1. This MILPER message is effective upon release and expires 30 September 2026.


2. This message provides procedural guidance for the Fiscal Year (FY) 2026 Voluntary Transfer Incentive Program (VTIP). Army Competitive Category (ACC) officers may submit a packet requesting branch or functional area (FA) transfer from 05 January – 06 February 2026.
