2. Background. This message informs officers about the USARD Recruiting Scholars Program, which is a priority of the Chief of Staff of the Army (CSA). The Recruiting Scholars Program aims to attract and invest in creative and highly adaptive top-tier captains to lead and strengthen the Army’s recruiting outreach. It is a part of a larger, long-term strategy to place exceptional leaders as recruiting commanders in youth, market-focused areas that are geographically dispersed around the country, where they can convey the Army’s story and facilitate recruiting success for the force.
