This is applicable to the Regular Army (RA) and U.S. Army Reserve
(USAR). The following exceptions to policy previously established in
reference 1b (this memo) are extended until further notice, not to
exceed one year from this memorandum: a) Battalion commanders serving
as promotion authorities may utilize virtual promotion boards or rely on
input from the battalion command sergeant major to make recommendations
regarding promotion of enlisted Soldiers, and b) The established
expirations regarding award of promotion points for weapon

4. ARMY RESERVE PAY MESSAGE 21-19, DELAY IN PAYMENT OF BONUSES
QUALIFYING FOR COMBAT ZONE TAX EXCLUSION (CZTE). Bonus payments, whether
lump sum or paid in installments, are exempt from Federal and State
taxes if the Soldier reenlisted with a bonus while in a designated
combat zone. Due to limitations of the Reserve pay system (DJMS-RC),
taxes are withheld from CZTE qualified bonus payments. After payment,
the USAR Pay Center (UPC) notifies DFAS to refund the taxes. DFAS

5. ARMY RESERVE DA CIVILIAN AND FAMILY QUALITY OF LIFE SURVEY. Army
Reserve Department of the Army Civilians will be receiving an email from
the UNUM platform to their enterprise email account on or about 22
November 2021, requesting participation in the USAR Family Programs
Survey. The survey will only be open for 30 days, and it is highly
encouraged that every Army Reserve Department of the Army Civilian and
Spouse participate. The objective of the survey is to assess the quality
of life of USAR Department of the Army Civilians and their Family
