What Is a MILPER Message?

A Military Personnel Message, commonly called a MILPER Message, is used by the U.S. Army to distribute personnel-related information, announcements, procedures, requirements, and changes to the force.

MILPER Messages may cover subjects including:

  • Promotion and selection boards
  • Officer and warrant officer programs
  • Enlisted personnel programs
  • Army schools and military education
  • Assignments and talent management
  • AGR and Army Reserve programs
  • Retention and reenlistment
  • Special programs and application opportunities
  • Training opportunities
  • Board results and release dates
  • Career development programs
  • Changes or amendments to previously published MILPER Messages

Understanding MILPER Message Numbers

MILPER Message numbers generally identify the year in which the message was issued followed by its sequential message number.

For example:

MILPER 26-230

  • 26 indicates 2026.
  • 230 identifies the individual MILPER Message.

ArmyNG uses the MILPER number as the permanent identifier for individual MILPER pages whenever possible, making messages easier to find and reference.

MILPER Message Expiration

MILPER Messages are generally issued for a limited period and include an expiration date. The official Army MILPER Message Index states that the expiration date of a MILPER Message or memorandum will not exceed 365 days from the date of issuance and that the content of a MILPER Message is rescinded on its expiration date.

An expired message may still be useful for historical or research purposes, but it should not automatically be treated as current Army guidance.

A later MILPER Message, Army regulation, policy memorandum, Army directive, or other official publication may replace or incorporate the previous guidance.

Always check the latest official source when making a personnel or career decision.

Amended, Superseded, and Revoked MILPER Messages

Some MILPER Messages are changed before their normal expiration date.

A later message may:

  • Amend an earlier MILPER Message
  • Change an application deadline
  • Correct eligibility requirements
  • Update administrative instructions
  • Replace previously published guidance
  • Revoke or rescind an earlier message

When a MILPER has been amended or replaced, review the newer message together with any referenced original guidance necessary to understand the change.

MILPER Messages for Army National Guard Soldiers

Army National Guard Soldiers should pay particular attention to messages involving the Reserve Component (RC), Army National Guard of the United States (ARNGUS), promotion selection boards, officer and warrant officer programs, military education, and other programs that specifically include National Guard personnel.

Some MILPER Messages apply only to the Regular Army or U.S. Army Reserve, while others include multiple Army components.

Do not assume that a MILPER applies to the Army National Guard simply because the subject is relevant to your career field. Review the actual applicability and eligibility language in the message.
