This message provides eligibility criteria and guidance for the Fiscal
Year 2026 U.S. Army Reserve Active Guard Reserve Functional Area
Voluntary Transfer Incentive Program Panel (FY26 USAR AGR FA VTIP
Panel). USAR AGR officers who meet eligibility requirements can submit
an IPPS-A Personnel Action Request (PAR) to request transfer into a FA.
Officers selected for FA transfer will Permanent Change of Station (PCS)
or Permanent Change of Assignment (PCA) and incur an Active Duty
Service Obligation (ADSO) per reference A. This VTIP Panel aligns with
the USAR AGR Army Talent Alignment Process (ATAP) for the 27-01 and
27-02 movement cycles.
