SUBJECT: Army Information Technology Solutions and Services Mandatory
Performance Work Statement Language
1. References. See Enclosure 1.
2. Purpose. This memorandum rescinds and supersedes reference 1a due to changing
requirements. This memorandum defines the mandatory Performance Work Statement
(PWS) language applicable depending on the Army information technology (IT) solution
or service activity. The required alignment of cloud activities by Contract Line-Item
Number (CLIN) names with Technology Business Management (TBM) towers and
Product Service Codes (PSCs) remains unchanged.
3. Background.
a. The TBM is an Office of Management and Budget (OMB) required Information
Technology (IT) management framework that standardizes categorization of IT costs,
technologies, resources, applications, and services (reference 1b). It enables the
separation of IT spending into small, consistent categories to manage the cost, quality,
and value of IT services.
b. Through the Enterprise Cloud Management Agency (ECMA), the Army must
collect, consolidate, and report commercial cloud spending as directed in HQDA
EXORD 009-20, Army Data Plan Implementation in Support of Cloud Migration, and
subsequent fragmentary orders (reference 1c). To achieve this objective, ECMA has
implemented the TBM taxonomy with associated General Services Administration
(GSA) PSCs to provide more accurate and comprehensive reporting of cloud
investments.
4. Scope. This guidance applies to all Army technology solutions/contracts except
those supporting Title 50 activities.
5. Guidance.
a. All new cloud-related requirements shall use the CLIN descriptions aligned to the
prescribed PSCs (see Enclosure 2), for entry into contract management and portfolio

management systems. The requiring organization shall identify the cloud activity and
the assigned TBM tower and PSC enabling clear mapping of the requirements to an
appropriate CLIN(s). The prescribed PSCs are further aligned to the designated TBM
investment areas for government-wide reporting requirements.
b. All requirements and contracts related to Army capabilities on the Department of
Defense Information Network (DoDIN) should implement PWS language as specified in
Enclosure 3. Owners of requirements for Army capabilities on the DoDIN should
reference applicable PWS language (see Enclosure 3).
c. This guidance will be coordinated with the Deputy Assistant Secretary of the
Army (Procurement) to revise the Army Federal Acquisition Regulation Supplement
(AFARS), to (1) remove the PWS content of Appendix HH from the AFARS (there is no
change to the CLIN descriptions or TBM taxonomy) and (2) update AFARS 5139 to
include references to this policy memo, and the PWS language provided in Enclosure 3,
to apply to all Army technology solutions/PWS except those supporting Title 50 activities.
6. Implementation. System Owners are responsible for ensuring compliance with this
guidance and any future updates.
7. Expiration and review. This guidance is effective immediately and remains in effect
until superseded or rescinded. The Office of the Chief Information Officer will review
this guidance for update annually no later than 1 October of each calendar year.
