SUBJECT: Army Directive 2021-34 (Director, U.S. Army Criminal Investigation Division
Authorities and Responsibilities)

2. Purpose. This directive transfers authorities and responsibilities from the
Commanding General (CG), U.S. Army Criminal Investigation Command (USACIDC)
to the Director, U.S. Army Criminal Investigation Division (USACID).
3. Applicability. This policy applies to the Regular Army, Army National Guard/Army
National Guard of the United States, and U.S. Army Reserves.
4. Policy.
a. Effective 17 September 2021, the Director, USACID will report to the Under
Secretary of the Army and exercise all direction and control over USACID, to include
prescribing USACID missions, functions, and responsibilities to the extent permitted by
law.
b. All authorities held by the CG, USACIDC, except for Uniform Code of Military
Justice and command authorities, are transferred to the Director, USACID effective
17 September 2021. This includes any authorities vested by Army regulation to the
CG, USACIDC and any delegations of authority made pursuant to Army regulation to
the CG, USACIDC.
5. Proponent. The Under Secretary of the Army is the proponent for this policy,
responsible for coordinating with the Provost Marshal General to ensure its provisions
are incorporated in to applicable Army regulations within 2 years from the date of this
directive.
