SUBJECT: Army Directive 2025-14 (Advanced Manufactured Parts Certification Authority

2. Purpose. This directive changes the certification authority for parts created through the
advanced manufacturing process.
3. Applicability. The provisions of this directive apply to the Regular Army, Army National
Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a. Effective immediately, the Commanding General, United States Army Materiel
Command (USAMC) has the authority to apply advanced manufacturing methods to address
issues and challenges in the supply chain to underpin readiness of Army materiel. This includes
the authority to take a risk-informed approach to certify materials, processes, and methods used
to produce parts and components and to certify and qualify those parts. USAMC will leverage
the organic industrial base or authorize third-party entities to conduct and execute these
functions. These parts and components will become authorized substitutes for the supply chain.

b. The life cycle/configuration managers will collaborate exclusively with USAMC to
prioritize, fund, and support these processes. The overall authorities assigned to the design
activities and the lifecycle/configuration managers do not change, and USAMC will coordinate
accordingly through all the existing Army processes.
5. Proponent. The Assistant Secretary of the Army (Acquisition, Logistics and Technology)
establishes policy related to advanced manufacturing and is the proponent for this policy,
responsible for incorporating the provisions of this directive into applicable regulations and
policies.
6. Duration. This directive is effective until rescinded.
