SUBJECT: Restricting Army Use of Specific Department of War 8140 Work Role Codes
1. References. See Enclosure.
2. Purpose. This memorandum establishes guidance from the Army Chief Information
Officer (CIO) that restricts the use of specific Defense Cyberspace Workforce
Framework (DCWF) work roles to Cyber Operations Force (COF) 1 and COF 2.
3. Applicability.
a. This policy applies to all Army Commands and organizations and will remain in
effect unless superseded by an updated memo.
b. This action supports the United States Cyber Command (USCYBERCOM) 2.0
force generation model and prevents the misalignment of these critical roles elsewhere
in the Army. This policy applies to workforce identification and management; it does not
confer eligibility for, nor does it affect, pay, compensation, or Targeted Local Market
Supplements.
4. Policy. Effective immediately:
a. Assignment of the following DCWF work role codes is restricted to personnel with
a validated requirement in direct support of USCYBERCOM missions, as part of COF
1 or COF 2, including personnel assigned to USCYBERCOM, Army Service Cyber
Components, or other Army organizations performing validated COF 1/2 mission
support, as validated by USCYBERCOM or HQDA CIO/G-6:
(1) Exploitation Analyst (121)
(2) Access Network Operator (321)
(3) Cyberspace Operator (322)
(4) Cyberspace Capability Developer (341)
(5) Network Analyst (443)

b. The All-Source Analyst (111) work role will be included contingent on approval by
the Department of War Personnel and Readiness.
5. Responsibilities.
a. The Army CIO will serve as the final approval authority for all exception to policy
requests.
b. Commanders and Directors across all Army Commands and Organizations will
ensure the work role codes listed in paragraph 4 are not assigned to personnel unless
the position has a validated requirement to directly support USCYBERCOM missions or
an exception is granted per paragraph 6.
6. Exception to Policy. All requests for exception must be formally documented,
endorsed by a General Officer (GO) or Senior Executive Service (SES) member, and
submitted to the Army CIO for final determination.
