1. This MILPER message will expire 12 months from the date issued.

2. Purpose: This message announces information for the SY27 Reserve Officers’ Training Corps (ROTC) Green to Gold (G2G) Online Applications for Active Duty Option (ADO) and Regular Scholarship. Soldiers must meet the requirements and stipulations identified in this message by the dates specified in paragraph 4.  Command allocations, application critical dates and Soldier eligibility requirements for the Hip Pocket Program will be published via MILPER, released on or about 15 September 2026.

3. Applicability: This message applies to all Regular Army Enlisted Soldiers who meet eligibility requirements listed in paragraph 5. 

4. ADO, Regular Scholarship, and Hip Pocket Program critical dates and additional information are as follows:

a. ADO/Regular Scholarship Programs: 

(1) The G2G ADO Program provides eligible, active duty RA enlisted Soldiers with an opportunity to complete an initial baccalaureate or graduate degree and to be commissioned as Army officers upon receipt of their degree. Soldiers selected to participate in the G2G ADO Program will continue to receive their current pay and allowances while in the G2G ADO Program (21 consecutive months/2 academic years) and receive normal PCS entitlements. Participants are responsible for their own educational expenses. Although tuition assistance is not authorized for use in this program, Soldiers may receive any MGIB/Army College Fund benefits for which they are eligible.

(2) The G2G Regular Scholarship Option provides eligible, active duty RA enlisted Soldiers who desire to receive educational financial assistance while pursuing their commission.  There are 2-, 3- and 4-year scholarship opportunities available based upon the number of years required to complete degree requirements. Scholarship winners are discharged from the RA.

(3) Application opens: 4 July 2026

(4) Application closes to new applicants: 18 October 2026 (no extension authorized)

(5) Board ready documents due: 25 October 2026

(6) Selection board convenes: 02-06 November 2026

(7) ADO and Regular Scholarship selection results will be released NLT 15 January 2027.  Selectees will begin school in the fall semester of 2027. 

5. Eligibility criteria:

a. ADO Program:

(1) Citizenship.  Have United States (or Naturalized) Citizenship.  Waivers are not authorized.

(2) Convictions.  No moral or personal conviction which will prevent the applicant from supporting and defending the Constitution of the United States against all enemies, foreign and domestic, and conscientiously bearing arms.

(3) Security Clearance.  All Soldiers must possess a Secret security clearance or higher. Soldiers are required to provide a memorandum from their unit’s Security Manager verifying their clearance status, eligibility date, and Continuous Vetting (CV) date.  The memorandum must also confirm that the Soldier has been submitted for an SF-86 Form update if they are within six months of their investigation or continuous vetting expiration date.  If a Soldier does not currently hold a fully adjudicated security clearance, the memorandum must verify that the Soldier has an open Tier 3 (T3), Tier 5 (T5), or equivalent investigation, and is qualified for Interim Secret. 

(4) Appointment Eligibility.  Must meet appointment eligibility in the RA as a commissioned officer under the provisions of AR 135-100 and AR 135-101.

(5) Service Remaining Requirement.  A minimum of 48 months remaining in RA upon entering the program.  (Soldiers who do not meet the Service Remaining Requirement (SRR) for this program must be processed IAW AR 601-280, Paragraph 4-6, before complying with orders directing movement to Headquarters and Headquarters Detachment (HHD), Fort Knox, KY).

(6) Command Endorsement.  Favorable recommendations from the chain of command (Company and Battalion level Commanders) which address the Soldier’s qualifications (e.g., leadership potential, appearance, personal conduct, military record, and aptitude for further military training and service as an officer).  Applicants must use the electronic means available within the online application for commander endorsements.

(7) UCMJ/Legal.  No Uniform Code of Military Justice (UCMJ) or civil conviction actions pending.

(8) Physical Fitness.  Must pass the current Army Fitness Test and meet the height and weight standards outlined in AR 600-9.  The fitness test must be completed after the application period opens.  As an exception to the standard AR 600-9 screening tables, all G2G applicants are required to submit an actual body fat measurement (tape test) regardless of their height/weight proportions.  Soldiers with a permanent profile or who take alternate events are not authorized to apply.

(9) Maximum Age.  Must be under the age of 30 prior to commissioning.  30 May in the year of commissioning will be used for all age waiver calculations.  Waiver submissions are authorized up to a maximum of 41 years of age at commissioning.

(10) Maximum Active Federal Service (AFS).  Applicants must have less than 10 years of AFS. Waiver submissions are authorized for soldiers with 10 to 12.9 years of AFS (up to 12 years and 11 months), using 15 August 2027 as the benchmark date for all AFS waiver calculations. Any soldier who has reached or exceeded 13 years of AFS as of 15 August 2027 is strictly disqualified from applying, and no waiver requests will be considered.

(11) Training Service Obligation.  Completion of three months of RA for every one month of specialized training received as of the date of enrollment into the program in addition to the TIS requirement.  (This includes language training, critical Military Occupational Skill (MOS), or Additional Skill Identifiers (ASI) received.  Training Service Obligations (TSO) are served concurrently; the most recent service obligation for specialized training may not be based on the most recent course attended.  Longer duration ASI/SQI courses may have service obligations that override a shorter but more recent course.) Soldiers on their second and subsequent enlistment must complete three months of RA for every month of the most recent specialized training received.  Waiver submissions are authorized.

(a) TSO and/or TIS waiver.  The Soldier must submit the request for waiver (via PAR through IPPS-A) through HQ, USACC to U.S. Army Human Resources Command (HRC). Annual instruction will be published upon selections.  HQ, USACC will forward the TSO waiver requests to HRC.

(b) Reclassification Training.  HQ, USACC will not consider Soldiers currently scheduled to attend an approved reclassification MOS training school until a request for cancellation of the approved reclassification MOS training has been processed and approved by the proper approval authority.

(12) Minimum CGPA.  A minimum cumulative grade point average (CGPA) of 2.5 on a 4.0 scale on all completed college work.  The CGPA will be computed by Cadet Command G2G Processors.  Applicants who have not earned any college credit and are relying on their military service counting as transfer credits will be assigned a 2.5 CGPA.  Waiver submissions are authorized for CGPAs of 2.0-2.4 only.

(13) GT Score.  Scored 110 or higher on the General Technical (GT) Aptitude Area of the Army Classification Battery.  Waivers are not authorized.

(14) Education.  Graduated high school or equivalent.

(15) Medical.  Pass a physical examination in accordance with AR 40-501 and determined to be medically qualified by DODMERB.  The date and result of the latest drug and alcohol test must be annotated on the physical.  Positive test results preclude entry into the ROTC program.  Names will be submitted to DODMERB within two weeks of release of the selectee list.

NOTE: Once DODMERB receives the names of the G2G selectees, DODMERB will send an email to each Soldier outlining the DODMERB process. 

(16) Have two academic years (21 months) remaining as a full-time student as indicated on CC Form 104-R (Planned Academic Program Worksheet). Summer sessions (between junior and senior year) are authorized but cannot interfere with Advanced Camp attendance and require Professor of Military Science (PMS) approval.  104R is only required if selected. 

(17) Full Time Student Status.  Must maintain full-time student status, as reflected on the CC Form 104-R.    

(a) For students pursuing a baccalaureate degree, this requires an academic load of at least 12 but no more than 18 credit hours per semester.  

(b) For students pursuing a master’s degree, this requires an academic load of at least 9 but no more than 15 credit hours per semester.  

(c) For students attending schools whose academic calendar is quarters, for both baccalaureate and master’s degrees, the minimum academic load is at least 9 but no more than 15 credit hours.  

(d) These credit hour requirements are exclusive to mandatory ROTC and Military History courses.  Fifty percent of scheduled classes must be taken in a classroom environment.  

(18) Program Acceptance.  Must receive acceptance from the Professor of Military Science (PMS) into the Army ROTC program of choice.  This must be done during phase II of the process and by the current system processes utilized in the year of applying.

b. Scholarship Program:

(1) Citizenship.  Have United States (or Naturalized) Citizenship.  Waivers are not authorized.

(2) Convictions.  No moral or personal conviction which will prevent the applicant from supporting and defending the Constitution of the United States against all enemies, foreign and domestic, and conscientiously bearing arms.

(5) Discharge if Selected.  Discharge is contingent upon enlistment in the USAR Control Group (ROTC), execution of an SROTC cadet contract, and enrollment in the SROTC program at the educational institution identified.  Soldiers approved for early discharge may be separated up to 30 days prior to the start of school.  Terminal leave is not authorized.

(6) Command Endorsement.  Favorable recommendations from the chain of command (company and battalion level commanders) which address the Soldier’s qualifications (e.g., leadership potential, appearance, personal conduct, military record, and aptitude for further military training and service as an officer). Applicants must use the electronic means available within the online application for commander endorsements.

(9) Maximum Age.  Be under 31 years of age on 31 December of the calendar year of commissioning.  (Cannot be 31 years of age or older on December 31st of the commissioning year.) This is a statutory requirement and therefore no waivers can be authorized.

(10) Maximum Active Federal Service (AFS).  Applicants must have less than 10 years of AFS. Waiver submissions are authorized for soldiers with 10 to 12.9 years of AFS (up to 12 years and 11 months), using 15 August 2027 as the benchmark date for all AFS waiver calculations. Any soldier who has reached or exceeded 13 years of AFS as of 15 August 2027 is strictly disqualified from applying, and no waiver requests will be considered.

(11) Time in Service.  Complete at least 24 months of Time in Service (TIS) in the RA on his or her initial enlistment and have less than 10 years total time in service at the time of discharge. Waiver submissions are authorized.

(12) Training Service Obligation.  Completion of three months of RA for every one month of specialized training received as of the date of enrollment into the program in addition to the TIS requirement.  (This includes language training, critical Military Occupational Skill (MOS), or Additional Skill Identifiers (ASI) received.  Training Service Obligations (TSO) are served concurrently; the most recent service obligation for specialized training may not be based on the most recent course attended.  Longer duration ASI/SQI courses may have service obligations that override a shorter but more recent course.) Soldiers on their second and subsequent enlistment must complete three months of RA for every month of the most recent specialized training received.  Waiver submissions are authorized.

(a) TSO and/or TIS waiver.  The Soldier must submit the request for waiver (via (Personnel Action Request (PAR) through Integrated Personnel and Pay System – Army (IPPS-A)) through HQ, USACC to HRC.  Annual instruction will be published upon selections.  HQ, USACC will forward the TSO waiver requests to HRC.

(b) Reclassification Training.  HQ, USACC will not consider Soldiers currently scheduled to attend an approved reclassification MOS training school until a request for cancellation of the approved reclassification MOS training has been processed and approved by the proper approval authority.

(13) Minimum CGPA.  A minimum cumulative grade point average (CGPA) of 2.5 on a 4.0 scale on all completed college work or on high school grades if applicant is applying for four-year scholarship.  The CGPA will be computed by Cadet Command G2G Processors.  Applicants applying for three- or two-year scholarships, who have not earned any college credit and are relying on their military service counting as transfer credits will be assigned a 2.5 CGPA.  Waiver submissions are authorized for CGPAs of 2.0-2.4 only.

(14) GT Score.  Scored 110 or higher on the General Technical (GT) Aptitude Area of the Army Classification Battery.  Waivers are not authorized.

(15) Education.  Graduated high school or equivalent.  

(16) Scholarship Type Designation.  Four-year scholarship applicants must be academic freshmen; three-year scholarship applications must be academic sophomores; two-year scholarship applications must be academic juniors, and graduate students must complete any prerequisites and be fully accepted into the graduate program.

(17) Full Time Student Status.  Must maintain full-time student status, as reflected on the CC Form 104-R.  A 104-R is not required for 4-year scholarship recipients.  

(a) For students pursuing a baccalaureate degree, this requires an academic load of at least 12 but no more than 18 credit hours per semester.  

(b) For students pursuing a master’s degree, this requires an academic load of at least 9 but no more than 15 credit hours per semester.  

(c) For students attending schools whose academic calendar is quarters, for both baccalaureate and master’s degrees, the minimum academic load is at least 9 but no more than 15 credit hours.

(20) Financial Readiness.  Applicants must demonstrate financial stability by completing a Financial Planning and Management Worksheet (USACC FORM 228-R). Applicants must certify their ability to meet all financial obligations using their anticipated income (cadet stipend, GI Bill, scholarships, etc.) without relying on employment that would interfere with academic or ROTC duties.  A determination of financial ineligibility will be made if the applicant has unresolved financial issues, including but not limited to, a history of credit defaults, excessive debt, or other factors that compromise the Soldier’s ability to focus on commissioning requirements.

Note: Soldiers will be discharged therefore their current pay, and entitlements cannot be used as a source of income.

6. Ineligibility criteria:

a. Fails to meet all eligibility requirements

b. Is ineligible for reenlistment.

c. Is a conscientious objector, as defined in AR 600‐43, Conscientious Objection.

d. Has a misdemeanor or felony record of a Domestic Violence Conviction.

e. Is under suspension of favorable personnel action (FLAGS) IAW AR 600‐8‐2.

f. Is under probation for a civil conviction or have charges pending at the time of application, including UCMJ.

g. Having military, criminal, or other civil offenses are ineligible for enrollment as a cadet unless a waiver is approved.  This includes but is not limited to students who have been arrested, detained, or apprehended; who have a civil conviction or civil offense without a conviction; who have an alternate disposition including a plea agreement or plea bargain; or who completed a probation or a diversion program where the court does not actually convict the individual in exchange for the individual successfully satisfying certain conditions.  Students who have any type of court-martial conviction, punitive discharge, separation from the military in lieu of court-martial, or elimination for the good of the service are ineligible to enroll or contract unless a waiver has been granted.

h. Has applied or been accepted for an MOS reclassification. NOTE: Soldiers may apply if the application is rescinded or the reclassification training date has an authorized cancellation.  

i. Requires a dependency waiver prior to approval if the applicant falls into one of the following scenarios:

(1) Dual Military: A Soldier with a spouse in a military component of any armed service (excluding members of the Individual Ready Reserve (IRR)) that has one or more dependents under 18 years of age. Waiver submissions are authorized.

(2) Three or more dependents including a civilian spouse: A Soldier married to a civilian spouse with two or more dependents under 18 years of age.  Waiver submissions are authorized.

(3) Non-custodial parent with court-ordered child support: A divorced or single Soldier with a child support order. Waiver submissions are authorized.

(4) Sole parent or joint custody: A single parent or a Solider with joint custody who has one or more dependents under 18 years of age.  Waiver submissions are authorized.

7.  Waivers will only be entertained after selection board takes place and Soldier has been selected to move into Phase 2. (admin/medical qualification stage)

8. Current law (10 USC 2106(c)) and AR 145-1 does not allow any accrued time as a Cadet participant in the SROTC to count towards RA 20–year retirement eligibility/benefits and/or RC retirement eligibility points. In addition, G2G ADO Soldiers must agree that as ROTC participants, they are not members of the Selected Reserve. Consequently, once a G2G ADO Soldier is commissioned, the time spent in the Advanced Course phase of SROTC (MSL III and MSL IV instruction) will not be included, for any purpose, in service computations made after the Soldier accepts an appointment (for example, it may not be used to compute either time in service for pay purposes or in computing years of service for retirement).
