SUBJECT: Army Procurement or Lease of Printing Devices and Services
1. References: See enclosure.
2. Purpose. Provide updated guidance to Army organizations for procuring or leasing
printing devices and services.
3. Background. DoDI 5330.03 (see reference 1a) tasks use of the Defense Logistics
Agency (DLA) as the single manager in the DoD to provide integrated management of
document services on behalf of the DoD Components.
4. Scope.
a. Organizations.
(1) This policy applies to all Army organizations, Army commands (ACOMs),
Army Service Component Commands (ASCCs), and Direct Reporting Units (DRUs).
(2) Organizations exempt from this policy:
(a) US Army National Guard (ARNG) and US Army Reserve (USAR)
(b) Army-wide departmental printing and Army Headquarters printing services
provided by the U.S. Army Print and Media Distribution Center (APMDC)
(c) Army intelligence printers and services acquired under the National
Intelligence Program (NIP) or the Military Intelligence Program (MIP)
b. Equipment.
(1) In scope: This policy applies to Unclassified and Secret-level printing devices
(to include, but not limited to, self-service office copiers and multi-functional devices
(MFD), desktop and stand-alone printers, and scanners) purchased or leased with
federal funds appropriated to the Army.
(2) Out of scope: Products exempt from this policy include items that are funded
or procured with non-Army funding and manufacturing equipment such as 3-D printers.

c. Services. This policy applies to purchase of services for the following:
(1) Maintenance of installed Government owned or DLA leased printing devices
to include repairs.
(2) Printing, scanning, and document conversion, except for products managed
by the Army Print and Media Distribution Center (APMDC) such as Armywide
publications (books, flyers, posters, and so forth).
d. Supplies. The DLA offerings include supplies supporting the devices such as
toner and items required for general maintenance and repairs. It does not include paper.
5. Guidance.
a. Organizations are required to use DLA to obtain print devices and services (see
reference 1a). DLA will provide an exception to policy (ETP) memo if the product is
unavailable. The requesting activity will attach the ETP memo to the Information
Technology Approval System (ITAS) procurement request.
b. All requests to purchase or lease printing devices or services will be entered into
ITAS by the requesting activity. ITAS approval is required prior to procurement of IT,
including printing devices and services (see references 1b and 1c).
c. Transition existing contracts for leased devices upon contract expiration to DLA.
d. When a better value is found outside of DLA, submit a request for an ETP to your
DLA point of contact. DLA will provide a written response to the request. The requesting
activity must attach the ETP to the ITAS procurement request.
6. Intended Effect. Ensure compliance with DoD policy and cost avoidance via reduction
of unnecessary print-related contracts.
7. Guidance duration. This guidance is effective 01 October 2023 and stays in effect
until included in the next publication of AR 25-1 and DA PAM 25-1-1.
