TAG SENDS MESSAGE: MONTGOMERY GI BILL-ACTIVE DUTY (MGIB-AD) SELECTION.
S1s/G1s, all newly recruited Regular Army (RA) Soldiers must make an
IRREVOCABLE “opt-out” selection from the 38 USC, Chapter 30 Montgomery
GI Bill-Active Duty (MGIB-AD) via DD Form 2366 180 days after entering
the Army (Basic Active Service Date or BASD) or be automatically
enrolled into the education incentive, which will initiate pay
deduction. At 180 days, IPPS-A will notify these Soldiers that they have
90 days to make an IRREVOCABLE “Accept” or “Opt Out Of” election via a
DD Form 2366 and uploading it to IPPS-A to complete the selection. If no
selection within 90 days, the Soldier will be AUTOMATICALLY enrolled
into the MGIB-AD. It is critical that the RA Soldier make an informed
decision because there are two types of GI Bill education programs –
MGIB-AD and the Post 9/11 GI Bill (PGIB). Both are VA managed education
programs. However, in more than 95% of cases, the PGIB is a vastly
better education program that has no participation cost; therefore, it
is very important the RA Soldier makes the right selection. RA Soldiers
can visit their installation’s Education Center to educate themselves on
each program’s nuances or compare them by navigating to the VA website.

23MAR24 GOV SHUTDOWN IMPACTS ON FY24 TA/CA REQUEST. If Congress does
not pass a Budget or Continuing Resolution before 23 March 2024,
approved FY24 Tuition Assistance (TA) Requests may be cancelled. ACCESS
will cancel TA Requests starting on 22 March 2024 at 2359 GMT (1959
EDT) for 23 March 2024 term start dates and will continue daily
cancellations throughout the government shutdown. These daily
cancellations will continue until either a Budget or a Continuing
