This MILPER message describes the process and specific eligibility
criteria which allows officers to request to defer promotion
consideration (opt-out) from the Fiscal Year 2027 (FY27), Army
Competitive Category (ACC), Colonel (COL/O6), Promotion Selection Board
(PSB). This message only applies to officers who are In Zone (Primary
Zone) of consideration. Officers may submit their request to opt-out
from 20 May 2026 to 28 June 2026. The application portal closes at 2359
hours eastern standard time (EST) on 28 June 2026 and will not be
re-opened for late submissions.
