB)
currently maintained by U.S. Army Materiel Command’s Logistics Support Activity
(LOGSA).
2. Background
a. Historically, the Army used vehicle registration numbers to maintain visibility over
tactical vehicle information. However, today’s technology and business practices allow
the Army to end the requirement for the assignment of registration numbers, the
associated workload to maintain the registration numbers, and the support structure.
This directive is supported by the findings in U.S. Army Audit Agency Audit Report
A-2011-0160-ALS (Tactical Vehicle Registration and Reporting), dated 22 September
2011. The auditors found that TEDB was unreliable.
b. Guidance for Army vehicle registration numbers is in several documents (see
enclosure 1).
3. Scope. This policy applies to the Regular Army, Army National Guard/Army National
Guard of the United States, and U.S. Army Reserve.
4. Policy. Serial numbers will continue to be the primary method for accounting for and
identifying tactical vehicles for property accountability. The Army will stop issuing and
assigning registration numbers. TEDB and its associated tools will remain online and
available for personnel to track historical information in accordance with guidelines for
the Army Record Information Management System.
5. Tasks and Coordination
a. The Assistant Secretary of the Army (Acquisition, Logistics and Technology) will:
(1) update Army regulations, pamphlets, and forms that prescribe, implement, or
reference the Army’s Registration Number Program and advise the DCS, G-4 when the
updates are complete.
(2) oversee the implementation of this directive as it relates to program executive
offices and program offices reporting to the Assistant Secretary.

(3) review contract work statements, remove any requirement to request or
maintain registration numbers for tactical vehicles, and coordinate with the cognizant
contracting office to modify the affected contracts.
b. The Assistant Chief of Staff for Installation Management; DCS, G-1;
DCS, G-3/5/7; and DCS, G-8 will update Army regulations, pamphlets, and forms that
prescribe, implement, or reference the Army’s Registration Number Program and advise
the DCS, G-4 when the updates are complete.
c. The DCS, G-4 will:
(1) update Army regulations, pamphlets, and forms that prescribe, implement, or
reference the Army’s Registration Number Program.
(2) advise the Secretary of the Army when all DA regulations and pamphlets are
updated.
d. The Chief, National Guard Bureau will, in accordance with Department of
Defense and Army policies and procedures, update command-unique regulations,
pamphlets, manuals, and procedures to comply with this directive.
e. The Chief of army Reserve and the Commanders of U.S. Army Forces
Command, U.S. Army Training and Doctrine Command, Army Service Component
Commands, and Direct Reporting Units will:
(1) update command-unique regulations, pamphlets, manuals, and procedures
to comply with this directive.
(2) ensure that subordinate commands comply with this directive. Units will no
longer request registration numbers or submit DA Form 2408-9.
(a) Units will ensure that the manufacture date/date of acquisition is entered into
the equipment record within the Standard Army Maintenance System-Enhanced
(SAMS-E), Global Combat Support System-Army (GCSS-Army), or other assigned
Logistics Information System (LIS).
(b) Registration numbers will be retained on the equipment for the life of the
equipment; however, the registration number will not be used in SAMS-E, GCSS-Army,
or other LIS. Units will not expend resources to remove the registration number from
the equipment, existing LIS, or TEDB.
e. The Commander, Army Materiel Command will:
(1) update command-unique regulations, pamphlets, and procedures to comply
with this directive.

(2) ensure that Life Cycle Management Commands, LOGSA, and U.S. Army
Sustainment Command comply with this directive and that their personnel enter the
manufacture date/date of acquisition into the equipment record within the assigned LIS
for all equipment that currently requires tracking in TEDB.
(3) make sure registration numbers are retained on the equipment for the life of
the equipment; however; the registration numbers will not be used. Units will not
expend any resources to remove the registration number from the equipment, LIS, or
TEDB.
(4) review all contracts and remove any requirement for registration numbers.
(5) ensure that Life Cycle Management Commands:
(a) update their existing tactical vehicle fleet information within TEDB, in
conjunction with Headquarters, Army Materiel Command and LOGSA, to ensure that
the existing information is as accurate as possible and provides a historical and
functional reference for transition to the GCSS-Army.
(b) provide, as needed, support to units and activities that do not have access to
TEDB and request the date of manufacture of equipment, or the date listed on the
equipment data plate or within TEDB.
(c) use registration numbers LOGSA previously issued for production runs of
new acquisitions or production until they are exhausted. LOGSA will no longer issue
registration numbers to Life Cycle Management Commands.
(6) ensure that Army Sustainment Command:
(a) updates command-unique regulations, pamphlets, and procedures to comply
with this directive.
(b) makes sure registration numbers will be retained on equipment for its life,
although the registration numbers will not be used. Units will not expend any resources
to remove the registration number from the equipment, LIS, or TEDB.
(c) reviews all contracts and removes any requirement for registration numbers.
(d) updates the LOGSA point of contact periodically on the status of these
actions.
(7) ensure that LOGSA:
(a) updates the materiel master to remove the requirement for registration
numbers.

(b) makes sure TEDB and its associated tools remain online and available for
tracking historical information.
(c) removes DA Form 2408-9 applications from the Logistics Information
Warehouse.
(d) updates to DCS, G-4 periodically on the status of these actions.
(8) update the DCS, G-4 when these actions are complete.
