a. KEY POINTS FROM THE TAG SGM: Recently, there been an uptick in
questions about the SkillBridge / Career Skills Program (CSP). With the
number one question being, “What is the difference between SkillBridge
and the Career Skills Program?” Visit the above link for the answer.
b. IPPS-A BAH RECERTIFICATION (DA 5960): You can now recertify
Soldiers’ BAH (DA 5960) in the Pay-Absences-Incentive Pay-Deduction
(PAID) tile in IPPS-A. Once the action is approved, IPPS-A will send the
DA 5960 directly to the Soldier’s Army Military Human Resource Record
(AMHRR) in iPERMS.
c. UNAUTHORIZED VIEWING OF SOLDIER’S RECORDS: Unauthorized disclosure
of PII or viewing a Soldier’s AMHRR for other than official duty
purposes is in violation of the Privacy Act which may subject users to
civil and criminal penalties. Soldiers that suspect unauthorized use or
viewing of their records can request an investigation through their
chain of command or local Inspector General.
d. IPPS-A DRIVE THE CHANGE: The IPPS-A Team’s most recent Drive the
Change (DTC) session featured two key updates. (1) Data
quality/correctness dashboard provides functionality that identifies
problematic data related to seniority dates, and highlights the
personnel records with non-conforming dates, all of which can impact
pay; (2) Permanent Change of Assignment (PCA)/Permanent Change of
Station (PCS) Prompt improves Enhanced Unit Commander’s Financial Report
(eUCFR) accuracy and notifies HR Pros to send newly created assignment
orders to their Army Military Pay Office (AMPO), to include those
inter-post moves.
e. AVIATOR ASED VALIDATION IN IPPS-A: Some Aviators are missing
Aviation Service Entry Date (ASED) in IPPS-A. Self-review/validation
with Unit S1 can resolve the issue immediately. Blank ASEDs could lead
to missed 12/18-year TOFDC gate audits with follow-on effects with pay.

f. TRANSITIONING SOLDIERS AND COUNSELORS REPORTING SYSTEM (TSCRS):
Commanders can now track transitioning Soldiers progress in the
Transitioning Servicemember and Counselor Reporting System (TSCRS).
g. ROTATIONAL DEPLOYMENT EXTENSION- ASSIGNMENT INCENTIVE PAY FOR
REGULAR ARMY ENLISTED SOLDIERS: MILPER 24-450 was released earlier this
month to outline requirements for Rotational Deployment Extension-
Assignment Incentive Pay (RDE-AIP) for initial term RA Soldiers serving
within units identified for rotational deployment.
h. OPERATIONAL DEPLOYMENT PAY INITIATIVE- DTAS AND TPS TRAINING
RESOURCES: On 7 November 2024, the HRC TAGD Soldier Programs Branch
conducted DTAS and TPS training. The recorded training and slides are
attached (at the above link) for reference and training of your S1/G1/J1
teams. It is imperative that deployed and rotational units and/or units
preparing to deploy or go on an operational deployment get their
accesses established for these systems. Per ALARACT 088-2024 (para
5.B.3), Operational Deployment Pay (ODP), a key element of ODP
eligibility is for Soldiers to be “properly accounted for in the
Deployed Theater Accountability System in accordance with Reference
1.D.”
