This MILPER message describes the process and specific eligibility
criteria which allows officers to request to defer promotion
consideration (opt-out) from the Fiscal Year 2027 (FY27), Army
Competitive Category (ACC), Lieutenant Colonel (LTC/O5), Promotion
Selection Board (PSB). This message only applies to officers in the In
Zone (Primary Zone) of consideration. Officers may submit their request
to opt-out from 08 April 2026 to 17 May 2026. The application portal
closes at 2359 hours eastern standard time (EST) on 17 May 2026 and will
not be re-opened for late submissions.
