2. Policy:
a. Merit Based Promotions. Pursuant to Title 10,
U.S.C. Section 616(h)(3), the board may be authorized to recommend
officers of particular merit from those officers recommended for
promotion to be placed higher on the promotion list. This authority
better allows the Army to recognize and reward personnel based on their
performance and potential.
b. Opting In for early promotion
consideration for this LTC board is not authorized. Officers from the
below zone (BZ) will be automatically considered for promotion.
c.
Opting Out of promotion consideration for this LTCs board is
authorized. HRC has published the eligibility criteria and
administrative instructions for MAJs requesting to defer promotion
consideration (Opt-Out) from this board, within MILPER Message 26-117,
published 30 Mar 26.
d. The selection boards will convene on or
about 9 Sep 26 to consider eligible MAJs on the Active Duty List (ADL)
for promotion to LTC. The board will recess on or about 25 Sep 26.
Selective Continuation (SELCON) boards will convene at the conclusion of
the FY27 LTC OPS, OS, FS, and ID PSB to consider those officers two or
more times non-selected for promotion as a result of these boards.
