2. This message provides procedural guidance for delay of movement (DOM) in support of the U.S. Central Command (CENTCOM) area of responsibility (AOR) operations. This message applies to Active Army (AA), U.S. Army National Guard (USARNG), and U.S. Army Reserve (USAR). The term “Soldier” is applicable to both enlisted and officer personnel unless otherwise specified.
