I. MILPER Message 24-385, 20 Sep 24, subject: HQDA Centralized Promotions Board Guidance regarding Candidate Data Cards in the Army Selection Board System Version 2.0.
1. This message expires on 31 May 2027.
2. This program is open to highly motivated Regular Army and United States Army Reserve (USAR)/Active Guard Reserve (AGR) officers in the ranks of Colonel, Lieutenant Colonel (Promotable), Lieutenant Colonel, and Major (Promotable).
3. The U.S. Army Human Resources Command (HRC) Reserve Officers’ Training Corps (ROTC) Professor of Military Science (PMS) Centralized Selection Board (CSB) will convene at HRC, Fort Knox, Kentucky from 20 – 24 April 2026 to select the best-qualified field grade officers available for PMS duty.
4. The Fiscal Year 2027 (FY27) PMS board will be an “Opt-In” board during which officers will utilize the Army Selection Board System 2.0 (ASBS 2.0), Verint System, and the “My Board File (MBF)” within ASBS 2.0. An “Opt-In” board means an officer must take action to be eligible for consideration.
a. The Active Component Category (ACC), Colonel (COL), FY27 PMS Centralized Selection Board will consider all eligible ACC Colonel and promotable Lieutenant Colonel (LTC) for assignment to designated PMS positions for Fiscal Year 2027. d. Officers are requested to list preferences per category; ACC Colonel 1-3 preferences, ACC LTC/MAJ 15-20 preferences, and USAR AGR LTC/MAJ 1-2 preferences.
5. My Board File (MBF):
a. MBF Opens: 23 March 2026 and closes: 2359 EDT on 10 April 2026.
b. This board will utilize the My Board File (MBF) application in Army Selection Board System (ASBS 2.0).
c. The MBF is available to all service members regardless of their status on a promotion or selection board. Service members should take advantage of the live MBF to make corrections before being placed into a board.
d. Officers must review and certify their board files electronically at https://mbf.hrc.army.mil/.
e. After reviewing the MBF, officers must select one of the following four options when viewing MBF:
(1). “Reviewed with no actions taken.”
(2). “I have reviewed the information in My Board File, and I will take action to make corrections to my file.”
(3). “I certify that the information in My Board File is correct and complete to the best of my knowledge.”
(4). “I have not viewed the documents.”
f. Talent Managers will not review individual board files since this is each individual officer’s responsibility. Talent Managers are limited to ensuring service members within their branch are present and correctly identified as eligible. Detailed DA Secretariat board preparation tools are located at the following link: https://www.hrc.army.mil/content/Selection%20Boards. It is highly recommended that each officer eligible for this board review these tools for their own professional development as well as to ensure that they fully understand the associated board process to assist them in preparation for this board.
g. MBF should be validated against IPPS-A and IPERMS data. Where errors exist and corrections cannot be made by unit HR Professionals due to security or scope of the change, the service member should contact their career manager. Current career managers can be identified at the following link: https://www.hrc.army.mil/content/Active%20Component%20Talent%20Managers. Career managers do have the ability to see MBF records with service members they manage.
h. Candidate Data Cards: MBF will leverage ASBS 2.0 Candidate Data Cards, specifically designed for the promotion and selection process, as a summarized document representing a servicemember’s AMHRR. Data is sourced from IPPS-A assignments, job data, and person profile. Evaluation data summarized on the Candidate Data Card is sourced from EES. If significant discrepancies are discovered and cannot be corrected through IPPS-A, Soldiers are recommended to submit a letter to the Board President by following paragraph 16 of this message. Candidate Data Cards will replace the record brief in ASBS 2.0.
i. Candidate Data Cards are not source documents; they are used as a summary of information for selection boards. Participating Board Members will be reminded that the Candidate Data Card may not contain up-to-date information and, if needed, they should review the Soldier’s AMHRR. Data on the selection board Candidate Data Card may not accurately reflect information contained in a Soldier’s file. Any inconsistencies, errors, or blank data noted on the Candidate Data Card should not be viewed as a failure on the Soldier’s part to update the board file and should not reflect negatively on the individual.
6. Physical fitness standard for PMS:
Officers choosing to compete in the FY27 PMS Centralized Selection Board will be required to lead and conduct physical fitness with Cadets and participate in field training exercises. Officers serving as PMS should not have any permanent physical or medical limitations that restrict their ability to participate in physical fitness or Cadet Summer Training (CST) involving small unit tactics in a field environment, to ride in a military vehicle wearing protective gear, to wear the Army Combat Helmet, body armor, and load bearing equipment, or to live and function without restrictions in a field environment.
7. All known PMS positions that will become vacant before December 2027 will be boarded and slated for summer 2027 report dates. Some vacancies may require an earlier report date, which will be coordinated with the PMS selectee, Cadet Command, and HRC. The standard tour for a PMS is 36 months as stated in Army Regulation (AR) 614-100, paragraph 5-1a(1). An officer may be afforded the opportunity to extend their tour up to 48 months; such extensions are subject to US Army Cadet Command Commanding General and HRC concurrence.
8. Officers interested in competing for PMS duty must meet the requirements below for consideration by the PMS selection board:
a. Active Component Officer serving as a COL or LTC/P in Cohort Year Groups 2001-2004. Reserve Component COL and LTC/P are not eligible for PMS consideration.
b. Active Component Officer serving as a LTC and MAJ/P in Cohort Year Groups 2003-2012. Non-promotable MAJs that are eligible for FY26 LTC ACC Promotion Board with Date of Rank (DOR) of 30 June 2022 and earlier may apply utilizing the survey link as stated in paragraph 4b, however if not selected for promotion will be administratively removed.
c. Current and former Battalion Commanders may opt in to compete to serve as a PMS.
d. Officers who are also eligible to compete for Senior Service College (SSC) should examine their career timelines and only opt-in to compete for SSC to coincide with completion of 24 months as a PMS. If selected as a Principal for both PMS and SSC, SSC will take precedence, and the officer will be administratively released from PMS to attend SSC. The officer will not be allowed to request a deferment from SSC.
e. Reserve Component LTCs with no more than 5 years’ time in grade as of 15 September 2027; and able to complete at least 2 years in the position prior to Mandatory Removal Date (28 years), all MAJ/P with no more than 6 years’ time in grade.
f. Senior Service College or equivalent for COL and LTC/P complete; LTC and MAJ/P must have completed all phases of Intermediate Level Education prior to 09 February 2026 (no exception).
g. Possess an Advanced Degree, Masters or higher NLT 06 March 2026 (no exception).
h. Possess moral attributes and personal traits for a position of prestige in an academic community.
i. Available for Academic Year (AY) 2027 Permanent Change of Station (PCS) move, available to report for duty NLT 15 August 2027.
j. Mandatory Removal Date (MRD) no earlier than 1 June 2030 for COL and LTC/P.
k. No pending adverse action.
l. ARSOF Officers are encouraged to apply; however, selection for a PMS position is subject to operational requirements.
m. Explosive Ordnance Disposal (LTC only) Officers are encouraged to apply; however, selection is subject to operational requirements of EOD 89E Branch.
n. CY and EW Officers (Colonel and LTC) are encouraged to apply, however selection for a PMS position is subject to operational requirements.
o. FA40 Space Operations Officers. FA40 (COL, LTC, and MAJ/P) may apply; however, selection for a PMS position is subject to operational requirements. Interested officers
will require a signed memorandum of concurrence for participation from the Army Space Personnel Development Office.
p. FA49 Officers (LTC and MAJ/P only) are encouraged to apply; however, selection is subject to operational requirements of FA49 Branch.
q. FA50 Officers (LTC and MAJ/P only) are encouraged to apply; however, selection is subject to operational requirements of FA50 Branch.
r. FA58 Officers (LTC and MAJ/P only) are encouraged to apply; however, selection is subject to operational requirements of FA58 Branch.
9. Due to operational considerations and the needs of the Army, the following officers are ineligible to compete:
a. Current Professors of Military Science or former Professors of Military Science who have previously completed a three-year tour. COL or LTC/P who is a Former PMS at LTC/O-5 level may compete for COL level PMS.
b. School of Advanced Military Studies (SAMS) planners who have not completed their tier one utilization tour.
c. Officers who have been selected for Senior Service College (SSC), but not yet attended. Further, officers who are newly selected for SSC in FY26 will be administratively removed from PMS consideration or slating as appropriate.
d. Officers with an approved retirement or separation date from the Active Duty List (ADL) within 90 days of the convene date are not eligible for consideration and will be excluded.
e. Specific AMEDD (MC, DC, VC) Officers.
f. Chaplains.
g. Explosive Ordnance Disposal Officers (AOC 89E) (MAJ/P only).
h. Finance Officers.
i. Judge Advocates.

10. Any officer selected by the board who subsequently receives a Branch/Functional Area Transfer through the Voluntary Transfer Incentive Program (VTIP) after the results of the FY27 PMS CSB are published, and transfer into one of the ineligible categories outlined in paragraph 9 will be released from the PMS list for assignment within the new Branch/Functional Area.
11. Officers in the rank of Lieutenant Colonel that become promotable to Colonel prior to or after the PMS board convene date are ineligible for PMS at either the Colonel or Lieutenant Colonel level.
12. Officers serving in a Joint Duty Assignment (JDAL), where the tour length is 36 months, must complete 22 months in the joint assignment prior to departing to assume PMS duties. Officers serving in a joint duty assignment that require a Secretary of Defense waiver to depart (will have less than 22-months of credit) are ineligible to compete for a PMS position. Officers serving in an OCONUS joint assignment with a tour length of 24-months or less may compete for a PMS position.
13. Each officer must have their Army Military Human Resource Record (AMHRR) updated to ensure that the most current and accurate information is available to the PMS board. Code 09 (complete-the-record) Officer Evaluation Reports (OER) are not authorized for this board. The following materials must be in the PMS selection board file:
a. Official undergraduate and postgraduate degree transcripts (no exceptions).
b. All Evaluation Reports.
14. Evaluation reports.
a. Senior raters should provide a current and accurate evaluation for officers considered by the selection board. HRC will carefully screen evaluations for format inconsistencies or impermissible content. To that end, the suspense listed below is established to ensure sufficient processing time prior to the board convene date. Senior raters retain the authority to submit regular reports up to 90 days from the thru date of the report, as specified in AR 623-3, para 3-9a(3)(f). Senior raters may consider submitting an optional OER based upon intervening suspense as appropriate to ensure it is seen by the board; optional reports are submitted at the discretion of the rating chain.
b. To be considered by the board, all mandatory or optional OER / Academic Evaluation Reports (AER) must be received, generally error free, by the HRC Evaluations Branch NLT 10 April 2026. To ensure reports are received at HRC by this date, commanders at all levels must ensure any applicable evaluation reports for eligible officers are expeditiously processed.
c. OERs will be prepared on the appropriate DA Form 67-10 series OER form within the Evaluation Entry System (EES) and submitted to HRC via EES. If unable to access and submit evaluations within EES, hard copy DA Form 67-10 series OERs can be prepared and mailed to: Commander, USA HRC, Attn: AHRC-PDV-ER, 1600 Spearhead Div Ave, Dept #470, Fort Knox KY 40122-5407. Access to EES is available at the following link: https://evaluations.hrc.army.mil. If unable to access EES, DA Form 67-10 series OERs can be obtained from the Army publishing directorate’s webpage at the following link: https://armypubs.army.mil/.
(1) Sending OERs by email is only for deployed units or deployed rating officials and should only be used for deployed units who created .pdf-f evaluations outside of EES. A standard operating procedure covering process for scanning and emailing OERs from deployed units is available upon request.
(2) All non-deployed units or rating officials with ink-signed or older version forms not compatible with EES must mail printed OERs to Commander, USA HRC, Attn: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept# 470, Fort Knox, KY 40122-5407.
d. Reports error free received by HRC Evaluations Branch for processing by 10 April 2026 will be placed in the officers’ AMHRR and their board file prior to board voting. This suspense date is for receipt of evaluations by HRC Evaluations Branch, not for submission to AMHRR. If an evaluation is seen as working in the Evaluation Reporting System (ERS) with a received by date of 10 April 2026 or earlier and the evaluation is error free, it will be completed in time for the selection board.
e. Officers with missing OERs from their AMHRR should first check the status of the report in either EES or ERS. This will identify any evaluations not completed (either on hold or rejected) due to errors. Officers with questions about OER policy or procedural matters can contact Evaluations Branch point of contact (POC) for resolution at usarmy.knox.HRC.mbx.tagd-eval-policy@army.mil. Officers should not be concerned if an evaluation in the AMHRR is not yet in their board file. Board Support personnel will ensure all board files are updated prior to the board convene date.
f. AERs.
(1) AERs prepared on November 2015 dated forms having “THRU DATES” of 31 August 2019 and earlier must be mailed hard copy to CDR, USA HRC, ATTN: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept #470, Fort Knox, KY 40122-5407. Emailing of AERs is not authorized and will not be accepted. DA Form 1059 series AERs, dated November 2015 will no longer be utilized for AERs with a THRU date of 1 September 2019 or later. DA Form 1059 series AERs dated November 2015 received having a THRU date of 1 September 2019 or later are invalid and will not be processed.
(2) AERs prepared on March 2019 dated forms are prepared by using EES or on a fillable .pdf-f version form. Only the military school or institute of training that issued the AER is authorized to upload and submit the completed AER in EES, do not send AERs to Career Managers or iPERMS.
(a) Effective 1 December 2019, DA Form 1059 or DA Form 1059-2 AERs dated March 2019 will be initiated, processed, and submitted using EES. There are no exceptions or alternate means for submission of these AERs. E-mail and hard copy submissions of a DA Form 1059 or DA Form 1059-2 AER will be considered invalid and will not be processed by HRC.
(b) DA Form 1059-1 AERs dated March 2019 .pdf-f forms are the only reports authorized to use the AER File Upload tool in EES.
g. Talent Managers, board support personnel, and Interactive Personnel Electronic Records Management System (iPERMS) support personnel are not authorized to place any evaluations directly into the AMHRR. All evaluations must process through the HRC Evaluations Branch using normal processing channels into the AMHRR where it will be viewable by the board. OERs that are not labeled (and profiled) by the Evaluations Branch will not be seen by this board.
15. All officers in the zones of consideration may submit correspondence to the president of the board, if so desired.
a. Individual memorandums should include only matters deemed important in the consideration of an officer’s record. They should be addressed to President, FY27 PMS CSB, Attn: AHRC-PDV-S, 1600 Spearhead Division Ave, Fort Knox, KY 40122. Signed memoranda may be scanned and emailed to usarmy.knox.hrc.mbx.tagd-board-ac-officer@army.mil. Memorandums to the Board must arrive NLT 10 April 2026 to be considered. These documents should not be uploaded to iPERMS.
b. Any memorandum considered by a board will become a matter of record for that board and will be retained in the board files. Memorandum to the board (including enclosures) will not be filed in an officer’s AMHRR.
c. Communication or memorandum of recommendation from other parties on behalf of officers eligible for consideration will not be provided to the board unless forwarded as an enclosure to a memorandum to the board from the considered officer. Officers desiring to write to the president of a board should refer to AR 600-8-29, paragraph 2-6, for guidance.
d. Unprocessed copies of OERs, resident AERs, or evaluation appeals not yet adjudicated should not be sent as enclosures and will not be provided to the board.
16. AMHRR documents. This board will utilize the My Board File (MBF) application.
a. Officers may view their AMHRR online at: https://iperms.hrc.army.mil/.
b. For additional information on updating board documents in iPERMS refer to https://www.hrc.army.mil/content/10927.
c. Please see your local unit HR professional to submit required AMHRR board documents into iPERMS using the web upload feature. Click AMHRR Required Document List to access the AMHRR required document list. Please ensure the DOD ID number is contained in the body of the document(s) or written legibly in the upper right-hand corner of the document(s).
d. All AMHRR update submissions must be received NLT 10 April 2026 to allow for sufficient processing time. Ensure the word “BOARD” is in the comment field of the batch for priority processing. Write down the batch number for future reference. All updates to the Performance folder of the AMHRR will populate your board file but there is typically a delay involved.
e. The iPERMS Board Support Team does not have access to systems that update the board file IPPS-A or Data Cards. The DA Secretariat will need to synchronize your My Board File with your iPERMS record for any updates or changes that were made in your iPERMS Performance folder.
f. The rules for masking documents (moving documents from Performance folder to Restricted folder) are as follows:
(1) Enlisted documents that do not cross over from enlisted to officer ranks are masked (Basic Training, ALC, DLC, etc.). If the document can be earned by both officer and enlisted ranks, the document will not be masked (i.e., Airborne School, Combat Lifesaver Course, etc.).
(2) Awards, decorations and Certificates of Achievement will not be masked and will be seen by the board.
(3) Prior enlisted officer’s DA Form 1059s need to be masked by submitting a Board Correction Form to usarmy.knox.hrc.mbx.iperms-board-support@army.mil.
g. For resolution of duplicate, inverted, misfiled documents, duplicate evaluation reports, masking of documents, or request for corrections, submit a Board Correction Form to usarmy.knox.hrc.mbx.iperms-board-support@army.mil. Correctly filed authorized documents will not be removed.
h. Transcripts submitted to iPERMS must comply with AR 600-8-104, AMHRR Required Document List (RDL).
17. Official Photographs. DA Photos will not be used for this board. 19. Immediately after the PMS CSB recesses the results will be forwarded to Cadet Command for slating. Upon the Cadet Command Commanding General’s approval of the PMS slate, the results will be posted to the HRC and US Army Cadet Command websites. Upon officer acceptance of slated academic institution, a formal nomination to the specific academic institution and administration’s acceptance of the PMS nomination. When the nomination has been accepted by the academic institution, coordination with Talent Managers at HRC will commence for publication of PCS order within IPPS-A. In accordance with AR 600-78, Chapter 3 HRC will conduct centralized background screening on all personnel selected for Professor of Military Science (PMS) positions prior to release of PCS order.
20. Cadet Command will maintain an alternate list through 31 March 2027 to fill un-forecasted vacancies. If circumstances arise due to medical or hardship reasons, applicants may contact their Talent Manager and request release from the alternate list. Decisions will be made on a case-by-case basis.
21. Selection and service as a PMS does not preclude an officer from consideration and selection for CSL command/key billet opportunities. However, selection to CSL command may limit the ability to serve as a PMS due to the short timeframe from CSL selection and assuming command.
