SUBJECT: Army Directive 2023-02 (Direct Appointment and Commission of Certain
Warrant Officers)
1. References. See references enclosed.
2. Purpose. This directive establishes policy for the direct appointment or commission
of warrant officers not in rated aviation or special forces military occupation
specialties (MOSs).
3. Applicability. The provisions of this directive apply to the Regular Army, Army
National Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Background. To meet accession requirements for warrant officer branches, this
directive expands opportunities for Soldiers to apply for direct appointment to warrant
officer one (WO1) or direct commission to chief warrant officer two (CW2).
5. Policy. References 1c and 1d prescribe direct accession and promotion eligibility for
Soldiers in rated aviation or special forces MOSs. Effective immediately, Soldiers in
other MOSs may be eligible for direct appointment to the grade of WO1 or direct
commission to the grade of CW2. Selection for each source of accession will be made
based on criteria established by the Deputy Chief of Staff (DCS), G-1 in coordination
with the MOS proponent branch. Where this policy conflicts with any other previously
published procedural guidance, this directive is controlling.
a. All such accessions are contingent on technical and tactical certification by
completion of the appropriate Warrant Officer Basic Course (WOBC) pursuant to
Army Regulation (AR) 601–100.
b. Eligibility for direct appointment to WO1 is pursuant to AR 135–100,
paragraph 1–6d, which is hereby amended to add:
For appointment as warrant officer, the Soldier must complete all phases
of WOCS or WOCS-RC within 2 years of selection. Exceptions to this
requirement are graduates of advanced non-commissioned officer
education with approved WOCS/WOCS-RC equivalency or constructive

credit, as applicable. Other exceptions will be reviewed on a case-by-case
basis.
c. Eligibility for promotion to CW2 will be computed pursuant to AR 600–8–29,
paragraph 3–1, which is hereby amended to add:
Following graduation from the Warrant Officer Basic Course or by MOS
proponent technical and tactical certification and award of the military
occupational specialty, candidates who meet accession requirements
established by the DCS, G-1, in coordination with the MOS proponent,
may be eligible for direct commissioning to CW2 in lieu of WO1.
6. Proponent. Under the policy oversight of the Assistant Secretary of the Army
(Manpower and Reserve Affairs), the DCS, G-1 will incorporate the provisions of this
directive into AR 135–100 and AR 600–8–29 within 2 years of the date of this directive.
7. Duration. This directive is rescinded on publication of the revised regulations.
