Part A. GENERAL GUIDANCE
The Army Modernization Strategy (AMS) describes how the Total Army (Regular Army, National
Guard, Army Reserve, and Civilians) are transforming the Army into a multi-domain ready force
by 2035. To achieve this end state, the Army must modernize how we fight, what we fight with,
and who we are. This approach integrates the elements of doctrine, organizations, training,
materiel, leader development and education, personnel, facilities, and policy (DOTMLPF-P).
This award calls for innovations in all DOTMLPF-P areas.
The term innovation is the result of critical and creative thinking and the conversion of new ideas
into valued outcomes. Innovation drives the development of new tools or methods. For the
purpose of the Major General Greene Innovation Award Program, innovation is broadly defined
as the action or process of innovating through change, alteration, revolution, transformation, or
breakthrough. Innovation is further characterized by the terms: creativity, originality, ingenuity,
inspiration, and inventiveness and is not limited to technologies, inventions, products, hardware,

modernization, which have military applications and utility that positively impact the Army
mission.
