2. The purpose of this message is to announce the upcoming Signal Corps Training with Industry (TWI) opportunities and application instructions for FY27.
3. This message applies to Active Component Signal Branch 25A Officers, Functional Area 26 (FA26) Officers, MOS 255-Series Warrant Officers, and select CMF 25 Noncommissioned Officers (NCOs).
4. Training with Industry (TWI).
a. The TWI program offers work-experience opportunities, exposing select personnel to emerging technologies, managerial techniques, and industrial procedures across various technical sectors. The training received is typically not available through Professional Military or Civilian Education.
b. The Signal Branch has TWI opportunities for eligible Officers (25A, FA26), Warrant Officers (255A, 255N, 255S) and NCOs (25B, 25D, 25H, 25U, 25S) with Cisco, Deloitte, Harris, Microsoft, Red Hat, Verizon, and ViaSat.
c. The actual number of available TWI allocations, selected industry partners, and utilization assignments vary by fiscal year and will be based on the operational needs of the Army.
5. Officers and Warrant Officers who attend the TWI programs incur an additional active-duty service obligation (ADSO) and NCOs who attend this program must meet a Service Remaining Requirement (SRR) through the scheduled program completion date or through the date on which consecutively scheduled education is to be completed, whichever is later. If the Officer and Warrant Officer is terminated from the program on an earlier date, the additional ADSO will still apply. In accordance with AR 350-100, Officers and Warrant Officers who complete formal education or training programs incur ADSO, as outlined below. If the NCO is terminated from the program on an earlier date, the additional SRR will still apply. In accordance with AR 621-1, Chapter 8, NCOs who complete formal education or training programs incur an SRR, as outlined below:
a. TWI – Four (4) years total; consists of a 12-month residency, followed by a 36-month ADSO, of which 24 months will be served in a designated utilization tour.
b. Utilization assignments for TWI are 24 months in an Army Education Requirements System (AERS) authorized utilization position. Utilization assignments are determined by Signal Proponent, with input from HRC Signal Branch.
6. Selectees for the TWI program will PCS to their TWI location, with assignment to the United States Army Student Detachment (USASD), Fort Jackson, South Carolina.
7. Participation in Signal Branch programs for Officers and Warrant Officers is contingent upon panel selection and approval of time on station (in accordance with AR 614-100), or foreign service tour (OCONUS) curtailment (in accordance with AR 614-30) waivers, if required. The selection panel will build an Order of Merit List (OML) based on Officers’ performance files.
8. Participation in Signal Branch programs for NCOs is contingent on Talent Managers’ selection and approval of time on station (in accordance with AR 614-200) or foreign service tour (OCONUS) curtailment (in accordance with AR 614-30) waivers as required. The Talent Managers will build an Order of Merit List (OML) based on NCOs’ performance files and the Signal Proponent will determine the program that applicants will attend based on the OML established by the Talent Managers.
9. Participation in a TWI program is considered a professional development opportunity and is viewed favorably by Evaluation Board members. Participants will not be penalized, nor will their promotion potential be negatively impacted by their acceptance.
10. Eligible Officers, Warrant Officers, and NCOs must submit the complete application packet as a Personnel Action Request (PAR) via IPPS-A to UDL 000000000132457, AC_HRC_MPRD_OSD_SCBR_SDOP. The PAR must include O6 endorsement and be received by HRC no later than (NLT) 2400, 7 July 2026, to be considered. Career/Talent Managers will review applications to determine eligibility and completeness. Officers, Warrant Officers, and NCOs must ensure their IPERMS are updated with all required documents.
11. TWI Application timeline:
a. Application window opens upon release of this MILPER message.
b. 7 July 2026, 2400 – Suspense for completed applications to be received at HRC.
c. 15-16 July 2026 – Officer and Warrant Officer Panel convenes, and NCO OML generated and approved.
d. NLT 6 August 2026 – Selectees and non-selectees notified.
e. 31 July 2027 – Not later than report date for TWI.
12. Eligibility criteria for all participants:
a. Must be deployable (non-waiverable).
b. Must pass current AFT and meet standards set in reference C.
c. Must complete Professional Military Education (PME) for respective grades prior to program start date.
d. Demonstrated outstanding potential for future service and must be competitive for promotion to the next grade.
e. Must not be flagged, pending adverse action, pending Medical Evaluation Board (MEB), or pending voluntary/involuntary separation.
f. Must have enough service time left after completing TWI to fulfill the incurred ADSO or SRR.
g. Applicants currently on assignment and those that have participated in the ATAP 27-01, EMC 27-01, or EMC 27-02 are ineligible to apply.
h. OCONUS applicants must have completed 2/3 of their assignment prior to the start of TWI.
13. Additional eligibility criteria for Officers:
a. Active component Signal Corps Officer in the rank of CPT-MAJ (25A/FA26).
b. 25A Captains must be in YG20 or earlier for this program.
c. Must have a minimum of three (3) years time in service and be able to fulfill TWI service obligation prior to mandatory release date.
d. Must possess a fully adjudicated TS/SCI clearance.
e. Must agree in writing to fulfill any service obligation incurred by acceptance of training.
f. Captains: Career Course and Career Field / Key Developmental complete. Captains with a scheduled ILE date will complete ILE prior to program start date or after completing the two-year utilization tour.
g. Majors: ILE and Career Field / Key Developmental complete prior to program start date.
14. Additional eligibility criteria for Warrant Officers:
a. Active component Signal Regiment 255 Series Warrant Officer (255N, 255S) in the rank of CW2-CW3. CW2s must have a minimum of two (2) years TIG at the time of packet submission. All applicants must be PME complete prior to program start date (Military Education Level M for CW2, Q for CW3).
b. Must possess a fully adjudicated TS/SCI clearance.
c. Must agree in writing to fulfill any service obligation incurred by acceptance of training.
d. Warrant Officers OCONUS must have completed 2/3 of their assignment prior to the start of TWI.
15. Additional eligibility criteria for NCOs:
a. Active component Signal Corps NCOs SSG-SFC (25B, 25D, 25H, 25S, and 25U), with a minimum of two (2) years Time in Grade (TIG) for an E-6; no TIG requirement for an E-7.
b. Must possess a fully adjudicated Secret clearance.
16. Officer and Warrant Officer TWI applications must consist of:
a. The PAR must be endorsed by the first O6 in Chain of Command. The PAR must be submitted as Admin Records Corrections > Other – FY27 TWI Application and routed to UDL 000000000132457, AC_HRC_MPRD_OSD_SCBR_SDOP, after O6 concurrence/ approval is gained.
b. The PAR must contain the following statements within the “More Information” section:
(1) “The applicant meets all eligibility criteria.”
(2) “I understand I will incur an additional ADSO of three (3) days for each day which I am educated under the provisions of this program, but not more than six (6) years. I understand this ADSO is served consecutively with other civilian education ADSOs and concurrently with other military ADSOs.”
(3) “I acknowledge upon acceptance into this program; I am not eligible to pursue a voluntary incentive transfer, service, basic, or functional area designation out of Signal Branch until completion of ADSO.”
(4) “I acknowledge that if selected, HRC is authorized to extend / curtail my tour (CONUS or OCONUS) and break previously approved stabilizations in order to meet the report requirements of the program.”
17. NCO TWI applications must consist of:
a. The PAR must be endorsed by the first O6 in Chain of Command. The PAR must be submitted as Admin Records Corrections > Other – FY27 TWI Application and routed to UDL 000000000132457, AC_HRC_MPRD_OSD_SCBR_SDOP, after O6 concurrence/approval is gained.
b. The PAR must contain the following statements within the “More Information” section:
(1) “The applicant meets all eligibility criteria.”
(2) “I understand that if I am selected to participate in the TWI Program, and do not meet the designated SRR as described in AR 621-1, Chapter 8, I must take steps to extend my contractual service in accordance with the procedures outlined in DA Pam 601-280, Chapter 5.”
(3) “I acknowledge upon acceptance into this program; I am not eligible to pursue a voluntary reclassification of primary or secondary military occupational specialty until completion of the designated TWI utilization obligation.”
(4) “I acknowledge that if selected, HRC is authorized to extend / curtail my tour (CONUS or OCONUS) and break previously approved stabilizations in order to meet the report requirements of the program.”
