1. DA SECRETARIAT HOSTS ENLISTED EVALUATION BOARD TOWNHALL. The
DA Secretariat will host an Enlisted Evaluation Board Townhall
Thursday, 20 February, 1200-1300 EST. The intent of the Enlisted
Evaluation Townhall is to inform and educate G-1/S-1s and ALL
Noncommissioned Officers in ALL Military Occupational Specialty (MOS) on
the board process. We are trying to spread the word to as many in the
field as possible. Please pass this message on to all NCOs in your unit.

a. IPPS-A STP SLIDE THAT ANSWERS WHO IS RESPONSIBLE FOR WHAT SECTIONS? 
I’ve had a conversation with a SM and he was saying that there might be
a one slider, power point, or PDF that shows who is responsible for
what on your STP? An example is that for awards you would obviously need
a PAR but for the self-professed section that is the user. Does anyone
have this product, and would they be willing to share?

b. OCONUS ASSIGNMENTS AND TOUR COMPLETION.  OCONUS assignments in
Manage Converted Assignments that have multiple rows for same assignment
due to the member having different duty positions or the UIC changing
for the unit, etc. Is there guidance on which row we should mark as tour
completed? Just an example if a member was stationed in Germany for 36
months but has 4 rows I’m thinking we would need to choose just 1 of the
4 rows to mark as tour completed?

a. MILITARY PAY E-MESSAGE 25-009 SUBJECT: EXCEPTION TO POLICY TO PAY
FOREIGN LANGUAGE PROFICIENCY BONUS (FLPB) TO NON-LINGUIST IN SUPPORT OF
BORDER MISSION. The purpose of this message is to inform all of
Exception to Policy to Pay Foreign Language Proficiency Bonus (FLPB) to
Non-Linguist in Support of Border Mission. HQDA G-2 Foreign Language
Team authorizes Soldiers outside of language-dependent and
language-capable MOSs deploying in support of the Southern Border to
take the TSOPI. Soldiers taking the TSOPI must score a 2+ or higher on
the test to be eligible to receive Foreign Language Proficiency Bonus
(FLPB). In accordance with the reference, Soldiers serving in
language-dependent and language-capable MOSs, except for ARSOF
personnel, are not authorized to take the TSOPI. The only languages
authorized under this ETP are Spanish and Portuguese. Any other
languages requested must be approved by the HQDA G-2 Foreign Language
Team.
